The National Energy Administration does want to play a greater role in some areas, such as reforms in the fields of electricity, coal, oil, etc., but almost all the problems facing China's energy reform currently involve price reforms, market access, etc., and the National Energy Administration does not have much authority on these issues.

Although a National Energy Commission was established later, it was actually unable to change the situation of China's dispersed power in the energy field. In other words, the National Energy Commission is also just a transitional model of the Ministry of Energy.

In fact, since the Ministry of Energy Industry was abolished in 1993, China has not had a unified energy management department for 16 years.

The establishment of the Energy Administration has failed to unify China's energy management functions. At present, China's various energy management functions are still scattered in more than ten departments including the National Development and Reform Commission, the Ministry of Commerce, the Ministry of Land and Resources, the China Electricity Commission, and the State Administration for Safety.

The current energy management situation in China is that it is multi-management, decentralized management, and poor coordination.
