Reform and opening up and improving people's living standards are the only way out for the Republic. I think reform and opening up cannot be entangled in capital or society, but mainly depends on whether it is conducive to developing the productivity of socialist society, whether it is conducive to enhancing the comprehensive national strength of the socialist country, and whether it is conducive to improving people's living standards. Now we must be vigilant about the right, but mainly to prevent "left". Plans and markets are not the essential difference between socialism and capitalism.

Zeng Lingfeng did not dare to write these words in the article. It was the speech of the old man who made a southern tour in early 1992, who turned the tide and ended the collision of thoughts within the party. No matter how brave he was, he would not dare to steal the old man's wisdom. On a series of major theoretical and practical issues, they put forward new ideas and made new breakthroughs, and greatly advanced the theory of building socialism with Chinese characteristics.

There are six main points in the conversation:

First, revolution is to liberate productivity, and reform is also to liberate productivity. To adhere to the line and policy since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, the key is to adhere to the basic line of the Party’s “one center, two basic points” and remain unshakable for a hundred years.

Second, we must speed up the pace of reform and opening up, and do not get entangled in the discussion of whether it is "capital" or "social". The criteria for judgment of reform and opening up mainly look at whether it is conducive to developing the productivity of socialist society, whether it is conducive to enhancing the comprehensive national strength of a socialist country, and whether it is conducive to improving the living standards of the people. Now we must be vigilant about the right, but mainly to prevent "left". Plans and markets are not the essential difference between socialism and capitalism.

Third, development is the hard truth. We must seize the favorable opportunity and concentrate on improving economic construction. The development of the economy must rely on science and technology and education, and science and technology are the primary productive forces.

Fourth, we must insist on grasping both hands and be strong both hands. In the entire process of reform and opening up, we must always pay attention to adhering to the four basic principles and oppose bourgeois liberalization.

Fifth, the correct political line must be guaranteed by the correct organizational line. We must pay attention to cultivating people and select talents to enter the leadership according to the "four modernizations" standards. We must oppose formalism, learn from Marxism-Leninism and be effective.

Sixth, adhere to the socialist belief. Socialism will inevitably replace capitalism after experiencing a tortuous development process. This is the general trend of historical development.

The conversation pointed out: If you do not uphold socialism, reform and opening up, develop the economy, and improve people's lives, there will be no way out. Revolution is to liberate productive forces, and reform is also to liberate productive forces. You should be more courageous in reform and opening up, dare to experiment, and if you see it correctly, you should boldly try and break through. We should advocate science, and rely on science to have hope. We should insist on grasping both hands, grasping reform and opening up on the one hand, and combating various criminal activities on the other hand. Both hands must be strong.

When the old man talked about his sixth point, he pointed out Zeng Cuipu's name, "This comrade is learning and applying Marxism-Leninism! My point of view is also inspired by this comrade. It is precisely because there are such comrades at the grassroots level who work diligently, diligently, cross the river while feeling the stones and paying attention to summarizing experiences and lessons. This is the hope of our party!"

The old man's speech ended the fierce collision within the party and opened a new chapter of reform and opening up.

The next month, the State Planning Commission officially changed its name to the National Development and Reform Planning Commission. The term "NDRC" was released in advance, probably because the theory in Zeng Lingfeng's article was approved by the old man. Of course, unlike ten years later, the word "plan" cannot be removed from the name of the National Development and Reform Commission. Because the power of the National Development and Reform Commission has expanded, the leadership of various provinces and cities has also made a series of adjustments. In fact, this adjustment, especially the adjustment at the provincial and department level, is the result of the compromise struggle between high-level factions.

In July 1992, Zeng Chuipu, who was studying at the Central Party School, was transferred to the director of the Development and Reform Commission of Danxing County, Sichuan Province.
