Chapter VIII Questions

Chapter 8 Questioning

On December 4, the Yizhou Provincial Assembly held an extraordinary meeting, which was the third day after the 73 train tragedy.

The main content of the meeting was to question several officials of the Zhongjiang City Rat Destroy Command Center. The first person to be affected was Jiang Yongkang, the mayor of Zhongjiang City and the head of the command center.

The person who raised the inquiry was Mr. Zhang Ran, the chief figure in the provincial parliament's attack on the Zhongjiang Municipal Government.

"...As early as September last year, Professor Lin Yusen and Dr. Song Qinghe had predicted today's disaster and made a series of targeted suggestions to the municipal government. But what have you done? To be precise, what preventive measures have you taken in the face of the upcoming disaster?" Member Zhang Ran was aggressive.

Mayor Jiang looked pale: "I'm sorry, at that time... I didn't take precautions."

The parliament was in an uproar.

"Did nothing! It's so bad that nothing did nothing!" Member Zhang Ran's face turned red, and pointed at Mayor Jiang's fingers and shivered slightly. His daughter Zhang Xiaoqiu was the victim of the 73rd train. Afterwards, she couldn't even find the bones at the chaotic scene. When she thought of her daughter who died tragically, Member Zhang Ran felt her chest blocked.

"This is a dereliction of duty! It is a crime! It is your failure to do anything that caused today's tragedy! 244 people died in Liangzi Village, Erdao Liangzi Village, 1,633 people died in 73 trains! Nearly 2,000 innocent citizens were eaten alive by rats. What kind of responsibility should you bear in such an unprecedented tragedy?"

"Yes...I was negligent..." Mayor Jiang lowered his head.

"Neglect?" Mr. Zhang Ran's voice was sharp and fierce: "Bamboo blossom has a close causal relationship with the explosive reproduction of rat groups. As an authoritative zoology in China, Professor Lin repeatedly pointed out this to you, but you were indifferent. He didn't even do an official article on investigating how many early bamboos in the mountainous areas were. Can this be shirked by "negligence"? After the bamboo in the mountainous areas bloomed in May this year, although Professor Lin reminded you to take countermeasures through police chief Gao Fei, you scolded Gao Fei and still did not adopt any of Professor Lin's suggestions, which directly led to today's disaster! It is not an exaggeration to say that you were the murderer who killed these two thousand people!"

Member Zhang Ran's words were heartbroken, and sweat beads of beans were already oozing out of Mayor Jiang's face.

"Are people like you who ignore people's lives still qualified to be the mayor of Zhongjiang City?" Zhang Ran's face was very pale, and his sharp voice was trembling: "We want to dismiss you!"

The venue suddenly became quiet. Most congressmen did not expect that the situation in the venue changed so quickly, and the news became impeachment, and now another deputy provincial mayor was to be removed!

"No need to be dismissed," Mayor Jiang raised his head, his face calmed down: "I had already resigned to the provincial government the day before yesterday, and the provincial government has approved it."

There was a buzzing surprise sound from the venue.

Mayor Jiang walked off the message station and walked out staggeringly. At that moment, Mayor Jiang seemed to have grown 20 years old all of a sudden. The mayor who was resolute and full of vitality had disappeared, and was replaced by a down and haggard old man.

The second person to be questioned was Chen Mingguang, the Forestry Director of Zhongjiang City. When the 50-year-old man walked up to the questioning table with a pale face, many people saw his legs trembling like chaff.

"You are the same for the crime!" Zhang Ran stretched out his finger again, and the fingers that made people reminded of an invisible sword: "No! You are even worse! As the director of the Forestry, any dynamics of animals and plants in the mountain are your management scope, but what have you done? From the early blooming of bamboo in the mountain area to the full bloom of bamboo forests, have you ever investigated these situations? Have you ever proposed a report on countermeasures to the municipal government?"

"I...no." Director Chen's expression was dull.

"No?" Zhang Ran sneered repeatedly: "You are consuming taxpayers' money, but you are indulging rats to cause disasters. It is not an exaggeration to say that you are an accomplice of rats! What I want to ask you is, can you sleep at night? Nearly 2,000 people have lost their lives for your dereliction of duty. Isn't your soul a little guilty? A foolish bureaucrat like you is not worthy of staying at the position of the Forestry Director. The 2,000 unjust souls under the ground will always hate you!"

After saying a few words, Chen Mingguang accepted his resignation. Under Zhang Ran's sharp torture, the dignity that he always claims to be honest and self-righteous is gone. Chen Mingguang was almost directly bombarded by Zhang Ran from the throne of the Forestry Director.

Zhang Ran won a great victory and knocked two senior government officials off the stage in less than two hours. It was really a matter of blocking people and destroying Buddhas.

The third person to be questioned was Director Zhou of the Environmental Protection Bureau. There are two ready-made examples of the previous two inquiries being knocked down, even a smooth bureaucrat like Director Zhou was thinking about it.

"Director Zhou, rat damage is an ecological disaster, which is also the management scope of the Environmental Protection Bureau. Last September, Professor Lin and Dr. Song reported to you that early opening of bamboo forests in mountainous areas. How did you deal with this news?" Member Zhang Ran's tone was very stiff.

"After I got the news, I sent someone to investigate the next day."

"Where did you send someone to investigate?"

“…Go to Laishun Town near the mountainous area.”

"Bamboo was developed in the mountains. What did you send someone to Laishun Town next to the mountains to investigate?" Councillor Zhang Ran was aggressive.

"This..." Director Zhou's head looked sweaty.

"Then the people you sent went to the mountainous area to investigate that the bamboo forest opened early?"

"No," Director Zhou showed a painful expression on his face: "I admit that I had a little bit of parochialism at that time, and always felt that mountain bamboo forests belong to the scope of the Forestry Bureau's management. If our Environmental Protection Bureau intervened too much, it would cause unhappiness in the Forestry Bureau system... I have a responsibility for this."

"Director Zhou will be confused, and a single word will put the blame cleanly." Zhang Ran sneered: "Then let me ask you, Zhongjiang City Hot Spring suddenly deteriorated since June last year. This matter should be within the management scope of the Environmental Protection Bureau. What countermeasures have you taken?"

"We investigated that the deterioration of hot springs is caused by geological changes, and we can't do anything about geological changes." Director Zhou looked helpless.

"Didn't you think of any causal relationship between geological changes and early opening of bamboo forests?"

"Oh, there is no such thing. I am not an expert in this regard." Director Zhou smiled bitterly.

"Then have you reported this to the city government?"

"No."

"In other words, you know that the geology of the mountainous areas in the western Zhongjiang River is changing, but you did nothing?"

"This..." Director Zhou's sweat accumulates more and more.

"Let's imagine that if you reported to the municipal government in time, the geology of the mountainous areas was changing. The municipal government might pay attention to the abnormal phenomenon of early bamboo opening and take targeted countermeasures. The tragedy between Erdaoliangzi Village and the 73rd train may be avoided, but because you hide and refuse to report, the municipal government has ignored Professor Lin's warning. What responsibilities should you bear?"

"I was negligent...I am willing to review." Director Zhou sincerely admitted his mistake.

"Check?" Mr. Zhang Ran's voice suddenly became sharp and sharp: "Can 2,000 lives be saved by a review? Can 2,000 lives be resolved by a review? Can scrutiny resolve the grief of the families of the victims? Do you ignore the changes in mountainous geology and perfunctory about Professor Lin's reported rat damage? Can a light review be avoided?"

Director Zhou already fully understood that today, Councillor Zhang Ran would never give up if he did not overturn him from the position of director.

really.

"I am not saying that I avenge my daughter, it represents the family members of the victims, and the relatives of 2,000 citizens who were eaten by rats and could not even recognize the bones. I denounce all the parties who are unshirkable in these tragedies. We cannot tolerate your dereliction of duty, and we cannot tolerate your continued official position after you dereliction of duty! If you still have a little conscience in your heart, you should immediately resign and apologize to the families of the victims!"

Director Zhou could only resign helplessly. If he continued to fall in love with others, he would have to suffer such purgatory-like torture. With the momentum of Member Zhang Ran today, he would probably start the removal procedure and remove himself directly, which would be a big deal.

Three senior government officials have been kicked out of office, which is also expected. People are clamoring for the incompetence, dereliction of duty, and public opinion is in an uproar.

Member Zhang Ran was about to speak again, and everyone held their breath. However, this time Zhang Ran's tone had become gentle:

"Next, I would like to ask Professor Lin Yusen, the dean of the Institute of Animal Studies at Southeast University, to explain to me what is about to happen in the future."
