Chapter 909: Absolutely refused

An Airbus A688 passenger plane slowly landed at Djibouti Airport. The spiral ladder opened and Terry's tall figure appeared at the hatch.

The military band started playing, Terry stood at the hatch and waved his arm, smiling, and walked down the stairs with a handrail.

"Welcome Mr. Terry, it is a great honor for you to come to Djibouti."

"Mr. President Odova, thank you very much for picking me up at the airport. I hope to have a pleasant visit to Djibouti."

The two sides started very friendly. Although Terry shook hands with Djibouti officials, at the end of the team, Terry met Japanese Foreign Minister Utada Hiroshi and the two shook hands.

"Mr. Foreign Minister, thank you for picking me up at the airport," said Terry.

Utada Hikaru said: "I know that Mr. Secretary of State is here to visit Djibouti, so I am here, so I will naturally come to greet you."

After saying that, the two looked at each other, and the meaning was self-evident.

In fact, before Terry came to Djibouti, Utada Hikaru had already called the United States and communicated with Terry. Japan hoped that the United States could help Japan mediate the Djibouti incident, recover Japan's losses, and allow the Djibouti government to withdraw the parliamentary resolution to revoke Japan's military base.

In fact, the United States is not happy about this matter. The United States’ actions in Djibouti are free. Now Djibouti proposes that all countries should act in compliance with the agreement, which will invisibly put a layer of shackles on the base’s freedom of movement.

Although the agreement signed before did have clauses that stipulated that military personnel, vehicles, etc. should not enter Djibouti city at will, hasn't they always been like this? Now that the Americans are suddenly not allowed to have fun, they are naturally unhappy.

And they also feel that Djibouti's handling of Japan is indeed too intense. It is really unnecessary to expel Japanese people for a small matter, and Americans are unwilling to see such a result happen.

After all, the Japanese are also the younger brothers they raise. Slapping their younger brothers in the face is equivalent to slapping them in the face.

At the Presidential Palace, Odova had an in-depth and friendly conversation with Terry. The real purpose of Terry's trip was to show the power of the United States again in Africa and not to forget that the current world is still operating under the leadership of the United States.

"This time I brought a huge corporate team. During my visit, I will discuss with African countries the possibility of further economic cooperation. The United States also hopes that Djibouti will cooperate with responsible countries."

Terry's words are actually very obvious, with the meaning of winning, cooperation and threatening.

One of the important purposes of Terry's visit to Africa this time is to compete with China and strive to limit China's influence and political power in Africa.

“The United States has broad interests in Africa, and the United States is also committed to cooperation with African countries. Our mission is to ensure the security of American citizens, allies and partners; to support economically vibrant democracies and partners in the region on the international stage; to expand trade and investment opportunities in the United States; to prevent conflicts and large-scale atrocities; to promote broad-based, sustainable economic growth and poverty reduction.”

"What we ultimately need to do is to strengthen the construction of democratic institutions in Africa; promote African economic growth, development in trade and investment; promote African peace and security; promote opportunities and development in Africa."

"The greatest hope for Africa to achieve economic prosperity lies in democracy and open markets." Terry then pointed out that some countries plunder resources in Africa. Although the market seems to be booming now, they will have disastrous consequences for Africa in the future.

This is obviously an insult to criticize China.

"Africa is a region with increasing opportunities and hopes. I believe that the next major economic success in the world will occur in Africa. Therefore, the US government will promote and encourage American companies to actively participate in the process of revival and development in Africa. Although the economic and trade relations between Africa and Asia have been increasing in the past decade, the economic ties between the United States and Africa are still closely linked. This time my trip to Africa brought a loan amount of US$1 billion. If any country needs it, it can apply for this aid loan with the United States."

Odova kept smiling, but he knew very well in his heart that Americans did not want to see Africa getting closer to China. They just wanted to limit China's development in Africa by warning African countries. They threw out one or two bones and wanted to attract African countries to their arms.

Always posing as if you are superior and give alms, it makes people feel uncomfortable. Americans have never regarded African countries as countries with equal cooperation.

This is the biggest difference between them and China.

"We welcome American companies to invest in Djibouti, and welcome countries around the world that sincerely help Djibouti develop. Djibouti is entering a period of rapid development. Our current government is also determined to develop Djibouti's economy." Odova said.

Terry could hear what Odova meant.

"President Odova, there is another thing to discuss with you. Regarding the crash of a Japanese military base helicopter in Djibouti city, the Japanese government is very sincere in apologizing to the Djibouti government and compensates all losses. And they are willing to provide the Djibouti government with an interest-free loan of US$200 million, hoping to help Djibouti develop and build."

"Japan needs some military force in the Gulf of Aden and the Red Sea estuary to ensure the smooth flow of its freight ships. You also know the rampant Somali pirates, so we hope that the Djibouti government can change its original decision and allow Japan to continue using military bases. I think the Japanese army will never have such accidents again, and will strictly abide by Djibouti's regulations."

"Also, the US military base has more than 4,100 soldiers in Djibouti, a drone squadron in Djibouti, which requires more freedom space. So on behalf of the US government, I ask the Djibouti government to allow US military facilities to operate freely in Djibouti, so that we can better protect Djibouti's security and combat terrorists threatening northern Africa."

Terry said that, looking at President Odova who was sitting there quietly.

Odova raised his head and looked at Terry, with a smile on his face unchanged, but the words he said made Terry feel very harsh.

"Djibouti is an independent country. The Djibouti Proposal Council represents the highest decision of the country. The resolution will not be changed easily. Japanese military bases violate the agreement and cause major losses to Djibouti. Therefore, Djibouti has the right and need to expel Japanese military bases."

"If the United States violates the provisions of the original agreement in the future and acts freely in Djibouti, the Djibouti government has the same right to expel US military bases."

Odova was very tough and took Secretary Terry back. (To be continued.)
