The burial objects include: poor people who have no money, no burial place, and no relatives after death; exposed dead bones in the wild; coffins of those who died in a foreign land; those who have died for many years and have no relatives; those who have no name; beggars who died. The government arranges personnel to collect corpses and remains for unified burial, with the purpose of avoiding diseases and plagues, throwing corpses and wilderness, and at the same time reflecting the government's compassion for the people and the emperor's "compassion". Therefore, Luze Garden is the country's funeral welfare system and a kind of benevolent policy for the state and local governments.

The benevolent policies of Zhao Bing, such as Huizong and Cai Jing, were rarely mentioned in later generations. Even if they mentioned them, they would deliberately hide their achievements, as if they were very taboo. He thought that people were doing this to highlight their confusion and treacherousness.
