Chapter 43: Changing with each passing day

In the Caesar Shipyard, a strange-looking ship was slowly sinking, and it disappeared under the water in a short while. Did the accident happen? No!

This is the latest weapon of the German Navy - a submarine. This U-3 submarine is the latest model that has just been successfully built and completed all tests. Such naval newcomers were originally secretly announced by all countries, but under the premise of Sino-German cooperation, under the instruction of William II and Tirpitz, they also opened up for visits to Chinese delegations.

"God of General, after diving, his power source relies entirely on electric motors and batteries. Due to limited power, his speed is not as fast as when sailing on the water surface, but the noise is also reduced, it is relatively quiet, and there is no smoke usually emitted by surface ships, and its concealment is very high."

After listening to the introduction of Navy Colonel Hannagan, Sa Zhenbing nodded slightly, but his eyes never left the periscope. The dynamics of the waterline were clearly visible in the mirror, which was amazing.

The former military training department mentioned that Yao Xiguang, the current naval equipment director, whispered to Sa Zhenbing: "I thought the evolution of surface ships had been extremely pure, but the most powerful people would always win. Now I think that if I get this weapon and approach it quietly under the water, a small boat of hundreds of tons would not be able to sink a large ship of tens of thousands of tons. Its sharpness and concealment level are even better than a torpedo speedboat."

Sa Zhenbing praised this.

Hannagan did not understand Chinese and could not understand the other party's conversation. He introduced himself: "Because the battery capacity is small and the submarine time is not long. In addition to being able to submerge urgently during combat, the submarine still needs to travel on the water surface and charge the battery for most of the time. German engineers are trying to improve it."

"The submarine has a small tonnage, poor endurance and slow speed. We believe that this weapon is quite ideal for offshore defense. However, once it leaves the coastline or takes active attack, its effectiveness will be greatly reduced." Although Germany has made breakthrough progress in submarine development, the fleet represented by Tirpitz is still focusing on large surface ships at this time, and has not paid enough attention to submarines such as small land, slow speed and near-range weapons. The reason why they openly let the Chinese visit is that they also have a kind of arrogance.

But this is enough. After understanding the various performances in detail, the Chinese delegation's understanding of the new weapon of the submarine is a shock from head to toe to the entire naval strategy. Sa Zhenbing smiled and said, "The navy of a despicable country is different from your navy. It is dedicated to defense as its purpose, and has never thought that it will not have cross-sea attacks."

"So that's it." Hannagan shrugged and smiled after learning about this from the translator, "This is a good strategy. Please note, your Excellency General, let's take a combat demonstration right away."

In the exercise area, a target ship in the distance had entered the periscope's field of vision. The captain skillfully obtained the distance and direction, and passed the observation data to the torpedo room. After a command, U-3 opened the torpedo tube, and everyone felt that the hull was slightly shocked. A round of volleys had been fired. Sa Zhenbing saw it clearly in the periscope. Two torpedoes rushed to the target 1,200, and soon saw the thunder head hit the target. Although the training bomb would not explode, if a large ship was hit by these two rounds, it would be severely damaged even if it was not sunk.

Yao Xiguang and others witnessed it with their own eyes and praised it: "This is a wonderful thing. If we have offshore defense, we have hundreds of submarines, which can suppress more than a dozen large ships on the enemy's surface."

Sa Zhenbing was thinking. He was thinking that although the other party said that the submarine could only be used for offshore defense, if it was larger, its tonnage and power would not be unable to be used for cross-ocean attacks in the future. Taking a step back, even if it could not reach a large attack range such as cruisers and battleships, it would be of great benefit to small seas like the East China Sea. The 1894-1895 I was so impressed by him that she wanted to avenge her revenge all the time. The function of the submarine naturally lit up her eyes - this is a new way. As long as it is operated properly, a submarine worth hundreds of tons may not be able to sink a large ship worth tens of thousands of tons. For a weak country like China, it may not be able to afford a large warship of tens of thousands of tons, but a submarine worth hundreds of tons should be affordable.

After returning to the collapsed ground, Yao Xiguang first saluted respectfully to the east, then turned his head and said, "Master, you are carrying the emperor's wise wisdom!"

It turned out that before the inspection team was launched, a group of members of the local area headed by Yao Xiguang formulated the naval development outline and proposed two year-on-year methods, namely "Appointment of 50 million taels of naval funding as a ten-year plan post" and "Appointment of 120 million taels of naval funding as a twelve-year plan post". However, after these two posts were submitted, Lin Guangyu

I only said that I would discuss it after going abroad for an eye-opening study.

At that time, he complained, thinking that the emperor verbally said that he valued the navy, but actually ignored the development of the navy. Now it seems that he has a lot of intentions - at least the submarine is not on the original plan, and some time ago, he visited the latest battleship built by Germany in imitating the British Fearless Class. After the battlecruiser, he felt that the navy's military was dazzling and changing with each passing day.

Sa Zhenbing laughed: "When will the emperor never be wise? But you have always been confined to a corner of your vision and mind. It's time to open your eyes and see the world."

The plan formulated by Yao Xiguang and others is based on the Sino-Japanese War of 1894-1895 and the latest revised land model based on the experience and lessons of Japan and Russia's naval warfare. Although it is reasonable and well-founded, it is not enough to track the latest technology. Once the plan is approved, the Chinese navy will immediately lag behind the level of the times after the reconstruction. If the country has something to do, the coastal defense will still be unimaginable. After hearing Sa Zhenbing's criticism, Yao Xiguang felt a fever on his face.

"My dear master, I really have lost my worries about my humble position."

"Naval construction is crucial and cannot be careless. You think the emperor ignores the navy, but in fact, the two posts have been read less than ten times. Before leaving, the emperor repeatedly told me that when I go to Germany, I must learn real skills and must not learn some superficial things like the five ministers who went abroad." Sa Zhenbing said the truth, "Now the major shipyards have been visited, and all kinds of new ships have also seen it. It is time to draw up the latest plan."

"Please rest assured, I will definitely come up with the most effective plan post and inspection report as soon as possible. But..." Yao Xiguang raised his head, "China and Germany are thousands of miles apart. After the plan is drafted, it will take a long time to post the full text."

"Don't worry, the emperor has granted me full authority and compiled it according to the 10-year plan of 6,000 taels. As long as the naval members discuss and pass it, they can sign relevant agreements with Germany without reporting separately. Other situations are not allowed to be reported in detail after returning to China."

The battle is very fast, Yao Xiguang and others fought for several nights and finally completed the latest revised draft of the "Ten-Year Plan for Coastal Defense Construction" 1909~1918:

1. Naval construction is divided into two phases, with the first phase from the first year of the Restoration to the fifth year of the Restoration and the second phase from the sixth year of the Restoration to the tenth year of the Restoration;

Second, Phase 5, purchase 4 second-class armored cruisers (more than 4,500 tons) and 4 first-class torpedo boats (more than 150 tons) and 4 submarines; Second Phase 5, purchase 4 first-class armored cruisers (more than 7,000 tons) and 4 second-class armored cruisers, first-class torpedo: |, 8 submarines;

Third, the first phase was established for the Naval Non-commissioned Officer Academy, Naval Wheel Academy, Naval Research Institute, and Naval Engineering Science Hall; the second phase was established for the Naval University Hall, Naval Academy, Naval Mine Science Barracks, Naval Mine Science Barracks, Naval Wheel Exercise Office, Naval Mine Exercise Office, etc., to absorb old departments of naval academies from all over the country, such as Fujian Naval Administration, Jiangnan Naval Academy, Yantai Naval Academy, etc., to build a naval talent training base, requiring at least 1,200 naval soldiers to be trained annually, and at the same time. =) to send overseas students to overseas.

4. Focus on the construction of two military ports in Huludao and Zhoushan Islands, including warship docking wharfs, supply bases, coastal defense fortresses and other facilities, to repair and rectify the Gaochang Temple base in Shanghai, and require that it be completed in phases in the first and second phases. In the future, Huludao and Zhoushan Islands will be used as the permanent base of the naval base and Gaochang Temple as an affiliated base to build shore defense fortifications and coastal defense fortresses. The permanent base must have 12 medium-caliber artillery more than 10 inches and more than 245 inches;

5. Focus on the construction of docks and machine purchases for the Beiyang Shipyard, Dagu Shipyard, Mawei Shipyard and Huludao Naval Base Beiyang Shipyard to realize self-repair and maintenance of warships. It is planned to repair large-tonnage ships with Beiyang and Jiangnan plants, and build small-tonnage ancillary ships such as shallow water gunboats, torpedo boats, etc., and to use Dagu Shipyard and Mawei Shipyard to repair small-tonnage ships;

6. Relying on the existing munition base, establish torpedo and mine production bases to realize the localization of torpedoes, mines, and naval artillery shells;

7. Organize the first Marine Corps, battalion-level organization, and is usually stationed in Huludao; train the third base garrison troops, regiment-level, responsible for the protection of various bases and serve as the Marine Corps reserve source;
