Chapter 12 Approval of External Financing

Seriosha and Jelitsin secretly reached a consensus on financing. Because it was of great importance and because of Ligachev's firm rejection, Seriosha and Jelitsin decided to go to Gorbachev to discuss financing overseas.

Since this matter was proposed by Jelitsin, the matter that he discussed with Gorbachev naturally fell on Jelitsin. Selyosha was just assisting from the side and did not intend to be the first to be the first. Jelitsin took the initiative to contact the staff of Gorbachev's office. After arguing the time, he and Selyosha prepared a lot of materials to prove how layman Ligachev was, and how reasonable he and Selyosha were.

Most of the reports that Seriosha and Jelitsin made were personally handled by Geidal, chief economist of the Foreign Trade Bank of the Ministry of Foreign Trade. It was Seriosha's decision to ask Geidal to do this, because Seriosha knew that Gorbachev was a believer of Milton Friedman, a master of the Chicago School of Economics. It was simply to let Geidal, who also had a good experience in the research on the economics of the Chicago School, write a report to him.

Geidal is worthy of being a great man who was able to join the expert group of the National Economic Reform Commission at the age of 29. He wrote this report and made people feel acknowledged. The economics proposition of the Chicago School is the advocacy of the free market economy. If it is linked to the current environment of the Soviet Union, Seriosha and Jeltsin's proposal to introduce foreign capital to participate in the construction of workers' new city is naturally a reform act that meets the requirements of the free market economy.

Jelitsin and Seriosha were picked up by a special car sent by the Kremlin on the same day and arrived at Gorbachev's new office on time. Outside the window here, you can see the beautiful Moscow River and the spectacular scene of the Workers' New Town in the distance. When Gorbachev saw the two, he was as easy-going as ever, and pulled Seriosha to Gorbachev to tell him about his interesting things during his inspection in Ukraine, and then slowly got to the point. Gorbachev visited and asked Jelitsin indirectly: "Why is there such a big problem with capital in the New Town?"

"General Secretary, let Seriosha tell you these things in person!" Jeltsin had already learned one thing from Gorbachev, that is, he didn't know who Gorbachev and Ligachev took the initiative. They had already discussed the issue here of Jeltsin. Jeltsin had a lot of dissatisfaction with Ligachev at this moment. Originally, this matter was an objective new problem, but Ligachev told Gorbachev behind his back that whether intentional or unintentional, Gorbachev would definitely have some questions about his ability. After all, Jeltsin was newly recruited. He was not as good as Seriosha when he spoke, so it would be better to let Seriosha explain Gorbachev well.

"General Secretary, because the current situation is a little different from what we were facing at the beginning! But in the final analysis, it is because there is a problem with our market supply. Although the people have money on hand, they cannot buy suitable goods in state-owned stores. Large items like cars require indicators and housing is not allowed to be bought and sold. Therefore, the people are not enthusiastic about money. They want to exchange money for usable items, so the interest on bonds will naturally be disliked!" Selyosha did not point the topic to the issue of smuggling or black market, although this is already a place that ordinary people in the Soviet Union cannot live without. However, the rampant black market shows that the Ministry of Foreign Trade and Trade has not cracked down on smuggling enough, because Selyosha's Ministry of Foreign Trade and Trade is in charge of customs and anti-smuggling forces. Selyosha does not want his department to be criticized and criticized by the General Secretary.

"It seems that the problem caused by our economic system is still the point where the country has to reform!" Gorbachev sighed.

"General Secretary, it is precisely because the objective situation has changed that we want to solve our problems through other channels! Seryosha told me that he could borrow money from foreign financial institutions, but I just don't know what the central government thinks about this matter?" Jeltsin handed the report to Gorbachev with both hands, and then looked at Gorbachev's reaction nervously.

Gorbachev signaled Seriosha and Jeltsin to rest on the sofa, and then he opened the report handed over by Jeltsin and slowly flipped it. As time passed, Seriosha and Jeltsin did not say a word. One of them leaned against the sofa, while the other leaned forward, quietly waiting for Gorbachev's instructions.

"First of all, I want to say that your ideas are very bold and imaginative. Introducing foreign funds to support the construction of the workers' new city is indeed a good move. But this matter has never been precedent in our country! I am afraid that it will arouse widespread opposition among my comrades!" Gorbachev said helplessly.

"General Secretary, Comrade Hammer once set up a pencil factory in our country during the Lenin period, Ford Company assisted in building our Gorky Automobile Manufacturing Plant during the Stalin period, and Fiat would assist in building a Volga Automobile Manufacturing Plant during the Khrushchev period. These are similar to our current plan for the workers' new city! It doesn't make sense in the past. When we vigorously advocate for construction, we will be criticized and controversial!" Selyosha retorted dissatisfied.

"Look, your words left me with nothing to say! Forget it, let's make an example for you. I'll respect your plan to introduce foreign funds in the new city, which can be used as a pilot project for our economic reform!" Gorbachev said in a joking tone. In fact, he didn't even take the objection of some comrades in the party, because now he is in power, and many things that were difficult to handle in the past are now just a matter of one sentence.

"However, your report is good! The description of domestic economic problems is in reality, and the views raised are very inspiring. Seryosha, this report is your work! I think it can be changed and sent to the Message News for more comrades to take a look!" Gorbachev suggested.

"General Secretary, this article was not written by me! It was written by Yegor Geidal, a new comrade from our foreign trade bank!" Selyosha explained to the General Secretary.

"Oh! I didn't expect this? Your Ministry of Foreign Trade and Economic Affairs is really full of talents! This Geedar is indeed a talent, so! Go back and let Comrade Geedar sort out the analysis and summary of the domestic economic situation in the report, as well as some of the following contents, and hand it over to the comrades of the Issue News! I want the comrades in the party to read it well!" Gorbachev instructed...
