Chapter 906 The Battle of Salt Industry II

In the North China region occupied by Japanese invaders, salt rationing was accomplished in two aspects, unlike in central China. In addition to the salt merchants in various regions, there was also a traitor organization called the Xinminhui who caused trouble and poisoned the people.

On December 24, 2016, under the guidance of Seichi Kita, the head of the North China Front Army secret service, the New Civil Association, which was controlled by the Japanese army behind the scenes, was established.

This force is mainly composed of Chinese people in the occupied areas. Of course, from the president to the grassroots leaders, they are all traitors. They "hire" Japanese people as consultants and call them "people groups" to the outside world.

The pseudo-New Civil Affairs Association has established a central guidance department. As a handling agency for daily affairs, the president is the chairman of the pseudo-North China Government Affairs Committee. Each province has a guidance department, and usually a pseudo-high-ranking official serves as the minister. The provincial offices and county and city guidance departments are established below.

The pseudo-New Civil Association had a very large influence in the North China occupied by the Japanese and puppets. Even all walks of life, schools and groups have established grassroots organizations, which are simply omnipresent. Its characteristics are wide distribution and many members, integrating people's groups and administrative agencies.

Cooperatives refer to organizations established by the New Min Association during the fall, and the lowest-level units even reached the village level. This is an institution established by the Japanese army to facilitate control of rural resources, especially to seize rural food and food resources.

On December 24, 2019, the pseudo-North China Government Affairs Committee announced the "Interim Regulations of the North China Cooperation Association" and officially established the North China Cooperation Association. This was the beginning of the implementation of the rationing system in North China, and salt was one of them.

The reason why the so-called Xinmin Association Cooperative is to understand the salt distribution and supply system in North China in the Japanese and puppet areas. The Changlu Salt Field controlled by North China Salt Industry Co., Ltd. distributes salt to the salt merchant associations in various places.

However, under the rationing system, salt merchants only serve as a transit for salt and have certain sales rights in places like urban areas. In rural areas, the Xinminhui Cooperative must be borne by the Xinminhui Cooperative.

If ordinary people in counties and rural areas want to eat salt, they must first count by Chief A and then go to the county-level material countermeasure committee to obtain a salt purchase certificate, and then take this certificate to purchase it at the salt industry group. This requires the local police station to issue a certificate of population matching.

The salt industry sales group also needs to make an application form based on the population in the jurisdiction, including villages, households, age, etc., and go to the Material Countermeasures Committee to obtain a salt purchase license, and then go to the salt merchant to pay the money, get the salt purchase pass and road tickets, and only after the salt police check can you get the salt.

The last level is the inspection of the police and the gendarmerie. Of course, the police are under the command of the gendarmerie. How much salt can be bought and whether they can get? This is all up to the gendarmerie. If you buy a hundred kilograms, the gendarmerie will say you will be given one kilogram. Do you still dare to argue with the gendarmerie?

After talking so much, North China Salt Industry Co., Ltd. is the weakest among the relationship between these three. The military police force stuck in the two links behind them, and the chaebols could only stare at them. Even if there is salt, it would be money. If it is piled in the salt field, nothing is left!

"I think the method that General Yano said is the most practical operational idea. In fact, we all know the style of the imperial chaebols and their huge interest demands, which prompted them to risk offending the military and insist on refusing to give in. Anyway, the military headquarters cannot break up with the chaebols."

"I suggest that once the opinions on both sides are disagreeing and the negotiations are deadlocked, I suggest that North China send the military police headquarters to take decisive measures. The longer the delay is, the more variable things will appear." Chen Mingxiang said with a smile.

"In fact, whether the salt in Changlu Salt Field is provided to the central China region to alleviate the salt shortage we are currently facing is not the most important thing. The reason why we do this is because they did not understand the explicit requirements put forward by the Imperial Conference."

"Concentrating all resources to serve the jihad is a fundamental guiding principle. Any phenomenon that goes against this principle must be curbed and changed! The empire is now facing wars on both sides, with the Shancheng government on the one hand and the US military in the South Pacific. It is time for them to be together to overcome difficulties, and they cannot be allowed to hold back." Yan Ze Qingxuan said.

After a brief conversation, the two sides determined their respective tasks. The communication and coordination of the upper levels was the two consulates responsible for the movements of the chaebols, and the implementation of specific actions was carried out by the gendarmerie, and the sales and transportation of salt were naturally Chen Mingxiang's Haiyuan Salt Industry Company, and the division of labor was clear and each performed its own duties and shared the interests of the salt industry.

For these senior Japanese generals, this matter is really not a big deal. I have never seen a businessman compete with the army. Although the chaebol has a great influence, its behavior is not favored by the military department or the government.

"Mingxiang, I think it's very strange. These Japanese soldiers should protect the Japanese chaebols. Why are they helping you seize salt resources? Is Japan's **** to this extent? Can you do anything for the sake of profit?" Wang Zhen asked curiously.

This was a question she asked after the Japanese general left the Mara Villa and rushed to the airport, and it was something she had never figured out.

Raw salt is an important industrial raw material and daily supplies that Japan plunders. The relationship between North China and Central China is not very good. Why should we support Chen Mingxiang to purchase goods from Changlu Salt Field to distribute to Central China?

"For money? You're too simple to see these ****ers. If you really want to see money, that's easy. This is just one of the reasons behind it, not the main reason."

"When I first started to contact North China, I transported two or three thousand tons of salt from Changlu Salt Field every month. It was indeed a private transaction between a few Japanese generals and the military police and me, and the nature was relatively simple."

"No one doesn't like money or wealth, and the same is true for the Japanese devils. Using their position to gain benefits for themselves is also the norm in the military police system, but the scale is definitely not as large as it is now."

"It involves trading tens of thousands of tons of salt every month, accounting for one-tenth of the entire Changlu Salt Field. That is not simply for personal gain, but a game between the Japanese military and the chaebol."

"To put it more directly, the Japanese military should establish a war economic system and concentrate all resources to serve itself, and the chaebol also does not agree with this for its own interests."
