If the People's Army goes on an expedition, it will be attacked by two fronts, and even its advantageous air force will be greatly reduced due to combat distance.

Second, Xinjiang, western Mongolia, Suiyuan, Ningxia and other places either bordered the Soviet Union or Outer Mongolia. The People's Party was extremely hostile to the Soviet Union due to historical reasons. Outer Mongolia was extremely hostile. The People's Army had to divide its troops to take into account the possible attacks of the Soviet and Mongolian army on the northwest. In addition, there were British people in Shannan in a state of hostility with the People's Army. All this determined that the People's Army could not fight the North China Front Army with all its strength. Third, the People's Party needs time to further stabilize the northwest. Although the People's Party has vigorously absorbed people from other places in the past two or three years, causing the population in its controlled areas to increase significantly, it still cannot change the situation of vast and sparsely populated areas in the northwest. The situation of ethnic groups such as Han, Mongolia, Hui, and Tibetan in the northwest is extremely complicated. West Mengxi, Shannan, Suiyuan, and northern Shanxi are all newly occupied areas. It will take at least a few years for the People's Party to completely stabilize such a large area.

As for the escort army, although its occupation of northern Shandong posed a threat to Hebei, Pingjin, it expanded from a few counties in Yimeng to the entire province of Shandong in about a year, including Jiangsu, Anhui, Henan, Hebei and other regions, which had reached or even exceeded its limit.

Previously, the rescue and resettlement of victims in the Yellow River Flood and the people in eastern Henan made the guards in a hurry. Although some conclusions in this report are in line with reality, that is, the People's Party armed forces will not continue to expand in a certain period of time in the future and pose a fundamental threat to Hebei, Cha, Pingjin and other places, the main purpose of this report is to show that "the situation in North China is still controllable", thus achieving the goal of Sugiyama Moto and others shirking the responsibility for failure in combat. After all, the Guards Cabinet has resigned because the war against China has not achieved its expected goals in the past year and a half. Sugiyama Moto has to come up with an explanation that can be explained to all parties.

Previously, although the Japanese army won the victory in the Wuhan and Guangzhou battles, Chiang Kai-shek did not surrender, and the main force of the Japanese army still had to continue to consume on the Chinese battlefield. None of the two major goals originally expected by the Japanese top leaders had achieved!

When it was difficult to resettle this large population through land allocation, the construction of large-scale water conservancy projects through labor-for-relief is undoubtedly an effective way to rescue and stabilize the people.

When resettling people in other places, unless the resettlement area is as wide as the northwest, a small amount is OK. If the number is too large, due to different dialects and living customs, new people will definitely have conflicts with local people.

By using labor-for-relief and using semi-militarized methods to organize some young and strong people for large-scale engineering construction, the lives of construction workers themselves and their families can be settled without touching the interests of local people in the construction, and the unstable factors in the areas controlled by the guards are eliminated.

With this series of large-scale water conservancy projects as the foundation, it can solve the problem of resettlement of foreign victims and refugees in the areas controlled by the Guards in the next two or three years. If there are many foreign populations, there are still large-scale projects such as railways and highways that can be launched.

In fact, in some key areas, transportation construction must be a first step. The restoration of the Yellow River iron bridge on the Xiangjinpu Line and the erection of the Yellow River and Canal Highway Bridges must be carried out at least together with the water conservancy project in order to promptly transport relevant construction personnel and materials.
