Chapter 639 Access System
A few days later, a seminar attended by representatives from all parties in the Provincial Political Affairs Hall of the People's Republic of China was being held. The participants continued to discuss some clauses of the "Mingde Law" sections, and the focus of everyone's attention was still on the "Civil Law".
After the last meeting, the representatives who originally believed that "the civil law was released, loyalty and filial piety were destroyed" had accepted the reality that "the times changed drastically, and the court could not return to the past", and the resistance to the civil law was not that great.
However, there are still different opinions on certain terms.
For example, strengthening the management of "foreigners", the "Regulations on the Administration of Entry and Exit of Foreigners" and the "Regulations on the Administration of Settlement of Foreigners" were formulated.
Once these regulations are implemented, the "foreigners" in Zhou State cannot move or settle down at will, and must be managed by the government, nor can they enter and exit major metropolis and commercial ports at will.
"Foreigners" refer to people who are not the people of Zhou. The reason why they use this title instead of "Hu people" or "Free people" is because of the national conditions.
For example, there were many Sogdian settlements in the Central Plains, and their ancestors were likely to have settled in the Central Plains during the Wei and Jin Dynasties. Now, many Sogdians have become good people in the Great Zhou Dynasty, paying taxes and serving labor.
There are also officials such as Wang Shichong, Bone Etiquette, and Antulu who have high eyes and deep noses, so they must have a stricter definition of "non-Zhou nationals", so the term "foreigner" was used in the law.
The "Regulations on the Administration of Entry and Exit of Foreigners" and the "Regulations on the Administration of Settlement of Foreigners" in the Civil Law have formulated many management measures for "foreigners" and strengthened the construction of management institutions and law enforcement teams.
This will increase fiscal expenditure.
When it comes to spending a lot of money, many officials can't help but feel "suffering".
Many people think that the court has corresponding management regulations, but the effect is not good. If we need to strengthen management of foreigners in the future, the best way (the most cost-effective way) is to keep foreigners out.
Only most of these people are allowed to live in "ports" such as border cities, ports, etc., and foreigners (except for envoys) are not allowed to enter important urban areas and commercial ports in the Central Plains.
It is not an official, but scholars are xenophobic. After all, everyone has a basic mind.
They are based on confidentiality considerations: steamships, trains, telegraphs, steam machinery, these are all magical weapons of the country. If they are turned into foreign barbarians and learn them secretly, wouldn’t it pose a huge threat to the dynasty?
Such considerations cannot be unreasonable, but Yuwen Wen feels that this method is too simple and crude, it cannot save much money, the effect is still poor, and it may even have negative effects.
To put it bluntly, if the Celestial Kingdom has a broad mind and keeps foreigners away, it will only make the Central Plains court look petty.
To put it in detail, it is impossible to prevent technology leaks by restricting foreigners' entry alone, because there will always be internal ghosts, and all kinds of steam machinery must be promoted nationwide, and popularization and confidentiality are inherently dilemma.
The principle of the steam engine is difficult to keep, but the secret of the production process can be kept. Even if foreigners know the principle and do not have the ability to make it.
This is true for steam engines, as is the case for trains, steamships and telegraphs.
Of course, it is always right to strengthen the management of foreigners. Zhongyuan is not a toilet that can come whenever you want or leave when you want.
Therefore, Yu Wenwen’s response is to refine management and establish institutions similar to the Entry and Exit Administration and Immigration Bureau to implement an “access system” for foreigners coming to China: foreigners entering the country must pass strict review and obtain entry permits to enter (under the mainland).
After entering the country, whether you are traveling, living, employed or engaging in various activities, you must be under the jurisdiction of the government.
At the same time, the police system should be gradually popularized in major areas across the country, and while strengthening public security management, strengthening the management of settled foreigners in the country.
We must also identify and screen a large number of foreigners stranded in Chang'an, Jinyang, Yecheng, Luoyang and other places. The naturalization of the naturalization should be included in the nationality and fulfill the obligations of the citizens;
Those who should apply for a "temporary residence permit" must apply for a "temporary residence permit". Foreigners cannot be in a "hidden residence" state and enjoy all kinds of conveniences of living in the Zhou Kingdom for free, but do not assume any obligations.
Foreigners who want to do business and work in the Central Plains also need a "access system" to manage, otherwise it will be unfair to the people.
Yuwen Wen welcomed foreigners to the Central Plains to promote economic and cultural exchanges, but he did not want foreigners to become a privileged special group: the government cannot manage it, the people cannot afford to provoke it, and they dare not provoke it.
Foreigners who enter and settle in the country shall not live together for a long time and will not be able to lose their limits; foreigners who violate the law in the Zhou Dynasty shall be dealt with in accordance with the laws of the Zhou Dynasty.
Foreigners who are employed in Zhou State and engage in various industrial and commercial activities must pay taxes and fees according to regulations, must have legal status, and be managed by the government.
The State of Zhou must never become a lawless place for foreigners.
This is the new rule that Yuwen Wen planned to establish. As the emperor, he had many "minions", so he did not need to take action personally at the meeting of the Political Affairs Hall. He only needed to "speak" his views through the bachelor's degree or the clerk of the Censorate's House of Representatives and participate in politics.
According to the Civil Law and the "Regulations on the Management of Foreigners' Settlement and Exit Management of Foreigners" and the new rules that Yuwen Wen wants to establish are the first to implement the "four-level regional system".
Level 1: Areas where foreigners can enter and exit freely and live (relatively), mainly trade ports and port cities, such as Guangzhou Fanyu, Jiaozhou Longbing, Dunhuang at the end of the Hexi Corridor, and Wuchuan at the northern foot of the Yinshan Mountains.
Second-level areas: areas where foreigners restrict entry and exit and live. These areas belong to "secondary ports", such as Guangling, Yangzhou (corresponding to maritime trade), Guzang, Liangzhou and Suiyuan, Fengzhou (corresponding to land trade), etc.
In the third-level areas, foreigners are strictly restricted from entering and leaving and living areas, such as Chang'an, Luoyang, Jinyang, Chengdu, Xiyang, Xingyang and other metropolis or important commercial ports.
In the fourth-level areas, foreigners are not allowed to enter and exit without the special permission of the imperial court, that is, all the county towns of Zhouguo Prefectures and counties except for the first three-level areas.
With four regional divisions, there must be corresponding management systems. In short, it is from lenient to strictness.
Those foreigners who yearn for China and want to surrender are welcomed by Zhou State. These foreigners register with the government in first-level areas. The government will disperse them (by household) and then place them in various prefectures and counties in the Central Plains. They are not allowed to live in tribal forms.
As for other foreigners entering the State of Zhou, the State of Zhou allows these people to live in major areas of the country, but they should be classified. According to their purpose, they can be divided into official duties (commissioned), business (traveling, business), study (officials, privately coming to China), and communication (mainly religious monks).
For foreigners who enter the Central Plains with different purposes (envoys do not count), their residence periods and place of residence are different, and their management requirements are also different.
After registration, these foreigners can live in first-level areas, but must be managed by the Zhou State government. Once disputes or public security incidents occur, they will be handled in accordance with the Zhou State laws.
If any foreigner wants to enter a second-level area, he must apply for an "entry permit" from the first-level area government, pass the customs defense with a license, enter the second-level area city, register at the local government office, and settle down after applying for a "temporary residence permit".
If you want to enter the third-level area, you must apply for a "visa" from the government in the second-level area. Only after obtaining a "visa" can you pass the customs defense, go to the third-level area, apply for a "temporary residence permit" from the local government and settle down.
Foreigners holding a "business visa" can only engage in business-related activities in Zhou State; foreigners holding a "study abroad visa" can only engage in academic activities in Zhou State.
If a foreigner who violates the regulations and does not have an entry permit and a temporary residence permit appears in an area outside the first level, he shall be punished differently depending on the severity of the circumstances, or be given gifts to leave the country and sentenced to imprisonment. In severe cases, he shall be sent to Australia for land reclamation.
The first three levels of regions have a comprehensive implementation of the police system, and the police have the right to inquire about people with suspicious identities. Once they are found to be illegally entering the country, measures can be taken immediately.
All of this requires the court to invest manpower, material resources and financial resources. Everyone has been talking about how much effect such investment can produce.
But one thing is that the participants can still reach a consensus:
The imperial court vigorously investigated hidden households, strictly prohibiting the powerful households in various places from concealing the tenant farmers' household registration, and also did not allow hidden households to appear in foreign groups.
