Such division of labor and cooperation is indeed good, because everyone basically fishes in offshore fishing grounds, and small islands can always be found near the fishing grounds.

But it is not cost-effective for owners who have purchased new fishing boats.

They spent a lot of money to buy new fishing boats, and just earned their capital or loans, and were about to do a big deal, but they didn't want to be dragged down by those stingy people - they wanted to do it alone.

To put it more directly, it is to have "autonomy", self-accusation and sales, and not want to have a few extra transit links to increase expenditures and decrease profits.

Furthermore, fishing boats are wandering on the sea for a long time. If there is a storm, those small broken islands may not be useful. If the expensive new fishing boats are over, who will they cry?
