The Sui Dynasty established its capital in Chang'an City, and after the Kaihuang period, the population reached its peak. The area of ​​the 800-mile Qinchuan in Guanzhong was limited, and the "narrow land and rich people" situation caused the food in Guanzhong to be far from meeting the needs of the huge and increasing officials, garrisons, and new populations, so it became difficult to provide food supply. The Tang Dynasty established its capital in Chang'an for ten years. Luoyang is different.
