Section 10: Behind the First Military Port in the East
Although Lushun Port was built, there were still several major problems that were not solved according to the description in the volume. Zhao Gang knew it himself, so he asked Hou Buti Cheng Wang Renbao to come in to discuss his job. After a short time, Wang Renbao came.
Zhao Gang looked up and down. Wang Renbao's hands and feet were thick, and he walked a little like a duck. His fingernails were very thick, and he was soaked white because of his years of contact with water. Zhao Gang has always respected people who do practical things:
"Mr. Wang, I'm a newcomer. I want to ask what's wrong with Lushun Port now? I'm a straight-minded person. If you have something to say, you don't have to be polite."
Wang Renbao bowed: "Mr. Zhao, that's the humble position."
"There are three major problems in Lushun now"
"One, the dam blocking the tide is not solid, and it often falls into hibernation and leaks. In October of the ninth year of Guangxu, the dam fell into hibernation, and tens of tons of water almost filled the dock. Although all the crises have been dealt with properly, they have all turned into danger. However, for a long-term plan, it is necessary to build a stone and prepare a dam in the east to ensure that it has nowhere."
"Two, due to the Sino-French War, coastal defense was urgent. In order to strengthen Lushun's defense, the dock was urgent and the dock was torn and the construction of the dock was dragged again and again, with the old and new soil mixed with the foundation not solid."
"Three, except for the loess at the north side of the north, the other parts of the eastern and southern parts of the boat are almost all black and sparse silt. Although they are picked into a large slope of six collections, soft mud often collapses. The tidal inlet of the Lushun East Ao is originally in the area of the sea tidal infusion, oyster shells are thin and silt, and the layers are accumulated. The original loess is only one or two. Whenever rainy, the sparse silt in the house is increasing. Although the loess is three feet long, it is hard to resist the force of dozens of feet. Therefore, the bank has been built, and it is often unloaded as the collapsed soil is collapsed, and the stonework is damaged, and it is exhausted every day and is damaged. This problem is the most serious."
"In the 16th year (1890), the diary of October 8 of that year said: Lushun and the dock were built. The summer and autumn of Bingxu (12th year of Guangxu) were jointly organized by the legal person Deweini, totaling 120 to 300,000 gold. After the fourth year, the materials were still solid, but the machine room was adjacent to the ship and the west gate of the brick and stone. Water penetrated into the cracks of the brick and stone, and it still needed to find a way. At the same time, its scale was huge and spacious, and it was the best of China's dock.
On April 23, the 18th year of Guangxu (1892), it was recorded that the Lushun dock was suddenly damaged and the water was suddenly opened. It was ineffective to absorb it with a large water absorber. The foundation built by the virtues and the Ximen who were added by the legal persons had been wasted. A soldier also surfaced on the current."
Wang Renbao said in an orderly manner, with all the priorities and priorities, but the questions raised were also very sharp. The old dock was just a stalemate, with a soft foundation, loose soil around it, and a narrow area. Many inherent problems have made China's largest dock lose its vitality. It seems that only a thorough overhaul or even reconstruction can make it reborn.
After Zhao Gang's brief estimate, the cost of overhaul of the Port of Lushun will not be less than half of the cost of building a port. As for the funding used for building a port of Lushun, the estimates from China and foreign countries are quite different, and there is no conclusion yet. Some people estimate 16 million taels; some people estimate 10 million taels. In a historical post, it said that Lushun Port costs billions of millions, no matter tens of millions or hundreds of millions, Zhao Gang cannot afford this amount.
Zhao Gang asked in a lucky mentality: "I heard that the funds used to build a port in Lushun were 16 million taels, and I don't know if this number is accurate."
"One thousand six million taels!!!" Wang Renbao was shocked
"This number is far from the actual number. The number is about 25,000 taels in the office of Bi Erfa, and the predecessor Huang Ruilan was about 75,000 taels; Yuan Baoling was about 25,150 taels in the office. In addition, Beiyang directly purchased machinery, cannons and other items; at most it is estimated that it is less than 1 million taels, and the total is only more than 3 million taels. How can there be a huge amount of 16 million taels!"
"In terms of coastal defense funds, although there are nominal 4 million taels, in fact, the annual income is only hundreds of thousands. The construction of ports in Lushun is full of labor costs, and it is often difficult to find it. Bowling is well aware of the difficulties and dare not ask for more. Whenever the payment is used, it is necessary to add more bottles, and it is stipulated that subordinates, regardless of the amount of money, must be registered with the case and reimbursed within a time limit, and must not be left for some reason. In total, only ICBC costs more than 300,000 taels of ICBC in ten years, which is actually a number that cannot be saved."
Zhao Gang was overjoyed when he heard this and asked again:
"Mr. Wang, I will expand the dock within half a year so that it can accommodate 20,000 tons of giant ships to berth and repair. The materials, manpower, material resources and financial resources are required. Please write me a note."
Wang Renbao looked at Zhao Gang in disbelief.
"Does sir, do you want to?"
"Yes, this matter is confidential. Lord Yuan recommends you to me, otherwise I won't tell you. Please don't leak it."
Wang Renbao responded, and the man seemed to have not woken up yet, and was a little stunned. When Zhao Gang saw him, he knew that he was a little overjoyed, so he interrupted:
"Mr. Wang, I wonder how many docks there are in my Qing Dynasty besides the Lushun Dock?"
Wang Renbao opened his mouth to this question:
"Fuzhou shipyard was originally a mud dock, belonging to the Fuzhou shipyard. It is located in Zhongqi at the foot of Mawei Mountain. It was built in the sixth year of Tongzhi (1876). There is a 450-meter-long trough around the land, including a ship trough, which is made of hemlock as beams and pillars. It rotates the ship with a machine and lands for bottom investigation and repair. However, the trough body can only weigh about 1,500 tons, and it is still possible to repair a ship with a 150 horsepower, and it is not appropriate to be a little heavy."
The Shanghai ship dock, also a mud dock, originally belonged to the Jiangnan Manufacturing Bureau, later known as the Jiangnan Dock, was located near the Gaochang Temple in Shanghai. It was restored in the sixth year of Tongzhi (1867). It was about 325 feet long and was mainly used to repair wooden shell ships made by the Jiangnan Manufacturing Bureau. It cannot be used to repair iron armored warships.
Guangzhou Shipyard, Guangzhou originally had a mud dock, which could build small patrol ships. In the second year of Guangxu (1876), local authorities purchased a Rockat Whampoa from the British, which was divided into two areas, including inner and outer areas, with an inner area of 272 feet long, 66 feet wide and twenty feet deep; the outer area was 363 feet long, 72 feet wide and twenty feet deep. The part could be two docks, and it would still be one dock, with a capacity of 8,500 tons, and a ship of 5,000 tons could be built. However, when it was purchased, it was stipulated that the construction of ships should be completed until the 26th year of Guangxu, and it would not be used even if it was too far from the Beiyang.
Although there are three docks in the south of the Dagu Muwu, there is no one in the Beiyang dock. It was not until the first month of the sixth year of Guangxu (1881) that a dock was built in Beiyang, which was the Dagu Muwu. The dock is located in the northeast of the Sea God Temple in Dagukou, with an area of 320 feet long, 92 feet wide and 20 feet deep. There is also a Xiwu in the northwest of the Sea God Temple, and there are also Yibing and Ding Sanwu in the west. The area of the three docks is slightly smaller than that of the Zhudong docks, which is 35 feet long, 80 feet wide and 17 feet deep; Bing docks are 300 feet long, 83 feet wide and 16 feet deep; Ding docks are 300 feet long, 83 feet wide and 14 feet deep. In addition, there are several docks for ships to avoid freezing. The materials of this dock project are all Decuillin (G, a native of the Customs Taxation Department of Tianjin.
