Chapter 14 Cooperation and Contradiction

Compared with the army, the promotion system and organizational discipline of intelligence agencies are stricter. Even if you do not make any mistakes, it takes 30 years for an intelligence officer with outstanding capabilities to defeat thousands of competitors to have the opportunity to become the head of an intelligence agency. Most intelligence officers spend their entire lives working in grassroots positions.

Ma Mingtao was able to come back because he was promoted but was exiled.

When dealing with An Zaixu, a crucial intelligence line, Ma Mingtao made a serious mistake and ignored the risks of rapid promotion.

After the Second Korean War, Ahn Jae-wook's position in the South Korean army was greatly improved.

It was not because of his outstanding ability, but because of the Second Division. For example, in the late period of the war, the Korean army commanded by An Zaixu fought several meaningful victories, and thanks to the Second Division.

On the intelligence battlefield, there is no free lunch, and no surprises.

In the intelligence network deployed by Li Guoqiang, An Zai-xu was very important. He invested huge resources in him just to make him climb up. If An Zai-xu could become the chief of staff of the South Korean Army, he would provide the second department with invaluable key intelligence for a long time in the future.

The specific operation is under the responsibility of Ma Mingtao.

As a result, Ma Mingtao was too eager for quick success and instant benefits, which made Ahn Jae-wook suspicious and was investigated by the South Korean Intelligence Agency and CIA.

The Korean Intelligence Agency has not had a big problem. The second department had already grasped the news, and An Jae-wook passed the test without any danger. However, on the side of CIA, An Jae-wook fell into trouble and lost his life because he believed in the mistress who was sleeping with her pillow, and after that, he vomited out the things that should have been rotten in his stomach.

If Li Guoqiang hadn't been merciful, Ma Mingtao would have long become an unknown corpse in a forest somewhere in South Korea.

Of course, letting Ma Mingtao come back is mainly because he has the first-hand information to contact An Zaixu, otherwise he would not have the value of existence.

Ma Mingtao understood this truth very well. When he became an intelligence officer, he knew that he would be abandoned by the organization when necessary.

Or, one must make self-sacrifice.

He knew better that even if he was alive, he would never have the second chance in the second half of his life. It would be great to be able to work in the second department until he retired.

Ma Mingtao did not blame others, and he could only bear the mistakes he made.

Mu Haoyang is a smart person and knows the rules of the game in the intelligence system, so Ma Mingtao didn't want to say it, and he didn't mention related issues.

After three rounds of wine and five dishes, Ma Mingtao started the topic again.

"Old Zhou, how are you doing?"

"What else can it do?" Zhou Yusheng took out a cigarette, and it seemed that he didn't have much appetite. "Shen Fei has a big appetite, so let's use hundreds of millions to build a tactical platform."

"Hundreds of millions? It's just an initial investment, right?"

Zhou Yusheng nodded and lit a cigarette casually.

"There is no problem with personnel, I have checked it. Shen Fei must have wanted to pick up the chicken and lay eggs when doing this, and use HNA's investment to enter the transport aircraft market." Ma Mingtao also lit a cigarette, "Nothing is strange, but HNA must be cautious in investment, and maybe it's okay to beat the chicken."

"Is it so dangerous?"

"Although Shen Fei is very powerful, especially making a lot of money with the J-11 project, Shen Fei has been surpassed by Cheng Fei in the field of fighter jets. Not to mention, Cheng Fei has two complete R&D and production lines, but Shen Fei has not yet developed a light fighter jet. In the multi-purpose fighter jet procurement project, the Air Force is more optimistic about Cheng Fei. As expected, the Navy also tends to Cheng Fei in carrier-based fighter jet projects. As for transport aircraft, Shen Fei has no relevant experience. Now he is fooling HNA investment, obviously wants to get development funds." Ma Mingtao smiled and said, "Money is a small matter, the key is that Shen Fei will definitely find it difficult to complete the development work according to the schedule set by HNA."

Zhou Yusheng nodded, indicating that he understood what Ma Mingtao meant.

"My advice is to take a look and make a decision."

"We will go to Xi'an early tomorrow morning."

"Do you want me to go there?"

"There is no need, it's just an initial inspection. When I talk to Lao Yang, he will contact you."

"Okay, then I'll go straight to Chengfei."

"By the way, Lao Ma, how are the matter with the carrier-based fighter jets?" Mu Haoyang took this opportunity to change the topic.

"I went to Chengdu for this reason." Ma Mingtao smiled and said, "After coming here, I received a call from Lao Li, saying that you General Teng was urging us to provide relevant information as soon as possible, otherwise the Navy would not be able to provide technical performance standards for carrier-based fighters."

"Have you any eyebrows?"

"It's basically confirmed, but there are some technical issues that need to be decided by the Navy."

"What technical question?" Mu Haoyang was a little surprised, because the Second Department was only responsible for providing information about the imaginary enemy and did not participate in the formulation of fighter technical indicators.

"The main thing is who is the main imaginary enemy of the Navy."

"this……"

"The imaginary enemy you choose is different, and the performance indicators of carrier-based fighters are definitely different, so the navy must set it down as soon as possible so that we can provide relevant information."

Mu Haoyang nodded, indicating that he understood what Ma Mingtao meant.

"Since you are talking about this, and you are responsible, I will say it in more detail." Ma Mingtao wiped out the cigarette butts and continued, "For the Navy, there are three reference standards from high to low, namely the new generation of carrier-based fighters of the US Navy, the current F-35b and F-35c, and the mig-29m purchased by India from Russia. If the new generation of carrier-based fighters of the US Navy are used as the imaginary enemy, the technical performance indicators will definitely be very high, even if Cheng Fei takes over the research

It will take ten years to build a task, maybe fifteen years to get the prototype out. If mig-29m is used as the imaginary enemy, j-15 is enough. At most, large-scale modernization improvements similar to j-11c are carried out, which basically has nothing to do with Chengfei. It is just that when fighting against f-35, especially the air-controlled f-35c that Japan is likely to purchase, the overall performance of j-15 is seriously behind, and it is difficult to gain an advantage after improvement, and it will be eliminated in ten years."

"What about your suggestions?"

"I?"

"Just just ask casually, after all, you know the situation outside more than me."

"Then I'll just talk about it." Ma Mingtao smiled and said, "Before more aircraft carriers are in service, improving the J-15 is the best choice. After all, the scale of the carrier-based aviation is limited. If you invest huge amounts of money to develop a brand new fighter, the efficiency ratio is very low, which is very unprofitable. Within ten years, the improved J-15 will not lag behind, and the new generation of carrier-based fighter jets in the United States will not be put into service in ten years, so it can meet most of the combat needs. However, the Navy cannot give up on new fighter jets, and must start the development project of new fighter jets as soon as possible. It is best to cooperate with the Air Force, share the development funds, and reduce the manufacturing price of fighter jets through large-scale procurement. If you go to Chengdu with Lao Zhou, you must decide this matter, at least let Cheng Fei know that the Navy has the intention to purchase new fighter jets."

"The key lies in the air force, not in the navy." Zhou Yusheng added.

Obviously, this is the real problem.

It is not strange that the Air Force and the Navy jointly developed fighter jets. Before that, HNA participated in the FBC-1, J-10 and J-11 projects. However, in these projects, HNA only required more outstanding sea strike capabilities and did not put forward additional requirements for basic performance indicators. The reason is very simple. These three types of fighter jets are all shore-based aviation forces and do not need to make changes to deploy on aircraft carriers.

On the j-15 project, the Air Force and the Navy parted ways.

At that time, the Air Force was also seeking to obtain a multi-purpose fighter that surpassed the FBC-1c. HNA proposed joint development, that is, based on the J-15, to develop a fighter that can meet the requirements of the Air Force. However, the J-15 made large-scale changes to the fuselage structure group for ship-based use, and emphasized the air combat capability. The Air Force already had a J-20 project, so there was no need to develop an air combat aircraft.

The Navy failed to catch up with the j-20 project, so it could only work hard on j-11 and j-10.

Obviously, the situation is no exception now.

Although the Air Force proposed a medium-sized multi-purpose fighter plan after the J-20 project achieved significant results, that is, to develop a fighter with a performance comparable to the F-35a and used to replace the J-10, and invited HNA to share the development funds together. At the beginning, HNA was very active because the J-15 was facing the embarrassing situation of being backward as soon as it was launched, and the Navy urgently needed a new carrier-based fighter. However, shortly after the project was launched, HNA withdrew. As mentioned earlier, the two sides had different requirements for the technical performance indicators of fighters. What the Air Force needed was a multi-purpose fighter, focusing on strike capabilities. The Navy also needed a multi-purpose fighter, but focusing on air combat capabilities. In addition, the structural specialization of carrier-based fighter jets, the requirements of the Air Force and HNA were difficult to coincide.

The question is, does HNA have any other options?

If the Chinese Navy had ten aircraft carriers, it would definitely establish its own business, because ten aircraft carriers needed at least ten carrier-based aviation units, and the purchase volume of fighter jets was more than 600. Even if only half of them were multi-purpose fighter jets, the procurement scale of 300 was enough to share the high research and development funds.

In the short term, it would be great if the Chinese Navy had ten aircraft carriers, not to mention having three aircraft carriers.

It is obviously not cost-effective to purchase only about a hundred aircraft and spend huge amounts of money to develop a multi-purpose fighter separately.

On this issue, the Navy has almost no room for maneuver. As long as the Air Force sticks to its own opinions, the Navy has to surrender and act as the green leaf of the Air Force.

After thinking about this problem, Mu Haoyang knew that the trip to Chengdu would definitely not be very pleasant.

More importantly, the problem is not solved by Cheng Fei, but by the General Staff.

As a company, Cheng Fei is definitely willing to do business with the Navy. As long as the Navy can afford money, not to mention developing carrier-based fighters on the Air Force's multi-purpose fighter jets, there is no problem even if it is newly developed. But the Navy can't afford money, it has to negotiate with the Air Force to resolve the issue.

As for the sharing of research and development funds through export, it is even more unlikely.

Among the countries that need to purchase Chinese fighter jets, none owns an aircraft carrier. Those countries that own aircraft carriers will not purchase Chinese fighter jets.
