Regarding this, the designers have already thought that Kusai would definitely require such a design, but then, they did not think of Kusai's request.

"Secondly, the volume of the island needs to be reduced. The island of the heavy-duty cruiser you are building is too large, and we need to reduce the volume by more than half." Kusai said.
