Liu Wu (?-825), a native of Fan Yang (now Beijing), was appointed as the general of the Jiedushi Li Shidao, the governor of Pinglu during the separatist vassal states in the Tang Dynasty. Later, he killed Li Shidao and joined the court. He was transferred to the position of the governor of Zhaoyi. In the early days, he still obeyed the orders of the court, and later he was also the leader of the separatist.

Grandfather Liu Zhengchen, whose original name was Liu Kenu. In the late Tianbao period, An Lushan rebelled. Liu Zhihui, the governor of Pinglu Army, betrayed the court and accepted the appointment of An Lushan. Liu Kenu, as the general of Ya, was dissatisfied and attacked Liu Zhihui and surrendered to the court. He was appointed as the governor of Pinglu Army, and was named Liu Zhengchen. Liu Wu was brave when he was young and served under the command of Liu Yizhun, the governor of Xuanwu. Liu Yizhun had millions of money to collect it in Luoyang. Liu Wu stolen all of them. Because he was afraid of his crime, he defected to the governor of Pinglu Jiedu Li Shigu and was appointed as the right position of the yamen. Later, he was appointed as the envoy of the commander of the military commander of the capital and the censor of the supervisor.

In the late Yuanhe period, Emperor Xianzong of Tang suppressed the rebellion in Huaixi and ordered the Weibo Jiedushi Tian Hongzheng to attack Pinglu Town, which participated in the rebellion. Li Shidao, who was the governor of Pinglu at that time, was very scared and ordered Liu Wu to lead more than 10,000 troops to resist Tian Hongzheng. However, Liu Wu was generous and had poor military discipline. He fought with Tian Hongzheng. He failed many times and lost more than 40 generals, Xiahou Cheng and others. Li Shidao suspected his betrayal, so he sent an envoy to the camp and wanted to kill him, but unexpectedly he was killed by Liu Wu. Liu Wu summoned him.

The generals said: "Wei Botian Hongzheng is strong and will be defeated when he goes out. If he doesn't go out, he will die. Today, the one who kills his son is Sikong, and Wu and Gong are all forced to die. How about killing his envoys, plucking swords to seize Yun, making great contributions, and turning danger into wealth and honor!" Everyone said: "Good, only the capital will be ordered!" Liu Wu led his troops to Yunzhou, surrounded its inner city, and attacked the gate with fire. Soon, he captured Li Shidao and his son alive, and beheaded and presented to the court.

Emperor Xianzong of Tang Dynasty then appointed Liu Wu as the Minister of the Ministry of Works, the Censorate, the Jiedushi of Yicheng Army, and the King of Pengcheng County. He was granted the title of 500 households, 20,000 guan, Zhuang and House. After Emperor Muzong of Tang ascended the throne, Liu Wu moved to Luzhou and served as the Jiedushi of Zhaoyi Army and Pingzhang. In the first year of Changqing, the general Zhu Kerong of Youzhou rebelled and imprisoned the Jiedushi of Jiedushi Zhang Hongjing. The court wanted famous generals to be transferred to him, so he appointed Liu Wu as the Sikong of the Procuratorate, Pingzhangshi and the Jiedushi of Lulong Army. Because the Youzhou was in chaos, Liu Wu was unwilling to advance to attack, so he still served as the Jiedushi of Zhaoyi. At that time, the eunuch of the army supervisor Liu Chengkai relied on his kindness and often insulted Liu Wu to others, and he insisted on his subordinates to disrupt the law. Liu Wu was furious and Liu Cheng ran back to Chang'an.

Since then, Liu Wu was quite arrogant and wanted to follow the separatist rule of the three towns in Heshuo, but no longer obeyed the court. The frustrated people in the court also defected. In September 825, Liu Wu died of illness and was posthumously awarded the title of Grand Marshal. The army supported his son Liu Congjian to succeed the throne.
