469. Dismantling the military camp

After He Changnian's rebellion, the emperor knew the disadvantages of military camps, so he decided to abolish the military camps, cancel the organization of the generals of the military farming field, and grant the fields to the soldiers who had been farming, turning them into households and people.

But he did not take action immediately because the time period was too sensitive. He just turned against He Changnian and wanted to deal with other military generals. What if these people were forced to rebel?

When the emperor was in Zuofengyi, he arranged for Fuminying farms, and Nanchengying farms were divided into several pieces at that time. Fuminying was divided into four large pieces, belonging to four military farm lieutenants, and Nanchengying had two military farm lieutenants.

When the emperor first entered Chang'an, he disbanded the Red Eyebrow Army camp. Some generals and soldiers were unwilling to return to the people, so the emperor temporarily set up six camps of military farms, which were respectively in Shanglinyuan and Gaoling. Later, when Yong'an returned to Chang'an from Chen Cang, his old soldiers left another camp in Youfufeng to farm, plus six camps of military farms. In addition to the border counties, there were thirteen camps in the Han Dynasty engaged in military farms, which were managed by seven generals and six commanders.

When the two camps of Shanglinyuan were destroyed, only eleven of the military farms were left. These eleven military farms were relatively large in scale, and some sporadic small camps could be ignored.

The military field camp is managed by the military field general and the military field chief lieutenant. The general has the final say. The degree of autonomy is very high. The military field camp is also responsible for the military general and the Nancheng general. The degree of autonomy is slightly worse. The military field camp supports itself and pays military rations to the court every year. After that, there is nothing else.

At the beginning, the military camp provided the emperor with military ration support, mainly the six battalions under the Fuminying Camp and Nancheng Camp. They were managed in a relatively formal manner and worked hard, which played a great role in the early days of the establishment of the Chang'an court. General Fumin and General Nancheng were also valued by the emperor. The six military land commanders were rewarded and were awarded the title of Guanneihou.

However, in the later period, the generals and the commander of the military farm were a little scammered and began to seek personal gain for themselves. The income from military farms was either handed over to the court or in the camp. There was no income for individuals, and the soldiers were not very enthusiastic. On the contrary, the refugees could keep 50% to 60% of the people, who had the enthusiasm for farming, and were relatively formal in management.

Because of the rebellion between He Changnian and Lu Yan, the emperor saw the hidden dangers of the military camp and wanted to use thunder to cancel the military camp. He was worried that these people would die and be sad. He remembered the fate of He Changnian and Lu Yan, so he took risks and raised an army to resist. After all, in fact, this was to destroy the golden rice bowls of the generals and the military camp commander.

These generals who started with rebellion cannot be judged by common sense. Ordinary court officials and hereditary marquis would think about the consequences before and after the event, but these people might be angry and say the opposite.

The emperor wanted to reduce costs and avoid unrest, so he took advantage of the opportunity when the generals and commanders of the Zhengdan Dynasty were all in Chang'an and ordered the withdrawal of military troops, and sent officials to collect the fields, and then directly granted the fields to the soldiers. The private part of the general's military farmland was turned into a civil servant of the imperial court.

The soldiers at the bottom must have supported this decree. They were wrong to join the general and the commander of the army. The brothers who transferred to the people a few years ago were all given land. Through hard work, they lived a small life with their wives and children, but they were exploited for a few more years. Although the farm camps were doing some old business and secretly doing some unsupported business, the main ones were from the general and the commander of the army. The rest of the generals at all levels also ate meat and drank soup. Ordinary soldiers probably couldn't even drink a few sips of the soup.

The heads of the military farm are definitely reluctant, and they are also beneficiaries of the military farm. The military farm officers and soldiers are armed, so this matter must be coordinated by the military, but birds cannot fly without a head. As long as the military farm generals and lieutenants are not present, this matter will be much easier. Their subordinates do not have that courage or energy.

When this matter is finished, it will be useless for the generals and lieutenants to go back. The team has dispersed and the soldiers have already lived their own lives.

For the generals and lieutenants of the military farm, this matter is a bolt from the blue. Why was the family demolished after spending the New Year in Chang'an? The emperor is not particular about doing this!

No matter what they think, what do the emperor pay attention to? He gave all the titles and was the best of the people who were delicious and delicious. The court was worthy of them. Now the court wants administrative orders and has to ask everyone for their consent?

Every military farm is a money tree for the general and the captain. They rely on this to fill their pockets and squeeze soldiers. They are all bullies and wealthy people. Who can agree? If there is another rebellion, it will be a mess for a while.

The generals and commanders left their territory, which was the dragon that was left with water. There was nothing to do, they could only make noise. They did not dare to make trouble with the emperor, so they had to go to the leaders such as Fan Chong and Xie Lu who were in Chang'an, saying that the emperor would destroy the bridges across the river and attack the Red Eyebrow.

They wanted the old leaders to help them stand up and let them go back to farm.

Unexpectedly, Fan Chong glared and scolded, "What kind of field is planting? I haven't seen you love farming so much before! Isn't it good to be in Chang'an? Your Majesty has not lost to you. It turns out that you are just a mud-legged man, and now you are a dignified marquis. What else do you want? So many brothers have settled down in Chang'an, and your Majesty has given them a house. Life is good, and everyone can do it, why can't you?"

When the general and the commander saw that the old leader did not support him, they immediately became angry and returned home with nowhere to vent.

General Langya tore the tickets to pieces and said angrily: "What a breaking game? What's the good thing about it! It's fine if the emperor bullies us. They were all brothers back then, why no one has come forward to speak for us now?"

He didn't expect that these marquises who were idle in Chang'an were drooling at the generals of the military farm. They had long been unbalanced in their hearts. They wanted them to part ways, so how could they speak for them?

Some even said some sarcastic words in person, "You have made a lot of money in the past few years. Our people in Chang'an can only rely on that fixed fief income. Compared with you, we are all poor!"

After all, the general of the military farm have made money over the years, and at least saved up a large business. If the emperor did a great job, they would not be able to escape from the anti-corruption campaign.

The former Taishan General Taoshan Hou Cui honestly advised General Langya, "Brother, it's not that I, Lao Cui, why are you making trouble? You have already earned enough money for the family business, so I secretly squinted. If your Majesty knows that you saved up such a big family business when you were farming, you wouldn't have to confiscate your home! Make a few years of good money, hurry up and stop and live a comfortable life in Chang'an. How great is this! My brothers have a good relationship. I, Lao Cui, advise you like this, I will not tell him ordinary people!"

General Langya did not believe in evil and insisted on being reasonable. He joined forces with General Beihai who was farming in Gaoling to bravely submit a memorial and appealed to the emperor. The central meaning was that we farmed the country and paid our income every year, and we made contributions to the country. Why did the military farming camp withdraw me if we said it? We would not do it. I have to go back to farm for the country!

The day after the book was written, someone came to find them. It was not a good thing. General Langya and General Beihai were imprisoned!

The emperor's will has been issued, and you are still quarreling here, publicly sing opposites, hindering the passage of national government orders. I really think that the emperor is a vegetarian and is used to you! First, count all the property and see how they farm for the country.

Not long after, two lists came from Youfufeng and Gaoling, which listed the property of General Langya and General Beihai. The number was shocking and the whole court was shocked.

Now let’s talk about where this money comes from? The imperial court has a lot of money to you, and there is only so much. How did you save such a big business? I can’t tell the source, that is what you are greedy and robbed. To this day, it is the crime of the source of huge amounts of property unknown.

As soon as the two generals fell, all the black materials were exposed. Local officials usually dared not care about some of the cases they did in the local area. Now that the wall is falling, everyone pushes them, and they pile them up. The generals of the two battalions were arrested in large numbers and interrogated one by one, but the result was as expected.

This military farm is simply a local cancer, a legal underworld, which seriously disrupts social security and has great public anger.

Fan Chong, Xie Lu and others who originally wanted to protect them were nothing, and they had to curse in their hearts that this kid was too dark. In a few years, he had made so much money, which was more rich than me, such as the marquis of ten thousand households!

These two generals are confused. You have achieved this and are not satisfied. They still have to continue to take greed. Finally, they make the emperor angry and kill you as a chicken.

The two generals were stripped of their titles, and in addition to the country's ban, their property was confiscated. General Langya was killed and General Beihai was deposed as a commoner.

So far, this is the only two deposed marquises in the Red Eyebrows, besides the rebellious Jiang Zhen, He Changnian and Lu Yan.

The generals of the military farm who had been calling for the sky, had already become honest. The cats were trembling at home, fearing that the next turn would be theirs, so how could they dare to clamor everywhere?

But the emperor did not do anything. Killing the chicken to warn the monkey is not to kill all the monkeys, but mainly to establish authority. They are all generals of the Red Eyebrows. They do things too well, which can easily lead to public opinion, make people think wrong and cause unnecessary political turmoil.

The military camp was abolished, and everyone in the local area was very happy. The generals and lieutenants returned to Chang'an and lived a life of a leisurely marquis. However, this time the emperor did not give him land and houses, so he would spend money to buy it himself. Anyway, they had money, so the emperor would be considered a matter of opening the door if he didn't cause trouble for them.

This incident belongs to the aftermath of the He Changnian Lu Yan's rebellion case. The consequences of these four generals made the Red Eyebrows' heroes and princes completely recognize the situation, and now they are all honest.

The abolition of military camps did not have much impact on the imperial court's grain income, because the military farms in the Han Dynasty are now mainly based on civil camps, which are spread across counties and are managed by local officials with government affairs experience, and refugees are recruited to distribute land and farm tools.

Farmers of military farming pay grain in spring and autumn, and the minor officials of military farming go to the fields in person to supervise the harvest and collect grain. This process is very formal and there are few disadvantages of military farming.

When the quarantine was lifted out, the princes in Beijing set out on their way home. After the first month of the year, the weather gradually warmed up. At this time, there were only two princes who had not returned home, one was Gengkuang, and the other was Minkan, the Marquis of Pingyi.

Gengkuang, the Hou of Guangning, didn't want to leave, so he stayed in Chang'an, cleaned up his land and prepared to wait for his family to move in.

When Min Kan, the Marquis of Pingyi, went to say goodbye to the emperor, the emperor said to him: "Minqing is located in a border county and the journey is long. I finally came to Chang'an once. I can't bear to part with you. Please stay for a few more days!"

The emperor kept him.

Min Kan was a little puzzled. Dou Rong in Hexi was not close to him, so why didn't the emperor keep him? The princes of Jiaozhou were much farther away than him. Why did the emperor let him go? Could it be that the emperor really liked him?
