Chapter 63 Military Government

In other words, if you want to deny the proposal made by Li Tiancheng, more than three-quarters of the members need to express opposition. At this time, only Yan Lisan and Ma Chaoyun, the members of the Military Commission only need to express opposition. This does not include the appointment and removal of important leadership positions. For example, the candidates for members of the Military Commission and important leaders of various governments are decided by Li Tiancheng, and there is no mechanism for opposition.

Li Tiancheng had long solicited opinions from others about the establishment of the military government. No one expressed his objection at this time and agreed to the unanimous approval.

"Okay, since everyone has expressed their support, I now announce in the name of the Chairman of the Military Commission that the Shanghai Military Government has been officially established, the Qing government and county government agencies have been abolished, and Shanghai County has been upgraded to Shanghai, with the Shanghai Military Government and the Southern Jiangsu Military Government. Now I have appointed Ma Chaoyun as the Chairman of the Shanghai Military Government and Yan Lisan as the Chairman of the Southern Jiangsu Military Government. If you have any other ideas for the remaining related matters, just raise them." Li Tiancheng then said concisely.

"I propose to establish a military committee, in addition to the military committee, we also need to establish a department dedicated to managing government affairs. According to the results of our previous discussion, the name is the General Office of the Executive Yuan, and I propose to implement this proposal." Tan Jianye then made the first speech.

In fact, although the meeting was temporary, the content of the meeting had been negotiated many times in informal occasions, and it was basically decided, but in terms of form, it also required a process of raising hands to vote.

For example, I had raised the issue of forming a political party a long time ago, and jointly elected several political party names: the Baath Party, the Revitalization Party, the Kuomintang, **, the Democratic Party, the Democratic Party, the Democratic Party, etc.

Li Tiancheng thought about adopting the name of the DPP again and again. The Kuomintang and ** thought there was no need. They would be used by Ma Ying-jeou and ** in the future. The formation of a political party has also become the main issue discussed at this meeting.

"I agree to establish the General Office of the Executive Yuan. Now that the situation is tight, I won't talk much nonsense. If you have any suggestions on the General Office of the Executive Yuan, you can make it immediately." Li Tiancheng then adopted Tan Jianye's proposal, raised his hand to express his agreement, and then raised his hand to vote for others. As long as he denies it alone, the following process will not need to continue.

Others did not object, and the conference successfully passed the second proposal. Then everyone discussed the specific structure of the General Office of the Executive Yuan, and finally decided on a plan that could be recognized.

"I suggest that the Li family army be renamed Zhenguo Army!" Li Tiancheng then put forward a proposal that everyone had discussed in advance.

No one expressed objection, and agreed to pass.

"I suggest that we should now put forward a loud slogan, and the action of revitalizing the national army must have a specific slogan. Otherwise, the people in the world will not know what the purpose of our army's anti-Qing government is, and many people may not support us because of this. If we put forward a clear revolutionary slogan, with the main political program of overthrowing the Qing government, establishing a new democratic country, achieving equality for everyone, common prosperity, and improving people's living standards, then a large number of civilians will support our righteous acts, and more people will join us." Yan Lisan then made a proposal.

"I have also considered this proposal. Howard Johnson and others have discussed this matter. Now that we have a place in Shanghai and southern Jiangsu, we will expand to the whole country. If there is no specific political program, it may be difficult to win the hearts of the people. I agree." Li Tiancheng continued.

Then everyone raised their hands to vote and passed, and discussed the specific implementation details, and passed them one by one.

The meeting was finally unanimously passed. The provisional military government was composed of three major departments: the Revolutionary Committee of the CPPCC, the Military Committee of the Zhenguo Army, and the General Office of the Executive Yuan. There is no Parliament or Congress or other institutions for the time being.

Li Tiancheng served as the chairman of the Revolutionary Committee, and then appointed Yan Lisan, Ma Chaoyun and Tan Jianye as members of the Revolutionary Committee. This meeting also became the first temporary party congress of the establishment of the Democratic Party. The four became the first batch of Democratic Party members. Other party members must submit applications for joining the party before joining the party. Other members submitted applications for joining the party as soon as possible. The applications for Li Yunlong and other subordinate units were also transferred by the person in charge of the meeting.

The first party affairs meeting decided that all leadership positions of Zhenguo Army and government agencies must be held by members of the Democratic Party. Now it is the military and political period, and democratic politics is not implemented, so all middle and lower-level officers have submitted applications for joining the party. The situation needs to be approved by the Revolutionary Committee.

Li Tiancheng didn't have too much time to examine the qualities of these people. After a big stroke, all the applications of these people were approved. This was a special period and could only be handled specially. Li Tiancheng then gave full authority to Tan Jianye to manage the work. In the future, if you want to apply for joining the party, you can just look for Tan Jianye. As long as he agrees, Li Tiancheng basically signs a letter.

Li Tiancheng thought that this was much easier than the fact that he had to join the party after several studies and assessments in the future. In the end, it was not officially joined. So many people, including officers above the class, joined the party all at once.

The Chinese Democratic Party was established in this way, meaning people-oriented, and temporarily only formed one title and basic structure. The first party congress of the Democratic Party only proposed a few basic political programs: anti-imperialism and anti-feudalism, establishing a new China United Nations jointly governed by all social classes, everyone is equal, land is distributed equally, other details and clauses of the Party Constitution wait for the situation to stabilize before deliberation and decision.

Anti-feudalism means anti-Qing government. This has been taken action. It is very clear that the target of the revolution is the Qing government, which coincides with the revolutionaries, but both sides hope to seize power, so there will inevitably be conflicts.

Li Tiancheng's PKR has just been announced to be established. Like a newborn baby who needs care, he is still in his infancy and has no foundation like the Tongmenghui.

The Tongmenghui was formed by the evolution and merger of revolutionary organizations such as the Huaxing Association, the Restoration Association, and the Xingzhong Association. It has been invented, developed and transformed for more than ten years. It has a strong foundation and has members all over the country, mainly in southern provinces. Many middle and lower-level officers in the Qing army were mostly revolutionaries such as the Tongmenghui. Therefore, the new army, a new army national defense force that was originally highly expected by the Qing government, became the main body of the Xinhai Revolution in history. It was them who overthrew the Qing government. Even the patrol troops that the Qing government believed could rely on at critical moments, eventually turned against each other and stood on the side of the revolutionaries. Therefore, the great power of the revolutionaries at this time can be imagined.

Since the CPP was initially established, it did not have a broad mass base, but only had the foundation of the former Shanghai and Songjiang militias, and could not be compared with the power of the revolutionaries in other places in other provinces.

Li Tiancheng's initial plan was to embark on his own unique development path and establish his own organization and army. He could not completely unite with the Tongmenghui. This would create a question of who would merge with whom. With the broad mass base of Tongmenghui, they would not be easily merged by themselves. Only by relying on independent and powerful force can they decide who would merge with whom.

Li Tiancheng's current advantage is that as a time traveler, he has long understood the process of many historical events and is very clear about the next actions of the Tongmenghui. As the saying goes, knowing oneself and knowing one's enemy, one can never win a hundred battles. He can think of a solution in advance, which is something that others cannot do.

The other is the army that the Revolutionary Party can clearly control and use in its hands. It does not exist at present, while Li Tiancheng has 20,000 troops of Zhenguo Army, which actually controls Shanghai and southern Jiangsu, forming a relatively fixed territory.

So what Li Tiancheng had to do next was to further control more regions and compress the territory seized by the revolutionaries after the Xinhai Revolution to a certain space, so that he and Sun Yat-sen and Yuan Shikai formed a three-legged situation, which is the goal that needs to be achieved at present.

Another slogan: Anti-imperialist is just a slogan for the time being. The country has not stabilized yet, so there is no need to say that it deals with the great powers. The interests of the great powers in China that violate China's sovereignty will become the target of overthrow in the future. This is undoubtedly remembered by Li Tiancheng in his heart.

Establishing a united country is a process that must be followed and one of the goals of the revolution. Only when China establishes a unified country can all classes and forces in the country live in peace and basically settle down, can education and other undertakings be vigorously developed, and the dream of a strong country can be realized.

Equality for everyone is an indispensable political slogan, which is crucial to winning the support of the general public. In the previous anti-imperialist and anti-feudalism, many people may not have much interest in participating except those who are kind and ambition, but the equality for everyone is a rule that the Chinese people have been looking forward to for thousands of years and have no power. Now the Democratic Party has put forward this revolutionary proposition, which can be widely supported and supported by the public. This is similar to the civil rights in the Three Principles of the People.

The equal distribution of land is also an important part of the Three Principles of the People and the later Communist Party of China. It is to reasonably allocate land according to the population. This article may offend those landlord classes. According to this article, their land will be deprived of part of it and redistributed to the peasant class, but it can also gain the support of the peasant class, which accounts for more than 90% of China's total population.
