Volume 11 Thunderbolt Scroll Chapter 88 Democracy Process

.

The public opinion storm did not subside, which aroused Xiao Xiaoyan's doubts. Zhao Gang didn't need much effort to calm the storm. He even needed to cooperate in public and gave some hints. The newspapers would obediently stop attacking the government and instead focus on the issues that His Majesty was concerned about. And a trend of public opinion like this seems to be under the control of Zhao Gang, but it is already a bit dangerous from a certain angle, and may break away from control and cause greater chaos.

"Your Majesty, should you keep those guys' mouths closed? I think the management of news and public opinion is too relaxed, giving those people the opportunity to make irresponsible statements. And it is difficult to hold these people accountable if they say something wrong. From a certain perspective, these people are born in a very superior position, so they should be restricted."

Zhao Gang nodded, put down the book in his hand, and said to Xiao Xiaoyan: "Defending the people is more important than defending against rivers. Do you know this? These public opinions represent public opinion. If they are all sealed, where can we listen to the voice of the people?" Seeing Xiao Xiaoyan's thoughtful look, Zhao Gang said a few more words to wake him up.

"You know my purpose is to build a great Chinese empire and let everyone live proudly as Chinese people in the sun. The key here is China's democratization process. It can be said without hesitation that China's democratization is the most critical issue that cannot be avoided in the past twenty years.

It is related to whether we can become the world's largest power in the middle of this century, whether we can make every Chinese person proud of being a Chinese in every corner of the world. It is also related to China's choice of development path for hundreds of years in the next few years. That is, whether China can break out of the vicious circle of dynasty cycles for five thousand years."

"Husband, you are always so arrogant. You are right that democratization is the most important and critical issue facing our country at this stage. But why not directly adopt the democratic methods of Europe and the United States? I always feel that our government is not doing well in some places, but in European and American countries, those are their strengths. As long as you absorb them, it will be of great benefit to our democratization." Xiao Xiaoyan's eyes shining brightly. When she walked to Zhao Gang and pinched her shoulders for him, Zhao Gang closed her eyes very comfortably and said with a smile:

"After the American independence and the French Revolution, especially after the end of World War I, the power source and function of the governments had reached the requirements of the Enlightenment thinkers in the 17th century. The source of power belongs to the people at least in form. The foundation of government governance is public opinion. The separation of power is effective and mutually restrictive. Although there are many unsatisfactory problems in specific events, such as the mutual restraint of the three powers, the government is not efficient, the government is slow to respond to emergencies, and the various political parties spend huge publicity expenses. The highest national leaders obtained by elections often do not have high ability to govern the country, have no long-term vision, short-term policy formulation, only attach importance to elections, and despise the fundamental interests of the country, etc.

However, this democratic system combined with a market economy and a legal society has become the most effective system for mankind to date. It can best exert the talents of everyone in the whole society, stimulate human creativity and promote human development. The United States is the most typical representative of this system. Although we have been suppressing the United States, the United States is still making continuous progress. There are many reasons for the failure of this war, but the main reason is the strength of the United States. After completely absorbing the Japanese nation, the American strength can already fight against us.

However, for China, China must be democratized. But it is not because Western developed countries use democracy and human rights to restrain China, but also passively accept the democratization requirements of Western developed countries. It is also forced to implement a democratic system, and it is not because individual separatist forces are trying to be independent under the banner of democracy and consciously.

China's democratization is because a democratic political system is the most effective means to resolve the contradictions between various social forces. It prevents conflicts from accumulating to the stage of violent conflicts. It can make all kinds of forces fully compete, thereby achieving social stability and development, and getting out of the dynasty cycle of China for three thousand years. Especially the grassroots democracy, namely villages, towns (towns). Democratization at the county level can directly and effectively alleviate the intensification of current social contradictions. Political equity of one person and one vote can make up for the social injustice brought by the market economy to a certain extent, so that the lower-class people in society can achieve their demands through votes within the system. It can effectively stop corruption and rent-seeking of power.

However, the multi-party or two-party system in Western countries is not applicable to China at least at the first level of the Chinese central government.

China is a multi-ethnic country. The issue of ethnic minority autonomy and motherland identity is an important issue that has been continuing to this day in the Ming Dynasty. This gives the independent factions in various ethnic autonomous regions of China a legal and independent imagination space and is more inclined to take action. Finally, it produces a domino effect, which separates the provinces from China. Losing these places will have a great impact on China's strategy.

If China loses the Indian provinces, it loses control of the Indian Ocean. If China loses the provinces in the South China Sea, it loses direct control of the South China Sea. If it loses the Australian provinces, it will not only lose.

The control of the Pacific has even lost a treasure house of minerals with huge reserves.

In this way, if the country is not, China will be unable to continue to expand. Only China that strives to become a prosperous country and the most powerful force to control the world, otherwise it can only be a second-rate nation on the earth. Always follow others.

Therefore, Western democracy is not suitable for China.

The Western democratic system itself has a causal relationship with the concept of nation-state. After the capitalist industrial revolution, it required commodities to break through the scope of feudal lords and circulate freely within the entire nation, and it also required the protection of private property in its own country and the guarantee of capital, commodities and services circulation throughout the country. Therefore, in the mid-19th century, European countries were unified to form a unified nation-state. Guaranteeing human rights and democracy was a method to effectively ensure that state power develops in the direction of promoting the free flow of capital commodities without deviating.

In other words, the social form of Western countries is closely related to the geography, climate, history, religion, cultural heritage, race, etc. of their countries. China is very different from the characteristics of Europe in any aspect. China has already sprouted capitalism since the Song Dynasty, but to this day, there has not been a real bourgeois revolution, let alone a proletarian revolution. The Chinese bourgeoisie has lived, developed, grew and died with government power for thousands of years. Therefore, China can still only embark on its own path of democratization. The overall Western-style democratization process can only bring about indigestion reactions. Of course, we must learn from the paths that the West has taken to find what is suitable for us and what we cannot digest."

Zhao Gang said a lot of words with a dry mouth. Turning his head to look over, Xiao Xiaoyan was already asleep, smiled slightly, hugged her gently, and put it on the bed. He called himself to ask about the exchange of prisoners of war. In the failure on the American continent, the number of captured Chinese Expeditionary Forces reached more than 60,000, which gave the Americans finally the opportunity to propose a plan to exchange prisoners of war.

Unlike others, Zhao Gang did not feel that the original time and space discrimination against the captured people. He used only the tragic fate of the volunteer prisoners of war in the Cultural Revolution to madly demonize his own country. The Cultural Revolution was an unprecedented era in Chinese history. Even if it was Qin Shihuang's burning of books and burying scholars, the literary inquisitions of the Qing Dynasty could not be compared with it. How many old revolutionaries in the Cultural Revolution, the old Red Army would be punished and killed if they said they were killed, let alone these returning prisoners of war!! This has no universal guiding significance at all. From 1840:=|A man became prisoners of war of the great powers. Who among them was persecuted because they were prisoners of war?

Many people say that Americans regard prisoners of war as heroes, a joke! In the original time and space, 15,000 US troops became prisoners of war, and only half of them can receive war subsidies, and they are discriminated against in employment, life, and social security!! Americans will never regard prisoners as heroes! It’s just that they don’t persecute.

However, now, since China has much more advanced strength than before, there are many bargaining chips in its hands, which is enough to negotiate with the Americans. Not to mention the other captive personnel of the US Pacific Fleet, there are 100,000 people, and there are nearly one million American Army soldiers. Now these people are working hard to raise the Chinese government for work, so naturally they don’t need wages, which is equivalent to free volunteering!

The Americans' conditions are very simple, which is to exchange prisoners of war, and exchange Chinese prisoners of war and American prisoners of war, and then they will clear the two sides. The Americans will neither take advantage of the Chinese nor suffer losses.

After hearing the American conditions, Zhao Gang was so angry that he agreed that the Americans regarded himself as 250. The United States has at least one million captured prisoners, while China has only 60,000 captured prisoners, and sixteen will be replaced by another. If such a thing is done, people will be regarded as idiots!

Zhao Gang immediately issued an instruction, "Same level, same military rank, and one-on-one exchange with the same military branch!"

Soon, the Americans made concessions: "Given that the combat effectiveness of your soldiers is ten times that of me, I hope that the exchange will also be carried out according to the exchange ratio of 10 to 1!"

The two sides began a long negotiation. Finally, the Americans reduced the price to 4-1, and refused to decline again. In the end, the more than 60,000 Chinese prisoners exchanged 25 American prisoners. When all the six captured soldiers returned to China, it was already November 1917. In the previous Battle of Herbert Bay, four German battleships sank and injured two, and had completely lost control of the sea. Several American Montana-class performed poorly, two seriously injured, and the rest were all sunk. The poor sea conditions of the North Atlantic made the Montana-class unacceptable. The British avant-garde-class performed well and played an important role in the naval battle! A considerable number of the American prisoners of war exchanged were naval, or the kind of navy with great combat experience. To a certain extent, Zhao Gang did not mind setting some suffering for the German allies.
