Chapter 15 The Revolution in Military Affairs

The Wuchang incident shocked the world.

Although the revolutionary party failed, it still gave the power to the ruling party a thunderous blow.

That night, the entire Wuchang City was in a state of war. The new army, police, patrol battalions, academic soldiers and even fire brigades fought against each other. The situation was extremely tragic. Even different branches of the same army met each other and told the tragedy of fighting in the same house. That night, the remaining private houses in Wuchang City were destroyed in the war, and hundreds of civilians were innocently injured and killed due to stray bullets and artillery shells on both sides.

In bureaucratic yamen and other places, most of the yamen were easily seized by the revolutionary party, and the damage suffered was not serious. Only the eighth town headquarters and the governor's yamen experienced a tug-of-war, and the tug-of-war caused many buildings in the above two places to be destroyed by war. After the black smoke dissipated, there was rubble at the scene.

The entire incident involved about 17,000 military forces. The soldiers of the Eighth Town and the Second Association were divided into different camps, with more than 40% of the casualties and countless guns and bullets consuming. After the two groups of the Imperial Guards who arrived formed a situation of internal and external cooperation with the Imperial Guards at the garrison, the situation turned into safety.

Despite this, under the premise that the overall situation has been decided, small conflicts in various places are still inevitable. In addition, there is a process of pursuing and escaping scattered soldiers and wandering soldiers during this period. The time and energy spent is even longer. The equity of Hanyeping Company in Hubei was originally obtained by the royal repurchase, but for a sum of money, half of the 500 taels would be spent.

This process took several months to go on, and finally the revolutionary party was cleaned up. The Hubei New Army also went through a process of cleaning and rebuilding. At least in terms of number of people, the forces of the Eighth Town and the Twenty-first Association after the chaos were not as strong as those of the Eighth Town before the war. What's more, there are still many people in this revolutionary party or wavering elements who sympathize with the revolution.

After Li Yuanhong replaced Zhang Biao as the commander of the Eighth Town, the original two departments were merged and reorganized. After several months of hard work, the Eighth Town was considered to have recovered its vitality. Compared with the grand occasion of Zhang Zhidong's governing Hubei, it suddenly became a different world.

During the Wuchang battle, the ills of the patrol battalion broke out more and more obvious. Although the patrol battalion was consistent with the court in its political stance, it was too useless in its strength. When the revolutionary party fired guns and cannons, they retreated at a moment's fight, and there was no need to mention the loss of soldiers and generals. After the system was disrupted, many patrol battalion officers and soldiers turned into bandits, relying on the weapons in their hands to loot and loot the people in open fire. The people complained that it was a hundred times more abominable than the revolutionary party. The revolutionary party's actions were just a disaster for the people, and there were still some measures. The bandits of the patrol battalion were completely aimed at the people, and there were even more abominable people. The scattered soldiers and brave men in the patrol battalion were called the revolutionary party, and they went from house to door to door to carry out illegal things. The latter became fish on the chopping board and was bullied.

After Zhang Biao and others fled in panic, they finally returned to Wuchang City on the fifth day. Before he could vent his fear and worries, the cold treatment was already waiting for him. When Zhang Biao was executed, the 2 million taels of silver accumulated over the years also became the cost of reconstruction of the new military in Hubei. It really responded to the old saying - "If you do evil, you will die by yourself!"

During the Wuchang Rebellion, Li Yuanhong played an important role. Although he failed to fully control the mutiny of his troops, he was able to stick to his post, lead the remaining troops to stand firm, drag down the pace of the rebels, disrupt the enemy's deployment, and build a positive environment for the rushing guards to suppress the rebellion. Li Yuanhong performed very well on the night of military chaos. Whether in command or coordination, encouragement or scolding, he reflected the characteristics of a brave general over the years. After the night of war, Li tried his best to use tricks everywhere and take multiple measures to use his advantage in Hubei's situation to capture all the riots and the revolutionary parties that had not yet been exposed. In Xingguo and Daye, the two original figures in the Hubei military, Li Sheng and Zhang Zhu, are very sad...

As the backbone of Hubei's rebellion, the Imperial Guard also paid a considerable price. Sun Chuanfang led more than 100 people to fight for Chuwangtai, defended the armory, and repelled the revolutionary party more than 10 times and injured more than 700 enemies, leaving only 30 people left. Sun Chuanfang himself was injured in five parts, but fortunately his injuries were not serious. After a period of cultivation, he gradually recovered, but he left scars on his chest, as if he was telling the bloody battle that day.

Although the proportion of casualties of the Imperial Guards at the imperial envoy's station was smaller than that of Chu Wangtai, the base was 9 times that of Chu Wangtai, and the total number of casualties reached 200. If all the ammunition carried by the Revolutionary Party was not allowed to continue because of the ammunition being exhausted, the subsequent battle would probably have to be dealt with by hand.

However, what made Lin Guangyu quite pleased was that after special rigorous training, the Imperial Guards promoted to the ranks of outstanding new troops, their combat effectiveness was far beyond that of ordinary new troops. In addition to having a significant advantage in hand-to-hand combat, they occupied an absolute leading position in almost all subjects such as shooting and formation. It was these 900 Imperial Guards that not only successfully protected their defense lines, but also caused more than 6 times the casualties to the enemy, and the war loss ratio was extremely amazing. If the outside world was originally a little skeptical about the strength of the Imperial Guards, this actual combat was undoubtedly the best footnote.

Liangbi proudly declared that a mixed brigade of the Imperial Guards can match the two towns of the New Army and can defend against the attacks of the three towns of the New Army... After the Battle of Wuchang, the expansion of the Imperial Guards began to be put on the agenda.

The imperial delegation went to Hubei to purify the local area. Although it was not possible to find out how much of the things were found on the surface, in fact, almost all the problems that they wanted to investigate were solved.

——Finance issues in Hubei: The hole is clear, and huge financial holes are filled through the equity repurchase of Hanyeping Company;

——The issue of administration in Hubei: In the name of investigating the revolutionary party, a large number of corrupt officials, mediocre officials and stupid officials were cleaned up because there were countless people involved in the Hubei military and political circles. Those corrupt officials who accepted bribes to give the green light to the revolutionary party infiltrate the new army. Those who engage in nepotism and provide convenience for the revolutionary party to stir up troubles. Those mediocre officials who are confused by the revolutionary party's methods of deceived superiors and concealing subordinates were all severely punished in this tide;

——Military issues in Hubei: The new army was completely dispersed and reorganized, and the original "scattered, chaotic, poor, arrogance, and laziness" problem disappeared without a trace. The weak combat power was swallowed by the revolutionary party, the low loyalty was defeated by the Imperial Guards, and the remaining 6,000 new army who survived the disaster could be said to have been seen at the beginning of gold when they washed away the waves. The useless patrol battalion finally made up its mind to abolish it, saving a lot of expenses for the finances and providing part of the funds for the training of the new army; similarly, the flag soldiers led by the general of Jingzhou

The incident also seemed vulnerable. The only aspect that could be called a strength was that after the retreat, they did not turn into bandits like the patrol battalion. They either disguised themselves as civilians in groups, or trembled in hidden corners everywhere. After this battle, Lin Guangyu took the opportunity to take action and took down the Jingzhou General and the flag soldiers stationed in Wuchang. Although he had not planned to fundamentally change the eight banner flag soldiers system, it originally revealed a strong signal of implicitness to the settlement of Hubei;

——Industrial problems in Hubei: Hanyeping Company has gained a new life. It has laid the foundation for the future

u. Zhang Zhidong's corruption problem was investigated, and the borers were found, and the local relationship with Zhang Nanpi was also cleared. Through rectification, improvement and commercial and office reorganization, the organizational layout set an example for Hubei's light industry development.

——Constitutional Issues in Hubei: Originally, when Chen Kuilong was in charge of Hubei, he adhered to Zhang Zhidong's mantra. He adopted the three-no policy of "not support, no objection, and no sympathy" in the establishment of the advisory bureau, which made Hubei, an important province known as the thoroughfare of nine provinces, struggled on the road of constitutionalism and did not reflect the style of a pioneer at all. After Xiliang took over as the governor of Hubei, under the requirement of Lin Guangyu to build a "model province" in Hubei, and in view of the experience and lessons learned in the Wuchang incident, he strengthened communication and cooperation with constitutionalists, creating a new situation in Hubei's new policy, and also confirmed the old saying, "How can we know that good fortune and good fortune are together?"

With Xiliang being transferred to the position of governor of Huguang, his position of governor of Yunnan and Guizhou was vacant. On December 17, Lin Guangyu formally issued an order to transfer the governor of Fujian and Zhejiang, Song Shou, the governor of Fujian and Zhejiang, to succeed the governor of Yunnan and Guizhou. Later, he announced that the position of governor of Fujian and Zhejiang was revoked, and the military affairs of Zhejiang were included in the unified management of Jiangbei Admiral Duan Rui; Fujian was added to the governor of Fujian and was appointed by Sun Baoqi, the former imperial envoy of Jinpu Road. After investigation and prosecution, the former governor of Huguang, Chen Long, was punished in an important and serious manner. He stayed in the capital and served as a false title, which could be regarded as a disaster.

After the pilot Hubei proposal was released, the situation turned upside down in just two months, which made people feel dizzy. Although Hubei suffered heavy damage, the military, government, people, and academic circles suffered serious losses, in Lin Guangyu's view, this loss was quite worthwhile. At least it detonated the time bomb of the Wuchang Uprising in advance, providing long-term stability for Hubei's subsequent development.

At the same time, the Wuchang incident has also become a wake-up call for the court to strike various provinces. All provinces, especially those with more new troops, are nervous. They have launched a check on the revolutionary party within the ministries. After searching through boxes and cabinets, they have found more than 2,000 revolutionary parties, which is really scary. It is really a cold sweat. If these 2,000 revolutionary parties make a fuss, how many new troops will take risks?

Of course, there are some unfair and exaggerated elements in this, but under the subtle situation, everything is safe, so how can we care about so many possibilities and ifs? The Ministry of National Defense is unambiguous. On the one hand, it ordered all provinces to rectify the new army, and on the other hand, it compiled new army near the capital in accordance with the "Nine Years of Preparation for the Constitutional Development" to prepare for the provinces to provide qualified and reliable reserve troops.

In February of the second year of the Reformation, after suppressing the riots of the Yi army and quelling the Wuchang rebellion, the second plan of the Imperial Guards was completed, the brigade level was abolished, and the division-level team was changed to a division-level team with a total approved number of 20,000 people. Among them, the division-level team was 18,000 and the training team was 2,000.
