Chapter 175 Things that touch people's hearts

Chapter 175: Things that touch people's hearts

In the spring of 2010, the major events that touched the hearts of all Chinese people, besides the strong confrontation between China and the United States, may be an unprecedentedly severe drought in the southwest region.

In fact, this drought had already begun last fall. Since the fall of 2009, some parts of southwestern my country have continued to rain less, the temperature is relatively high, and severe drought has been encountered.

In mid-September 2009, meteorological droughts emerged in Yunnan, Guizhou, Guangxi and other places. In late October, a large-scale meteorological drought of more than medium and more have occurred, which has lasted for nearly 5 months. During this drought, the average number of days for meteorological droughts of more than heavy droughts in Yunnan was 84 days, and the average number of days for meteorological droughts of more than heavy droughts in Guizhou was 50 days, both of which were the most in the same period in history; the average number of days for meteorological droughts of more than heavy droughts in Guangxi was 32 days, the second most in history; the average number of days for meteorological droughts of more than heavy droughts in Sichuan was 15 days.

The long-term high temperature and low rainfall caused severe and above meteorological droughts in most parts of Yunnan, most of Guizhou, southern western Sichuan Plateau, northern and southeastern Guangxi. In January 2010, the percentage of counties in Yunnan Province that reached meteorological droughts of severe and above meteorological droughts in Yunnan Province once reached 85. In March, the percentage of counties in Guizhou Province also reached 81.

Severe meteorological drought has had a great impact on people's lives, agricultural production, pond storage, forest fire prevention, etc. The drought has caused difficulties in drinking water for people and animals in Yunnan, Guizhou and Guangxi, and significantly reduced sugarcane production, and the trend of winter wheat production reduction has become a foregone conclusion. Soil moisture shortage and insufficient water storage in rivers and ponds have a great impact on spring sowing and late crop growth.

Why is such a severe drought?

This is a problem that lies in the minds of most Chinese people.

In Zhongnanhai, Zeng Lingfeng came to Lao Zeng's courtyard again.

As soon as he entered the yard, Zeng Lingfeng found that the atmosphere was a little wrong. The guards were all moving in the yard, but their expressions seemed a little depressed. When Zeng Lingfeng walked into the room, he was even more frowning when he saw his father.

Lao Zeng's life secretary Xu Muqing was tidying up his things in the room. When he saw Zeng Lingfeng coming in, he greeted him: "Mr. Zeng, you are here."

Xu Muqing looks twenty-five or six years old, and her simple work outfit sets off her even and slim figure, with big dreamy and pure eyes. Just one look makes people feel excited, with long hair draped over her shoulders, just like a fairy in Yaochi.

Zeng Lingfeng has read her resume and was in the same year as him on the lunar calendar. However, Xu Muqing has been working in the State Council for several years. This time, Lao Zeng went to Beijing alone, and the State Council arranged for her to come and take care of Lao Zeng's life.

Zeng Lingfeng nodded, walked to Xu Muqing and asked quietly, "What's wrong with my dad?"

Xu Muqing sighed and said, "Those things are not in the southwest."

After hearing what Xu Muqing said, Zeng Lingfeng knew that his father was suffering from a headache due to a major drought in the southwest region.

"Mr. Zeng, please accompany the Prime Minister for a while. It's time for me to prepare lunch. Well, by the way, can Mr. Zeng have lunch here?" Xu Muqing asked Zeng Lingfeng.

"Well, I'll have a meal here at noon. Haha, I can taste Sister Xu's skills again." Zeng Lingfeng said with a smile.

"Just Zeng didn't like me to be poor in craftsmanship." Xu Muqing smiled and turned around and left the living room.

Zeng Lingfeng sat down on the sofa opposite Lao Zeng, and put his right leg on his left leg and raised it up.

Lao Zeng glared at him.

Zeng Lingfeng smiled embarrassedly, put down his raised right foot and said, "Dad, it's useless to worry about this."

Lao Zeng said with some dissatisfaction: "What are you saying? I won't worry because it's useless."

"Haha, of course not. I think this energy should not be focused on worrying about things, but on finding ways to solve the problem." Zeng Lingfeng said.

"You still need to teach me this?" Lao Zeng said disdainfully.

"Uh, this is. This problem is difficult." Zeng Lingfeng also sighed, "I will suffer a loss if I don't listen to the old man's words."

When Lao Zeng heard his son's carefree sigh, he immediately glared at him again.

"Dad, I'm right. Look, although the weather in Chongqing and Sichuan is not much different from that in Yunnan, Guizhou and Guangxi, why are these two places not suffering such serious disasters?" Zeng Lingfeng asked.

Lao Zeng also leaned against the sofa, looked up at the ceiling, and sighed a long sigh.

He has been in the basin for more than ten years, and he has been in Chongqing or Sichuan for at least seven years. He doesn't know where to do this.

"Dad, I have said before that the two things, rubber trees and eucalyptus, cannot develop in the mainland, right? Look, the problem is coming out now?" Zeng Lingfeng said.

Lao Zeng naturally remembered this. At the beginning, the media reported that Guangxi vigorously developed eucalyptus planting, which made it so much that Lao Zeng almost introduced eucalyptus planting in Sichuan. However, it was criticized by Zeng Lingfeng and listed a series of possible harms, including soil erosion and drought.

In addition, as early as eighteen years ago, when Zeng Lingfeng developed rubber plantations in Indonesia, China, especially Yunnan and Hainan, also entrusted Mr. Deng to express his hope to Zeng Lingfeng to return to China to develop rubber planting, but Zeng Lingfeng also refused without hesitation.

Now it seems that Zeng Lingfeng’s view is very correct.

Although various media blamed the climate for the outbreak for this major drought. Meteorological experts analyzed that since last autumn, due to the continued strong air pressure field over the Qinghai-Tibet Plateau, the activities of the Indian Ocean, which has precipitated in southwest China, was significantly weaker for a long time, making the warm and humid water vapor transport in the Indian Ocean, which formed precipitation in southwest my country, was particularly weak. At the same time, the path of cold air activity in the north is eastward and it is difficult to penetrate into the hinterland of the Yunnan-Guizhou Plateau. This makes it difficult for the cold and warm air in southwest my country to meet, and the precipitation continues to be less. Since September 2009, the rainy season in most parts of Yunnan and other southwest China has ended early, and the temperature has been high for a long time after autumn, and the water vapor evaporation is large, resulting in the continued development of meteorological drought.

However, Lao Zeng knew that the climate does account for a part of it, but the more important thing is that it is caused by man. Otherwise, why did Sichuan and Chongqing, which suffer from the same climate, not encounter such serious disasters? Three parts are natural disasters and seven parts are man-made disasters. This statement can summarize the causes of this severe drought.

It is said to be a man-made disaster because on the one hand, the vegetation in these areas has been severely damaged, including Yunnan's vigorous development of rubber planting industry and Guangxi's full efforts to develop eucalyptus planting. Guizhou has only suffered from the disaster of fish in ponds. Of course, this is also the reason for the severe damage to local vegetation. On the other hand, it is the insufficient water conservancy facilities in these areas. In the past ten years, only one province and one city in the basin have fully renovated and improved the water conservancy facilities, while the other three provinces have not taken similar actions. The disrepaired water conservancy facilities naturally have no effect on resisting drought.

"Hey, the people in the three provinces have suffered too much losses this time." Lao Zeng sighed.

The economic losses caused by drought in the three southwestern provinces are still rising. According to the latest report of the China Poverty Alleviation Foundation, the severe drought has caused at least 2.18 million people to return to poverty in the three southwestern provinces, with economic losses exceeding 35 billion yuan.

The vast majority of people who have returned to poverty due to drought are the agricultural population in mountainous areas. Take Yunnan as an example. The drought in autumn and winter has caused large-scale crops in Yunnan to lose crops on a small spring crop, which may affect their annual income of 15. Therefore, in addition to more than two million people returning to poverty due to drought, more than 16 million people have deepened their poverty. Yunnan's fishery and agricultural losses totaled 17 billion yuan, while Guizhou has 13.2 billion yuan. This loss can be calculated based on the number of poor people. For example, Yunnan's per capita income decreased by 676 yuan, which caused one million people to return below the poverty line, which led to its rise from more than 5 million to more than 6 million poor people.

It can be said that after more than ten or twenty years of unremitting efforts, we finally escaped from the poverty-stricken people. Because of this drought, they were completely defeated and worked hard for many years to make ends meet.

"Yes, this is paying tuition for unreasonable development. However, the person who pays tuition is not the initiator of the matter, but these ordinary people." Zeng Lingfeng also sighed.

In order to increase GDP and their political achievements as soon as possible, those officials did not consider any other aspects at all, and decided on the matter by slapping their heads, which led to the current bad consequences.

However, the evil result has come out, but it is not the people who have planted evil causes. They have already reached a higher position with the support of the GDP accumulated by the blood and sweat of the people and various political achievements. Maybe they are still enjoying many other things they should not have received except for official positions.

Zeng Lingfeng's meaning was not understood. However, in the face of such a reality, his personal power is too weak. Even if he has entered the Politburo and has taken the position of Vice Premier, he can only do nothing when facing the general trend.

"Dad, let the people truly feel that wealth brings happiness, and let the country become truly prosperous and strong. The journey is long." Zeng Lingfeng looked at his father calmly and said a little heavy.

"Yes, the future is long..." Lao Zeng's tone was equally heavy, and he grabbed his head with his hands.

When Lao Zeng scratched his hair with his hand, Zeng Lingfeng realized that although his father was less than sixty, he had already added so much silver thread to his hair.
