Chapter 19 Resolutions of the Political Bureau

Since Seriosha made a report in the Secretariat, with Gorbachev's impulse, Seriosha has become a role model among young cadres almost overnight. You should know that Seriosha is only twenty-five years old now, and is simply a monster among officials of his level.

Before returning to China, Seriosha had expected that Gorbachev would express something to him, but it was not expected that Seriosha would set himself up as a young role model at once. A large part of this is attributed to the fact that Gorbachev, the Foreign Minister Gorbachev who had been against Gorbachev during this period, is now the youngest among the members of the Politburo and the only member of the Politburo under the age of 65. However, in the promotion sequence in the Soviet Union, age became Gorbachev's disadvantage. The Soviet Union was not a feudal country, and Stalin was the last national leader to decide his successor. Starting from Brezhnev, almost all decisions of the country were the result of collective votes by the Politburo, and even the supreme leader had no right to make decisions without authorization.

Andropov originally hoped that Gorbachev could take over the position of General Secretary, but the team of Brethrenko and Gromiko and other members of General Secretary B and Gromiko had reached a secret agreement on their backs, and Kromiko became the general secretary. This matter was revealed to Gorbachev by Andropov's widow. Perhaps for the purpose of appeasement, Kromiko let Gorbachev serve as his deputy. However, the general secretary candidate who was eligible for the next party congress has been retired as a conventional rule, and Gorbachev's political future has almost been sentenced to death. As long as there is no accident, Gromiko will take over as General Secretary after Kromiko.

This invitation from Britain's visit gave Gorbachev a chance to turn things around. After all, the Soviet leader is also a very important political bargaining chip to be recognized by the international community. Moreover, Gorbachev is also a foreign minister. If Gorbachev is suppressed in diplomacy, then the cadres in the party naturally think that Gorbachev is more capable than Gormake.

Now Seriosha has been completely imprinted by Gorbachev's faction, and has become the most promising cadre among the Gorbachev. In addition, Seriosha is too young and has such outstanding abilities, which is the best counter-proof that the party's comrades' view on young cadres being unable to bear the responsibility. Only by supporting Seriosha to a higher position can Gorbachev's age issue be made. Therefore, in addition to the contradictions in the kitchen, Seriosha's promotion has once again become the focus of the battle between Gromiko and Gorbachev.

After Gorbachev instructed the official media to start hyping Selyosha's advanced deeds, he immediately followed by a regular meeting of personnel arrangements for the Politburo, Gorbachev proposed to let Selyosha take over as the vacancy left by several deceased Central Committee members and enter the Central Committee as an alternate member of the Central Committee. This caused a stir, but General Secretary Chernenko didn't say anything, but Gromiko and Grishen strongly opposed it.

"I object that such a promotion beyond the level is simply a contempt for our cadre selection system, which seriously violates the principle of organizational appointment of cadres. It is serious unfair to those cadres who have come step by step!" Gromiko slapped the table and said loudly.

"Is that fair to a capable cadre like Selyosha? The ruins in the south of Moscow have been deserted for many years. If Selyosha had not been the same now, it would have been the same! Selyosha had been the secretary of the Youth League Committee for two years, and he solved the old problems that Moscow had not solved for more than ten years!" Gorbachev said bluntly. He did not care about the feelings of Moscow Municipal Party Secretary Grishen at all. Grishen's hands were trembling, but he could not refute what Gorbachev said.

"I don't know much about Comrade Seryosha, but I also know some things about this Comrade. He is indeed very capable, but it is still too vain to be a member of the Central Committee at the age of 25?" said Jihonov, chairman of the Joint Ministers' Meeting.

"Is it because of these unreasonable reasons that such a capable comrade wasted aside?" Gorbachev retorted.

Chernenko didn't say anything, he glared at Jihonov. Chernenko thought that it was Gorbachev who was fighting with Gromiko again. What did you Jihonov get into? Do you also want to be a candidate for the General Secretary?

In fact, from Gorbachev's heart, he also knew that it was too unrealistic to win a Central Committee member for Seriosha. Gorbachev actually hoped Seriosha would join the Ministry of Foreign Trade to take charge of economic cooperation with the UK, because Yakovlev told him that Seriosha had a strong network in the UK. As for the errands of the Ministry of Agriculture, Gorbachev no longer planned to let Seriosha continue to work, because Gorbachev knew that it was not a position that could easily achieve results.

"Comrade Grishen, Comrade Seryosha has been working in the Youth League Committee under your command for so many years, and he is somewhat familiar with it. What is your evaluation of this comrade?" Chernenko did not want the regular meeting of the Politburo was entangled by the endless conflict between Gorbachev and Gromiko, but it seems that if he didn't speak, this meeting would not be over.

"This comrade has the ability, especially in economic and trade, but he always interferes in the work of other departments. In addition, I heard his subordinates seem to reflect that this comrade is a bit arbitrary in his work. I think he is too young, so it's better to stay in Moscow and work for a few more years!" Grishen said with another purpose.

Chernenko knew that Grishen would not praise Seriosha, and that what he wanted was the effect. He wanted to use Grishen's mouth to tell Gorbachev that Seriosha's Central Committee members should not think about it. Now Chernenko has broken out of the factional disputes of the Politburo and stood at a higher position to think about the problem. He knew what the problem he should pay attention to was to improve the economy of the Soviet Union. Andropov carried out a series of reforms during his tenure, which indeed improved the current situation of food and daily necessities to a certain extent. Chernenko felt that Andropov's idea was correct. Chernenko knew about Seriosha's series of actions in the UK, and he recognized the ability of this cadre in foreign trade. However, it was impossible for the Central Committee members.

"I want to say that our Ministry of Defense has always hoped that Comrade Selyosha can return to the army. He is our Soviet hero and has rich management experience. Is our logistics support department lacking such a capable cadre?" Defense Minister Ustinov spoke. This is his true words. The army is Selyosha's family. The typical figure established by the army goes further in the officialdom, the more beneficial it is for the Ministry of Defense.

"Comrade Gorbachev, look at how about transferring Seriosha to the Ministry of Foreign Trade and Economic Affairs as assistant minister? Jihonov, I have given him the person, can I arrange it?" Chernenko asked in an unquestionable tone.

"No problem, General Secretary!" Jihonov replied.

"I agree, General Secretary!" Gorbachev was right in his mind.

"Okay, let's raise our hands to vote!" After saying that, Chernenko raised his hand. Assistant Minister was a deputy ministerial position, and the appointment of officials at this level required democratic votes from the Politburo members.
