Chapter 1191: China-Myanmar Joint Statement

China and Myanmar have signed 12 cooperation agreements, covering border security, economy and trade, energy, infrastructure, finance, transportation and other fields. The agreement further enriches the connotation of the comprehensive strategic partnership between China and Myanmar.

The total amount of funds involved in these more than 10 agreements signed today alone reached about US$37 billion, which is definitely a huge investment. I believe that it will bring great changes to Myanmar in the next few years.

Subsequently, the two countries jointly declared the Ministry of State.

1. Both sides believe that the traditional friendship between the Chinese and Myanmar people has a long history. It is crucial to agree that mutual understanding and friendship between the two peoples and will work together to consolidate the traditional friendship between the two peoples.

2. The two sides agreed that China-Myanmar relations have developed smoothly since the establishment of diplomatic relations, and have made significant progress in many areas of cooperation, benefiting the two countries and their peoples.

3. The two sides agreed to further enrich the bilateral relations based on the principles of mutual respect, sincerity, equality and mutual benefit, which is also conducive to peace, stability and prosperity in the region.

4. The two sides reiterated the principles contained in the 1950 China-Myanmar diplomatic relations communiqué and other documents, including the principle of resolving disputes through peaceful means and the Myanmar's abiding by the one-China policy.

5. The two sides reaffirmed their partnership and common aspirations for sustainable development and inclusive growth that is beneficial to the people of both countries. They agreed that this visit is of milestone significance, will inject new impetus into bilateral relations and bring tangible benefits to the people of both countries. The two sides will work together to promote the healthy and stable development of the strategic cooperative relationship between the two countries committed to peace and development.

6. The two sides believe that maintaining high-level exchanges is of great significance to promoting the comprehensive development of bilateral relations.

7. The two sides expressed their willingness to sign cooperation agreements and memorandums of understanding in other fields such as education, finance, customs, sports, etc.

8. The two sides reiterated the importance of the existing China-Myanmar bilateral dialogue mechanism for enhancing understanding, expanding cooperation and enhancing bilateral relations, and agreed to resume diplomatic consultations, consular consultations, joint economic and trade committees, defense and security consultations, joint agriculture committees, joint science and technology committees and other bilateral dialogue mechanisms.

9. Both sides are willing to encourage high-level government groups, local governments, legislative bodies, political parties and non-governmental organizations of the two countries to visit each other and enhance communication and exchanges.

10. Both sides recognize the necessity of joint action to combat transnational crimes. The relevant departments of the two countries will strengthen exchanges and cooperation in combating transnational crimes such as telecommunications fraud, online fraud, computer crime, drug trafficking, human trafficking, endangered wild animals and plants and their products smuggling, according to the commonly recognized arrangements.

11. Both sides oppose any form of terrorism and violent extremism, and will cooperate in areas such as information exchange and capacity building to jointly prevent and respond to the threat of terrorism and violent extremism.

12. China understands and supports the efforts of the Myanmar government to combat drug crime. Both sides recognize that the drug problem poses a serious threat to the health, safety and well-being of the people of both countries, and agrees to strengthen information sharing and share knowledge and technology in combating drug crime, preventive education, drug rehabilitation and rehabilitation.

13. The two sides agreed that the relationship between the two militaries is an important part of the relationship between the two countries. In order to enhance mutual trust, the two sides agreed to implement the "Memorandum of Understanding on Defense Cooperation between China and Myanmar" and strengthen exchanges and cooperation in the fields of humanitarian aid, disaster reduction and peacekeeping.

14. The two sides agreed that bilateral economic cooperation has developed strongly and there is still room for growth. The two sides promised to give full play to their complementary advantages through the activities under the framework of the Memorandum of Understanding on Strengthening Bilateral Trade, Investment and Economic Cooperation, continuously promote trade, investment and economic cooperation, and strengthen economic relations between the two countries in priority areas.

15. Both sides have a common will in the field of poverty reduction and agree to strengthen exchanges on poverty reduction practices and project cooperation.

Sixteen, the two sides expressed their willingness to jointly carry out pragmatic cooperation in areas including infrastructure investment, infrastructure project construction, industrial capacity, etc. The two sides agreed that the joint implementation of infrastructure cooperation must comply with appropriate bidding procedures, transparency, and comply with relevant domestic laws and regulations of the two countries and the common international practices.

17. The two parties will strengthen financial cooperation in areas such as development-specific loans, preferential export buyer credit, bonds, loans, investments, securities and other areas agreed by both parties such as development-specific loans. The two parties are willing to strengthen cooperation under the framework of the Asian Infrastructure Investment Bank and other international and regional banks.

18. The two sides have committed to expanding cooperation in areas including agricultural science and technology and infrastructure, agricultural trade, irrigation, adaptation and mitigation of climate change, and compliance with animal and plant sanitation standards.

19. Both sides are willing to work together to promote cooperation between the two sides in high-quality hybrid rice seeds, agricultural infrastructure, agricultural machinery, and further play the role of China-Myanmar Agricultural Technology Center and other agreed fields. China promises to support Myanmar's efforts to improve grain production capacity, train agricultural technicians, develop agricultural fisheries and capacity building in accordance with domestic laws.

20. Both sides recognize the growth of two-way tourists in the past few years, noticed the momentum of the "ASEAN-China Tourism Cooperation Year" in 2018, and agreed to set up a growth target for tourism cooperation. Both sides are willing to encourage their citizens to travel to each other's countries, explore possible growth points in the field of aviation services, and encourage both airlines to open new routes between Chinese cities and cities in Naypyidaw, Yangon and Mandalay, Myanmar, to help achieve the above-mentioned growth target for tourism cooperation.

33. The two sides encourage universities between the two countries to carry out substantive flows in the fields of research and innovation, and strengthen exchanges and cooperation between academic and industry-university-research models. China is willing to increase government scholarship quotas for Myanmar in the fields of science, technology, engineering and mathematics.

Thirty-nine, the two sides will discuss cooperation in areas including information technology, health, customs, research and development, education and other fields, so as to benefit both countries.

Forty, the two sides exchanged views on issues involving the South China Sea. Myanmar fully supports China's rights and claims in the South China Sea.

43. China supports Myanmar as the rotating presidency of ASEAN in 2018. The two sides are satisfied with the development of China-ASEAN dialogue relations over the past 25 years and reiterate their commitment to upholding the ASEAN-centered principle in the regional structure. China reiterates its support for ASEAN integration, the construction of the ASEAN community and the efforts made by ASEAN to achieve the goals of the vision document "ASEAN 2025: Working forward together".

Forty-four, the two sides agreed to further strengthen cooperation in the United Nations, the ASEAN Regional Forum, the APEC, the Asia-Europe Conference, the World Trade Organization, the United Nations Conference on Climate Change and other regional and international organizations.

Forty-five, the two sides reaffirmed their adherence to the principles of sovereign equality, non-interference and non-interference in the purposes of the Charter of the United Nations, and emphasized their common commitment to protecting and promoting human rights through dialogue and cooperation in major human rights mechanisms in which both parties participate.

Forty-six. Both sides support strengthening the role of the United Nations through necessary and reasonable reforms, and advocate promoting the implementation of development issues, safeguarding the legitimate rights and interests of developing countries, and strengthening the voice and representation of developing countries in international affairs. This should become the focus of the reform of the United Nations, including the Security Council, and continuously enhancing the role of developing countries in the United Nations decision-making process.
