In the Three Norths, the average precipitation is only 500 meters. Most of them are concentrated during the flood season and cannot be effectively utilized. It is unrealistic to rely solely on local water resources to green. A sapling requires a lot of water to promote growth. If there is no sufficient water, the tree cannot grow. But where does the water come from?

"South-to-North Water Diversion"? Just kidding, the South-to-North Water Diversion is for people to use, and it is just that, and the cost is quite high.
