However, the increasingly difficult collection of land tax forever also reflects from one aspect the phenomenon of "deception of the superiors and bewitching the inferiors" that is common among grassroots government officials. Since it also has the function of a grassroots regime, agricultural cooperatives must also bear certain social responsibilities, be responsible for the construction and management of primary schools and health centers, and also need to build some public facilities. In principle, the funds required are shared by all members.

However, the cooperative is not a simple grassroots regime, but has dual attributes. On the one hand, it is a joint organization of peasant members, and on the other hand, it is an independent economic organization. Its characteristics depend on the requirements of farmers in the community. The relationship with members is manifested as the cooperative organization as the representative of members in the market, and the economic interests of members are protected by profit-oriented transactions with interest groups or individuals outside the organization. From the perspective of profit creation, it is no different from enterprises. The difference lies in the distribution of profits. It must distribute market income among members. That is to say, the cooperative organization is non-profitable to internal members (members), while the external goal is to pursue profit maximization."
