Volume 9, Prosperity Volume, Chapter 27, Integrity Storm
.
In the 20th century, what Chinese civil servants and staff fear most was not the fierceness of natural disasters and man-made disasters, but the "Integrity Office invites you to have tea". The Integrity Office is a famous special law enforcement unit in the world and an organization to prevent corruption. The Integrity Office makes people dare not be greedy, not be greedy, and not want to be greedy!
Before the establishment of the Independent Commission Against Corruption, China's corruption was already very serious, and the people had no choice but to accept it as a part of their lives. Fighting corruption was considered impossible to complete. There is a theory that corruption can reduce the difficulty of transactions and create an efficient economic model to sway the flag and shout for corruption. However, they may not have seen that corruption directly infringes on the interests of the country, and the state is synonymous with the people in a sense.
In the late 19th century and early 20th century, China's victory in the war and the huge benefits of war brought by the war resulted in a sharp increase in the scale of the economy. National supervisors were ineffective in supervision and corruption was prevalent. Before firefighters put out fires, they had to charge "throat opening fees". Even if the fire brigade was not careful when putting out fires, it depends on the amount of property they received.
When an ambulance takes the patient to the hospital, he has to ask the patient for "tea money". Only when the patient rewards the hospital nurses, he can get boiled water and a potty. If he applies for housing, opening a shop, enrollment and various public services, he must carry a red envelope to pass five barriers and kill six generals. There are gangster cars with special signs on the street, which is a sign that the owner bribed the Ministry of Transport. If the law is violated, the police will turn a blind eye when they see the sign.
At that time, China had a bad reputation in the international community, even lower than that of the United States, which was recognized as a corrupt country at that time. These evaluations seriously affected the investment environment in foreign places. Not only did the society have individual corruption behaviors of civil servants, but some civil servants even formed corruption groups. There were also corruption behaviors of public institutions and private institutions. It has become a trend.
On March 15, 1904, Liang Shiyi was reviewing the new fiscal budget at the Ministry of Finance. This is a new idea for Zhao Gang. All state organs must submit fiscal budgets before three copies. This method was issued and many people immediately resisted it. "China's national conditions are not suitable for this system!" "It is too difficult to implement!" Liang Shiyi just reported the problem simply and did not express her opinion.
As a result, Zhao Gang talked directly to Yung Wing. As the emperor, although he did not have the right to directly command the Prime Minister of the Cabinet, he had the right to convince the Prime Minister of the Cabinet. Zhao Gang really had a solution. Soon, "China's national conditions are not suitable for this system" were sent to the Middle East, where there was a lack of fresh water and the customs and customs were different from China. He should be able to adapt to this (budget) system. "It was too difficult" and was sent to a kindergarten as the principal to prevent symptoms such as brain fatigue.
Liang Shiyi felt that Zhao Gang's intention to do this was very obvious. Those who dared to block the road would kick him away. Thinking of the emperor's iron-blooded methods, Liang Shiyi felt a little regretful. Maybe she shouldn't test Zhao Gang. This person would be thunderous when he lost his temper. Don't give yourself a little more bitterness.
Someone knocked on the door outside, Liang Shiyi stopped her pen gently, put it on the desk, and said, "Please come in."
The door opened, and a person from the ICAC walked in, "Minister Liang Shiyi, please come to our headquarters for tea!"
Liang Shiyi's expression remained unchanged. It seemed that she had not heard the person coming. After a while, Liang Shiyi suddenly burst into laughter. She laughed for a long time before stopping. Her face was covered with tears. Liang Shiyi said:
"Sorry, I have something to sort out."
After saying that, Liang Shiyi turned around and went to the bathroom. The Independent Commission Against Corruption did not stop Liang Shiyi's behavior. Afterwards, the official was punished extremely severely and added one to the execution regulations. Two people must perform the tasks together, and the person subject to execution shall not be two meters away from the executioner.
This error is serious. Five minutes later, when the Independent Commission Against Corruption felt something was wrong. When he opened the bathroom door, he saw that Liang Shiyi had already been poisoned and died. This case is the most famous traffic case.
After Liang Shiyi committed suicide, Zhao Gang originally wanted to take over Liang Shiyi's affairs. Since Liang Shiyi was willing to sacrifice his innocence, he naturally didn't have to deal with other matters. However, with the in-depth investigation of the case, Liang Shiyi's case began to gradually become serious.
The clues became more and Zhao Gang believed that Liang Shiyi's corruption income might be used to weave a network. Zhao Gang didn't know how big the network was. Whenever a new clue was found, Zhao Gang thought that this was the whole of the underground network, but soon he would find that it was just a corner of the underground network.
In this continuous in-depth investigation, Zhao Gang was initially overwhelmed by the vitality of the ICAC. Zhao Gang could already feel the increasing pressure. As the actual ruler of China, the pressure was so great. It is conceivable how much pressure the ICAC was. However, under such a great pressure, the ICAC could still obtain evidence quickly and constantly tear the underground network apart. How determined and courage does it take!
As far as Zhao Gang knows, after the traffic case of Liang Shi, the mortality rate of the ICAC began to rise continuously. On several occasions, the police station was only half a street away from the ICAC, but the rioters could unscrupulously shoot and kill the ICAC personnel in half an hour, and they also arrogantly called the police.
“Come here to wash the floor!”
Although Zhao Gang later ordered all the police officers of this police station to be shot, this would not solve the security problem of the ICAC. Although the criminals dared not engage in assassination in the ICAC, they would be killed by the gangsters when there was no one to protect the people of the ICAC. Until now, Zhao Gang had to appoint the Royal Guard to protect the ICAC staff and began to crack down on gangsters in a concentrated manner.
After this period of hard work, all the problems of Liang Shi's transportation department finally surfaced. Minister Liang Shi's Finance made timely adjustments to the fifth roads of Jinghan, Huning, Zhengtai, Bianluo and Daoqing, and arranged party members everywhere to cultivate his own power to form the transportation department, and quickly grew stronger in the process of expanding the railway industry. His important figures include Zhou Ziqi, Ye Gongchuo, Wang Youling, Zhu Qi, etc. In five years, a total of 1.35 billion yuan was unknown. This accounted for almost 20% of the total road construction fund. How could Zhao Gang not be frightened?
Finally, under the strong pressure of Zhao Gang, all senior officials in the transportation department were dismissed.
Some staff members, the entire Ministry of Transport, have cleaned up, and the country and Western society have also begun to report this case. They believe that this is a tip of China's corruption iceberg. The British Taxpao also has such a voice: "Only in a fair UK, is the best place to invest. People from all over the country are welcome to invest and enjoy slightly lower treatment than those of the people."
However, for the people, such a big case gives them information that China will never tolerate corruption. The era of corruption will pass! The work of the Independent Commission Against Corruption has been fully supported by the people. Since its establishment, the Independent Commission Against Corruption has been implemented as a three-pronged approach. These three aspects include law enforcement, prevention and education. All three links complement each other and are indispensable.
Before the transportation case, the people did not believe in the ICAC. When the personnel of the ICAC collected evidence, they often could not see people, and even if someone knew something, they would not dare to say it out. After that, the ICAC determined its status and became the most popular department among the people, and on the contrary, it became the department that civil servants fear the most.
In the early days of the establishment of the Independent Commission Against Corruption, anonymous reports accounted for 60%-70% of the whistleblowers. Among the whistleblowers, 75% of the people reported with names accounted for and were willing to cooperate with the investigation. For these whistleblowers, the Independent Commission Against Corruption will strictly keep secrets and do not have to worry about leaking any information. In addition, the Independent Commission Against Corruption established a 24-hour complaint mechanism to encourage the public to report.
The China Independent Commission Against Corruption is divided into the Implementation Department, which has tens of thousands of staff members and most of them work in the Implementation Department. The Implementation Department is responsible for accepting reports from citizens, researching and investigating crimes of corruption; the Implementation Department has more than 5,000 people, and is responsible for studying how to reduce corruption in various government departments and public institutions; the Social Relations Department also has about 10,000 staff members, who are responsible for teaching Chinese citizens to understand the harm of corruption and encourage citizens to actively support anti-corruption work.
According to the Basic Law of the Chinese Administrative Region, the ICAC has full authority to handle all anti-corruption work independently for the Chinese administrative regions. The ICAC is composed of three departments, namely the ICAC, the ICAC, the ICAC, and the Community Relations Department. The work of these three departments is investigation, prevention and education, and a three-pronged approach to combat corruption.
The "Execution Office" is the investigation department of the ICAC, which is responsible for accepting, reviewing and investigating allegations of corruption. Its information mainly comes from reports made by citizens to the ICAC. When the ICAC receives the report, it will classify the information and immediately file an investigation.
The "Corruption Prevention Department" is the second largest department, and its work nature is similar to the work of the Anti-Corruption Bribery Bureau, the Office of Official Crime Prevention Department and the Research Office of our Procuratorate.
The "Community Relations Department" is also a very important department. Its strategy is to go deep into the community and promote people from all walks of life to take measures to prevent corruption. The propaganda and education methods it uses are face-to-face contact with citizens, and to use the means of mass media and printing media to widely promote information on corruption and promote integrity, and increase the transparency of the ICAC's work.
In addition to this well-trained professional investigative team, the ICAC also has financial experts, accountants, lawyers, management consultants, public education professionals and other experts in various fields to solve various obstacles set by corruption.
Regarding the scope of reporting, the ICAC called zero tolerance. Whether it is big corruption or small corruption, RMB 10, or even RMB 1, it is just that the investigation is different. After receiving the reporting call, the ICAC has a quick response team, which is always on standby to attack."
There is a small case: a postman delivers a letter to a family. The servant opened the door. The postman said congratulations on making money. The servant gave him 2 yuan. As a result, the owner reported the postman to the Integrity Office for bribery. In the end, when the court tried, the judge asked the servant if he was a postman or an ordinary person, and he told you that congratulations on making money, would you give money? When the servant said that he might not give it, the court finally ruled that the postman solicited bribes were established.
Subsequently, the postman was dismissed, lost all his pension and social insurance, became a homeless man, and eventually died miserably on the streets. Sometimes, it is not because of the rise in people's moral standards that lead to good behavior. Only by inadequate supervision can an orderly society be established.
This small case was later carved onto the wall to warn civil servants that since they are civil servants and the people give their salaries, they have no right to take anything from the people and prevent corruption and bribery from beginning in small cases.
In China, the government attaches great importance to anti-corruption education for citizens. The ICAC will use radio stations, posters and other media to promote it, and will also hold some activities to encourage the public to report corrupt officials.
In addition, the ICAC has specially produced some cartoons for children to show them so that children can gradually understand the significance of anti-corruption. During college, every college student has to attend lectures at the ICAC to avoid making mistakes after getting on the job.
A high school student was once prosecuted by the Integrity Office for making false transcripts. This reflects that the Integrity Office not only solves problems from the existing corruption, but also supervises and manages integrity from the moment they enter society, thus warning that society must never violate the law.
In China, the Independent Commission Against Corruption Commissioner of the Independent Commission Against Corruption is only responsible to the Supreme Chief Executive, and the Independent Commission Against Corruption also has special rights such as resisting arrest, right to withhold, and right to inquire information.
Although the ICAC has extensive investigation power, it also has a complete supervision and check and balance mechanism to prevent the proliferation of power. The ICAC is directly responsible to the Chief Executive and must report its work at the Executive Meeting regularly. At the same time, the Chinese Legislative Council also has the right to ask the ICAC Commissioner to explain relevant policies and funding issues.
By the eve of World War II in 1920, Jingjing was a highly developed legal society, and there was almost no gray area where those who attempted to seek personal gain could succeed. All this was inseparable from the Independent Commission Against Corruption, which was independent of the government and its powerful anti-corruption efforts.
The development of the China Independent Commission Against Corruption can be used to describe its development process in several words, from "reaffirming the official agenda" to "going to success" to finally achieve the glory of "making great contributions". And China has also become stronger through continuous progress.
