Three hundred and twentieth chapters sing forward

Although China's economy was weak in 1991, it was no longer a miserable appearance before and after the movement. This year, China's total GDP was more than 2 trillion yuan, and the Gezhouba Water Conservancy Hub, which generates an annual power of 15.7 billion yuan, will be officially completed and accepted in November. China's first nuclear power plant, Qinshan Nuclear Power Plant, will be connected to the grid to generate power in December... Compared with them, the 700,000-ton ethylene project that has not yet been built does not have much sacred taste in the eyes of ordinary people.

Only a few people know that the only one that truly holds China's backbone is such a large heavy chemical industry. Within at least 50 years, nuclear power plants and hydropower plants will only be the best in infrastructure, far from determining the fate of the country.

The media is still calm. In order to get the Haicang plan, Sucheng has been preparing for nearly three years. Not to mention bribing public opinion, but tens of millions of advertising fees are spread out every year. There are no necessary recruitment advertisements, and they have to be published in several print media in a whole picture every quarter. Therefore, under the premise that the media does not deliberately pursue the eye effect, Dahua receives more blessings than derogatory.

But in mid-October, Dahua's words and deeds were still placed under a magnifying glass and carefully observed. Every sentence Su Cheng said in public was also analyzed by experts.

The words of "welcoming Taiwanese factory owners" have also attracted great attention.

The reason why petrochemical base is called a "base" is because it contains a wide range. In addition to the main businesses of oil refining and ethylene, the Haicang Plan also includes a large number of mid- and downstream factories.

In the design of Formosa Plastics, they will invite many Taiwanese businessmen to invest and build factories in Haicang to make full use of the advantages of raw materials. It can be said that Haicang plans to introduce foreign investment not only with quality, but also with quantity, and cover many industries.

The warm welcome from the mainland and the firm blocking from the Taiwan side are all related to this.

Now, Formosa Plastics' plan to build a Haicang base has been blocked, but Dahua invited Taiwanese factory owners to continue to come to Haicang to build a factory. This move has naturally received positive responses from mainland officials. As for Taiwan, they can only remain silent.

Su Cheng waited quietly for a few days. After completing the preparations for receiving the Haicang plan, he personally supervised the worker and ordered the Dahua Public Relations Department to make a complete set of invitation letters. He then sent it to hundreds of famous companies and invited them to attend the groundbreaking ceremony of the Haicang base at the end of October.

The choice was made at the end of October, which was to rush before the completion ceremony of Gezhouba. If it was delayed until next month, national leaders probably would not be interested in attending.

Of course, his real goal is not to be a leader.

On the day the invitation arrived, Wang Sheng detoured through Hong Kong and found Sucheng.

He smiled and said congratulations again, and then asked: "I heard you want to attract Taiwanese companies to Haicang?"

"Isn't this continuing Formosa Plastic's plan? I have to thank Formosa Plastic for its pioneering ideas." Su Cheng was not sarcastic, and his tone was very serious, holding Wang Sheng tightly with both hands.

Wang Sheng naturally understood. Su Cheng was not actually thanking Formosa Plastic for his ideas, but thanking him for this call.

Formosa Plastics has a strong influence in Taiwan's petrochemical industry. Even the upstream Taiwan Petroleum Corporation, which occupies the upper reaches, can only compete with Formosa Plastic in some aspects with the government background. It is precisely because of the position and capital of this industry leader. Formosa Plastic dares to say that it has introduced so many Taiwanese companies in the Haicang plan and includes the downstream ethylene industry.

As a "weak" Dahua Industry, Sucheng cannot cover all downstream industries. What he expects is as many downstream companies as possible.

Even if you want to achieve such a goal, it is two different things to do with Formosa Plastics. Compared to investing in Malaysia and Singapore, it is much more likely to go to Taiwan to invest in. This is not a country-based idea, but a real problem.

Taiwan has many mountains and few plains, and factory land is very tight. By the early 1990s, land prices had exceeded the average price of industrial land in the United States and were higher than those in countries such as Malaysia. The costs of other related industrial chains also increased. It can be said that in the first wave of industrial transfer in the 1990s, Taiwanese companies had the strongest willingness to transfer.

This is something that Japanese and Korean companies cannot compare with. Formosa Plastics went to Haicang to build a factory, not because Haicang is so good, but because the environment in Taiwan is really difficult to maintain.

Although Su Cheng was unwilling to engage with Formosa Plastic during the bidding period, once the bid was over, he would be in a desperate need Formosa Plastic.

Wang Sheng understood, but he was not good at making a promise. He laughed twice and said, "The Taiwan government will not agree."

"We also welcome small and medium-sized Taiwanese companies, not necessarily large and medium-sized Taiwanese companies. Everyone should have seen all my invitations."

"It's been broadcast on TV, saying you have ulterior motives."

Su Cheng smiled happily and said, "Isn't this the effect you want? I asked for a lot of preferential policies from above. Basically, we can give all the discounts that Haicang plans from time to time, and when Taiwanese businessmen come, we can give them."

Wang Sheng always spoke quickly, and smiled without thinking: "It should be that the Taiwanese businessmen have come. Haicang plans to give it to Dahua. Have you obtained 15,000 acres of land?"

"10,000 mu of land. The remaining 5,000 mu will have to be used before we can use it. However, what I am worried about is not the land, it is indeed a problem with the industrial chain. We need a large number of small and medium-sized enterprises to build factories in Haicang and digest the ethylene produced in the future. I think these enterprises also have the urge to reduce costs." Su Cheng paused and asked: "Can Formosa Plastics be coordinated in the center?"

Like most Chinese companies, small and medium-sized Taiwanese enterprises are struggling to operate some mid- and low-end manufacturing industries at this time. Raw material costs and sensitivity are one of the factors that determine the life of the factory. It can be said that many factory owners will lose the power to continue their operations if they are not careful, so they are not left with the power to choose politics now.

Whether to continue production in Taiwan or to migrate factories to the mainland is ultimately a realistic consideration. It is not because of the positive attitude of the mainland, Taiwanese factory owners will come to the mainland. Only when the mainland's preferential policies and low-cost strategies work and prove that their cost-effectiveness is better than Taiwan. It surpasses Malaysia, Indonesia and Vietnam, will factory owners choose to migrate.

From the perspective of Sucheng in the future, it can be easily discovered that since the 1990s, as the basic conditions of the mainland are getting closer to the four Asian dragons, more and more industries have been transferred to the mainland. Taiwanese businessmen have almost become a normal thing to move factories to the mainland. However, since the world financial crisis in 2008, the operating costs of the mainland have increased year by year. The increase in land costs and labor costs has forced many factories in Taiwan and South Korea to emerging countries such as the mainland or Vietnam, and even after the United States proposed subsidies, some factories moved back to the United States for production.

The whole process is very smooth from a macro perspective. Investors are like cells without thinking, chasing money without any stop or hesitation.

Of course, investors themselves may have thought about it, but it is their thinking about pursuing capital profits that creates market circulation.

Therefore, Sucheng hopes to use preferential policies and low costs to bring capital cells back to Dahua's Haicang base. After 10 or 20 years, the Haicang base at that time has aging. Dahua's capital accumulation has increased, so there are naturally opportunities to discuss industrial transfer.

Wang Sheng called and was authorized. He thought about it briefly and said, "It is natural for Formosa Plastics to coordinate in the center, but it must have a name."

"What name do you want?"

"We are willing to invest 30% of Dahua Petrochemical Company's shares, and at the same time, we jointly invest with Dahua Industrial to operate the Haicang base." Wang Sheng said this quickly.

Dahua Petrochemical Company has no assets even 300 million US dollars. Although it has some technologies and patents under its name, it can sell better foreign technologies and patents clearly and in real price. It cannot cost 300 million US dollars. What Formosa Plastics bought is equivalent to a shell company with Haicang plan.

Buying an opportunity of $300 million is considered a big deal.

Su Cheng was stunned for a long time, then woke up. Wang Sheng was cheating himself, and he was trying to retreat. He immediately smiled and said, "Formosa Plastics really wants to buy Dahua Petrochemical. If you join the Haicang base, can the Taiwan government give up? 30% of the shares may be worse than 100% of the shares."

Wang Sheng smiled and said, "How can you know if you don't try it?"

"I heard that Formosa Plastics has always liked to do a unique business. Let's take the big head and Formosa Plastics get 30%. Can Chairman Wang be satisfied?"

"Chairman Wang thinks this is not bad."

Su Cheng laughed out loud and said, "What you said is too false. Even if Chairman Wang agrees, he should have a sacrifice mentality. How could he think it is good?"

Wang Sheng said speechlessly, "You obviously don't want to sell it."

"I really don't want to sell it, but I don't want to buy Formosa Plastics. Let's talk about small and medium-sized Taiwanese companies. Do you think they are interested in coming to Haicang?"

Wang Sheng cleverly transferred: "Now the island is discussing the Six Light Plan in a fierce manner. If the time for the results of your Haicang base is slower than that of Six Light, local business owners will probably wait and see Six Light."

Su Cheng frowned and said, "Liu Light only has 450,000 tons of ethylene, is it enough?"

"Chairman Wang is ready to expand to 800,000 tons."

Su Cheng suddenly realized and said, "What can I do?"

"Chairman Wang hopes that if Dahua Industrial can provide help in the process of application and construction of Liuqing, it would be better. Once Liuqing is completed, we also hope that Formosa Plastics and Dahua can communicate with each other and communicate with each other." Liuqing project and Haicang plan are duplicate. But for industrial ethylene, not to mention 800,000 tons and 2.8 million tons are not enough to use, they still have to be imported from abroad.

However, the two petrochemical bases, one in front and the other behind, have a total of 1.5 million tons of ethylene, which can indeed affect Southeast Asia and even the Asian market. Establishing a tacit relationship will indeed help maximize profits between the two parties.

On the other hand, the construction of the Six Light Base will obviously be slower than the Haicang Base. By that time, Dahua Industrial will have an experienced team that has built over 700,000 tons of ethylene projects, and there is no doubt about its help to Formosa Plastics.

Wang Sheng’s request did not exceed Su Cheng’s expectations, so he agreed: “No problem. I’ll give you a promise.”

This agreement naturally cannot fall on paper, otherwise it will be an accusation of trust immediately.

Wang Sheng nodded with satisfaction and said, "There is only one thing next. Dahua must complete the initial construction of the Haicang base as quickly as possible. Only when you see a real factory will those business owners take great risks to come to Haicang to build a factory with you."

Su Cheng nodded steadily. Compared to political choices, the Chinese are obviously better at creating engineering miracles.
