Chapter 286: Visiting Yugoslavia

Seryosha hoped that the Soviet Union could participate in the mediation of the Yugoslav civil war, rather than allowing the European Community and the United States to extend their tentacles to the Balkans. You should know that the Yugoslav civil war lasted until 2,000 years later, when many years of war caused countless casualties and injuries, and the hatred between the various ethnic groups in Yugoslavia was irreconcilable at all. The Serbs, as the main ethnic group, even formed a blood feud with the Croats, Slovenians, Albanians in Kosovo, and Muslims in Bosnia. Milosevic was finally sent to the international court for crimes against humanity by a multinational force led by the United States, and eventually died of illness and death.

However, in 1991, the Yugoslavia civil war had just broken out, and it was only concentrated in Slovenia, Croatia, and the Kosovo Autonomous Province. The opportunity to resolve the Yugoslavia civil war with peaceful means still exists. Seriosha did not want the American power to intervene in the unified market in Eastern Europe, and the addition of Yugoslavia would allow the unified market to gain the crucial Mediterranean right to go to the sea.

At the United Nations, the United States once again launched a proposal to send troops to interfere in the Naslavic civil war. Because of the precedent of the last successful mediation of the Kuwait crisis, and Yugoslavia was an original socialist country, the Soviet Union's attitude on the Yugoslavia issue was crucial.

This time, Seriosha once again convinced Gorbachev to actively intervene in the Yugoslavia crisis. At the United Nations, the NATO group led by the United States' attempt to directly interfere with Yugoslavia was once again rejected by the Soviet Union. This time, the United States no longer intended to give the Soviet Union a good look. They immediately canceled the large number of aid plans that Bush and Gorbachev had agreed on. The differences between the United States and the Soviet Union were now even more serious because of the Kuwait issue.

Just when Yazov and Klyuchkov were planning to get rid of Seriosha, Seriosha left the Soviet Union and flew to Sarajevo to meet Yugoslav leader Milosevic. The one who followed Seriosha was the Yugoslav Human Rights Observation Mission sent by the United Nations. It is obvious that the United States intends to observe the Serbian military operations in Croatia and Slovenia under a microscope. Once civilians die or are injured by accident, the United States has an excuse to send troops again. At this moment, Milosevic knows that Seriosha's arrival represents the only other voice in the world who dares to compete with the United States. From another aspect, the Soviet Union and Yugoslavia are facing almost the same dilemma. However, Gorbachev chose to compromise, while Milosevic chose to suppress the army by force.

As soon as the door of Seriosha's aircraft opened, Seriosha quickly walked down the spiral ladder. Milosevic walked up intimately and hugged Seriosha with warmth. Although Seriosha and Milosevic met for the first time, the common demands of interests made Milosevic and Seriosha more chatty. At the welcome dinner that night, Milosevic highly praised the friendship between the Soviet Union and Yugoslavia, claiming that Seriosha's arrival opened a new chapter for the friendship between Yugoslavia and the Soviet Union. These scenes were obviously for Western countries. Although the Soviet Union is now in a weak position, it still has to show the confidence of a superpower when it is time to be tough.

The day after the banquet, Seriosha finally found the opportunity to have a separate interview with Milosevic. When Seriosha spoke, Milosevic realized that he had been completely wrong.

"What? You Soviet Union suggested that we give up Croatia and Slovenia? How dare you say it out loud? Could it be that you Soviets also solved your own problems in this way?"

"Chairman Milosevic, as one of the few countries in the world that still adhere to socialism, our situation is almost the same. The main ethnic group of the Soviet Union is the Russian, just as the main ethnic group of your country is the Serbian. Our old economic system is completely in crisis, facing the impact of the aggressive commodity economy in the West. Our economic system makes the people suffer. The downturn in the economy is the reason for the intensification of ethnic conflicts. For the ethnic minorities in the country, you are to them

Too much help will not only cause dissatisfaction among the subject nations, but if the problem is not fundamentally solved, ethnic minorities will not show a grateful attitude towards your concessions. However, if you blindly favor the subject nation, ethnic minorities will feel that you are depriving them of citizenship. As the government, you will be scolded for being a slander, and leaning towards either side will cause more dissatisfaction. In the case of so many cakes, no matter how you divide this piece of cake, there will be people who feel dissatisfied."

Seriosha said that Milosevic was heartbroken. In the past Tito era, Serbs made many concessions for Yugoslav minorities. For example, the priority of joining the party, the priority of work, the priority of promotion, and the priority of education. However, when Yugoslavia faced the impact of the drastic changes in Eastern Europe, these preferential policies in the past did not allow the franchise republics and Yugoslavia to stand together. Seriosha at least made Milosevic very much agree with it. There is only so much cake now. It is impossible to satisfy everyone. It is better to hand over these cakes to the Serbs who always stand with Yugoslavia.

"Mr. President, no matter what, the Western human rights observation groups should not be underestimated. Without the support of the United States and the European Community, Slovenia and Croatia would never dare to demand independence with a clear stand. So I suggest that you should withdraw your army first, and the most urgent thing is to stabilize your basic foundation first. I am bluntly speaking, Bosnia and Sehegovina, Macedonia, and Kosovo are all at the risk of independence. It is better to sit at the negotiating table with Slovenia and Croatia first, and everyone will communicate first..."
