Chapter 8: The beacon fires wildly (3)
Before the late Qing Dynasty, Myitkyina, Lashio, Nanzhang and other places in northern Myanmar were all Chinese territory. In 194 and 197, the Qing government signed two treaties involving border issues with the British. However, among them, the contents of the two treaties on the northern border of Myanmar were contradictory, which led to border disputes.
In the mid-1930s, about 70,000 square kilometers of land that was west of Gaoligong Mountain, north of the Meinkai Jiangnan section in northern Myitkyina, and the northeast of Assam's tip into Myanmar's direction and east of the Sanga line with the Sanga line still belonged to China's territory. However, on the map formulated by the Nanjing authorities, the connection between Assam and Sanga line with the words "China and Myanmar is not defined."
In fact, from the late Qing Dynasty to the Republic of China, in order to satisfy their greedy appetite for Chinese territory, the British invaded China had never stopped since northern Myanmar.
Following the border treaty reached with the Qing government in 197, in February 1900, the British army attacked the Panma on Gaoligong Mountain. However, due to the resistance of local military and civilians, the British army failed.
At the end of 910, the British army attacked Pima again and occupied the area in January of the following year.
In 913, after the British army fought with the Chinese team, they began to set up officials to manage the local area.
Later, the British achieved effective control of the northern Myanmar area in the Wild Renshan area in 1927.
In other words, before the People's Army occupied northern Myanmar, the original Chinese territory, including the northern Myitkyina region, had been actually occupied by the British! However, except for the Yunnan local government's protest notes against the British Consul General in Yunnan in 1929, the Nanjing authorities have not seen any other substantial actions to claim territorial sovereignty!
With the previous historical facts of humiliation, this time, the People's Army marched into northern Myanmar under the name of "fighting invasion and regaining lost territory" and forced the British to bow their heads. Not only did they become famous in the army, but they also greatly increased the enthusiasm of the Chinese people because of their success in the war!
Through the confirmation of the ceasefire agreement, the People's Army not only took back all the so-called "China-Myanmar undefined" areas, but also occupied all northern Myanmar areas west of this "undefined"! At the same time, it also pushed the southern boundary of the occupied area to the Taiping River line on the Irrawaddy River, which is only more than 40 kilometers away from the Ruili River. In addition, the People's Army also occupied the west of the north-south section of the Chinduan River and the vast area west of the Galadan River in southwestern Myanmar. Chen Zhiyuan's words "Nothing at a loss without losing money even with the principal and profit" are not false.
The total population of Myanmar region that the People's Army now occupies is only more than 300,000. Except for the areas controlled in the south of Myitkyina, which are convenient for transportation due to railways and highways, other areas are either the Naga Mountains or the eastern foot of the Alagan Mountains, or the dense forest uninhabited area in northern Myanmar.
For the British, it is a bit painful to exchange for a ceasefire agreement with the People's Army with a less valuable remote area, but it is worth it compared to the current situation facing Britain. Otherwise, if the People's Army Air Force blockade and the situation in India and Myanmar will deteriorate to a degree, it is not something that the big figures in Downing Street can predict, and not something they can bear.
The British didn't care much about western Myanmar and remote areas in the north, but Zhao Zhenzhong knew the strategic value of these areas in a few years. However, many people in the northwest party, government and military leaders were confused about this. In addition to Zhou Anshu, Zhou Mingyuan knew that Zhao Zhenzhong's deployment was to make advance arrangements for the Indian-Myanmar war in a few years, even generals with good overall views such as Zhang Mingrui and Yang Tianming only believed that this advance was to ensure the flanking security of the People's Army's eastern defense line in the east, or to develop towards Yunnan, and would not have thought about what happened a few years later.
To this end, at the enlarged meeting of the Northwest Party, Government and Military Conference that closed on June 29, Zhao Zhenzhong publicly said: "Some comrades who work in the government or the party do not understand that we have occupied northern Myanmar and are so remote in western Myanmar, and think that it is not worth it. Some comrades in the army are unable to understand that we have reached a ceasefire agreement with the British now, and believe that we should continue to advance to the rich areas of central and southern Myanmar. Both of these ideas are not based on the long-term interests of our country and nation, especially from the reality of our northwest.
Regarding territorial sovereignty, for our People's Party and the People's Army, we must take back whatever has been lost due to unequal treaties in modern times! Territorial sovereignty cannot be measured by real interests. There is no question of whether it is worth it or not. There is only a question of our choice of time to recover! This should also be the most basic position of our party, government and military!
As for the comrades in the army, it is understandable, but in the future, we will not encourage them in India and Myanmar. The fundamental purpose of our march into Shannan is to open up a sea channel for the northwest to seize the sea outlet, and to obtain external resources to support the construction of the northwest, and not to fight a full-scale war with the British now! This must be kept in mind!
Since the British took the initiative to seek peace and were willing to lift the blockade with us so that we could enable the sea access in advance, why do we continue to fight? Is it just a war for war? It is important to know that war is not the end, it is just a means for us to achieve strategic goals!"
Although the senior leaders of the Northwest Party, government and military present, including Tian Yunyi, Zhang Mingrui, Yang Tianming and others, had previously communicated with Zhao Zhenzhong on related issues, they were still very touched after listening to it. After all, Zhao Zhenzhong had never spoken so harshly.
Everyone was thinking, and Zhao Zhenzhong continued to whine: "In the party, government and military, some comrades think that we can compete with this old empire because we defeated the British twice. This kind of arrogant idea is extremely harmful!
What the British now master is not just India, Myanmar and the British Isles, as well as Canada, Australia, Singapore, Hong Kong and other regions. Once the British are working hard to spend money with our northwest, I can tell you clearly that our existing production capacity cannot compete with them. The British need time to stabilize the situation they face, and we need time to accelerate development.
What's more, in addition to the British, we are surrounded by hostile forces such as the Soviet Union, Mongolia, and Nanjing, as well as the increasingly invading Japanese forces invading China. In terms of security, we are still facing great pressure. We must not rest assured and must always be alert!
As for northern Myanmar, it is indeed very remote now. But since we can create a situation in the originally remote northwest and have the convenience of going out to sea, we will definitely build the vast area of Shannan, including northern Myanmar, better and faster!"
Due to the two victories in Shannan and the signing of the ceasefire agreement, there was a blind optimistic and impetuous mood among the party, government and military in the northwest, and even a little arrogant. It was obvious that the full-scale war between the Japanese was about to break out. If this bad atmosphere develops and brings it to the future Sino-Japanese battlefield, the consequences will be difficult to predict. Zhao Zhenzhong must resolutely fight this bad atmosphere.
After some warnings, the bad habit that began to grow since the invading Soviet army and the recovery of Mengxi, and expanded due to the continuous victory of Shannan, faded like a balloon pierced by a needle. The original loose heartstrings tensed again. Perhaps some people still have luck, but that is already an individual and has nothing to do with the overall situation.
First, the military meeting from the 22nd to the 24th, followed by the enlarged party, government and military meeting from the 25th to the 29th. The northwest spent the day before and after, making adjustments and deployments in various aspects to prepare for the upcoming Sino-Japanese War in advance.
These two meetings have clarified and further deepened the results of the military and political adjustments since April this year. If we talk about them further, the adjustment has actually started when the provincial administrative divisions of the northwest in autumn and winter were determined last year.
From the end of November to the beginning of December last year, the northwest re-established the relevant local government system under the original region and bureau, and established a management system for provinces, districts, counties, townships and villages. The regime structure became more perfect. Under the framework of the Northwest People's Government, five provinces including Xinjiang, Qinghai, Gansu, Ningxia, Tibet were established, with Gong Daoming, Dai Chengwei, Ma Guangren, He Changsheng, and Gao Taichang as chairmen of each province, responsible for government affairs.
In addition, the northwest also established two provincial special administrative regions in Shanxi and Shaanxi. Among them, the Shanxi and Shaanxi Special Administrative Region includes nine counties in northwest Shanxi and a vast area north of Yanhe, Shaanxi, and was governed by Wu Mingshan; the Guanwei Special Administrative Region is the official title of the Northwest Government for the Mengxi region, which is based on the story of the Mengxi region in Tang Dynasty, and this area is governed by Wang Yuancheng.
At the just-concluded enlarged meeting of the Party, Government and Military in the Northwest, Zhao Zhenzhong announced that Lin Chenglou, the Standing Executive Committee of the People's Party Central Committee, who returned to the northwest from the Yimeng base, would serve as the chairman of the "Shannan Comprehensive Construction Management Committee". With the cooperation of the Shannan People's Army, he would be fully responsible for all construction and development matters in Assam, Chittagong, northwest Myanmar and other regions.
The People's Party is only responsible for the Central Committee members in the domestic provinces and regions, but in Shannan, one of Lin Chenglou's seven standing committee members is responsible. The importance Zhao Zhenzhong and others attach to Shannan can be seen.
Lin Chenglou was originally named Liu Chenglin, and was one of Zhao Zhenzhong's "senior nephews". Although he did not participate in the Guards and People's Army, Lin Chenglou participated in the development and early construction of the Dazhushan and Yimeng base. Before September 18th, Lin Chenglou worked hard in Shenyang and other places to implement Zhao Zhenzhong's "Dayou" plan. Later, he participated in the management of the construction of the Tongpu Railway, and in the early 1935, he "communicated" with Zhou Mingyuan and others to Yimeng, responsible for various government affairs and related construction in the base area.
At the Second Congress of the People's Party and the Central Committee in September last year, Lin Chenglou was elected as a member of the Central Committee, executive member, and executive member. It can be said that there is no problem in the head of Lin Chenglou, whether it is qualifications or ability.
On the 30th of the month, Zhao Zhenzhong convened Lin Chenglou, Yu Zhenshan, Hong Fei, Zhang Chong, Cheng Kaishan and other members of the Shannan Comprehensive Construction Management Committee for a discussion, accompanied by Zhou Mingyuan and Tian Yunyi.
This "Shannan Comprehensive Construction Committee" is not just Lin Chenglou and others, but also Chen Zhiyuan, Cheng Weiyuan, Fang Haitao, Li Wenyong and others who are still in Shannan. With the development and advancement of subsequent construction work, more personnel will join.
"The things on Shannan are up to everyone." After everyone sat down, Zhao Zhenzhong said earnestly, "Shannan has rich resources and convenient ports and railways. The central government's requirement for you is: in about five years, Shannan will be built into a large-scale combat readiness base that can promote both industry and agriculture, connect internally and externally, and can provide important support for the development of our domestic undertakings!"
Zhao Zhenzhong's request made Lin Chenglou and others feel heavy on their shoulders. Although Lin Chenglou, Zhang Chong, Cheng Kaishan and others have not been to Shannan, they have carefully learned about the situation there from Yu Zhenshan, Hong Fei and others. Although the oil fields, ports and railways left by the British can still be used or produced after repair, there is not much labor available in the huge area of Shannan and there is not enough manpower to support it. Even if the resources are abundant, it is impossible to achieve the goals Zhao Zhenzhong mentioned.
It seems that seeing the concerns of Lin Chenglou and others, Zhao Zhenzhong continued: "In order to support the relevant construction, by the end of this year, the central government will draw 4 million laborers from the victims to the northwest to Shannan. More than 600,000 people from this group of Qinghai-Tibet Construction Corps have now arrived in the Jiangzi area in southern Tibet. In more than half a month, they will enter the northern bank of the Bumalaputra River in southern Shannan. By the beginning of spring next year, no less than two million laborers will go to Shannan. This population of about 6 million should be enough for early construction."
"Sir, will it not affect the construction of the northwest?" Lin Chenglou knew that the population in the northwest was tight. Although the total population has reached more than 3.2 million by taking in and rescuing disaster victims over the years, this number is not as large as that of Shandong Province, and it is even less than that of the large area in the northwest.
"It won't affect it." Zhao Zhenzhong said with confidence, "In addition to the first batch of Qinghai-Tibet Construction Corps and the 1.2 million people thereafter, the laborers who go to Shannan will be drawn from the victims or refugees accepted by the northwest in the second half of the year."
Although he was wondering how Zhao Zhenzhong was so sure that the northwest would accept millions of disaster victims and refugees in the second half of the year, Lin Chenglou knew that his "uncle" was really amazing, so he didn't ask more questions now.
In fact, Zhao Zhenzhong was both happy and worried about the significant losses caused to the indigenous population of Shannan that have not yet subsided.
In the long run, there is a large gap in the local population in Assam and Chittagong, which will help the northwest immigrate there in the future. By changing the population structure there, the area will be connected to the northwest into a whole and finally included in the Chinese territory.
From the current point of view, the population required for the construction and development of Shannan has made Zhao Zhenzhong difficult. Although there are still more than 3 million people in Assam and Chittagong areas that survived the epidemic, most of these people have symptoms of one or another. It would be good if they can not pull the People's Army's back in the next one or two years, and they are basically not expected. Moreover, the areas occupied by the People's Army in the west and north of Myanmar are located in remote areas, with many mountains and dense forests, and the total population is only more than 300,000, which cannot withstand major issues. To ensure the normal development of various industries and agriculture in Shannan, at least millions or even tens of millions of labor force is needed. In order to solve this problem, Zhao Zhenzhong has been working hard.
Sichuan was still seriously affected in 37 years and half a year, and many victims were still connected to the northwest through Liu Xiang. However, after entering the summer, there were several consecutive rains in Sichuan, and the disaster was greatly alleviated. Although the People's Party's policies are indeed attractive, since there is a way out in their hometown, for most ordinary people, not many people are willing to leave their hometowns to go to the northwest.
In half a year, Yan Xishan fulfilled his previous promise and supported more than 00,000 young and strong victims recruited from Henan, Hebei, Chahar and other provinces in the northwest. However, after accepting Zhao Zhenzhong's suggestion, Yan Xishan built a large-scale construction in the southwest of Shanxi in the name of "strengthening provincial defense and strictly preventing the Communist Party" to build a future anti-Japanese base. The young and strong victims recruited were used more by Yan Xishan for the construction of the base, and there was no more manpower to provide to the northwest.
Although there are many scattered disaster victims coming in nearby Shaanxi, Suiyuan and other provinces, the small batch of population movement is too uncertain and the number is not large, so it is difficult to rely on.
Finally, in addition to the 600,000 people added to the Qinghai-Tibet Construction Corps, Zhao Zhenzhong also concentrated the 00,000 people provided by Yan Xishan and about 1.2 million victims from Sichuan, Shaanxi, Suiyuan and other places to Qinghai to prepare for the second half of the year.
Of course, the reason why Zhao Zhenzhong was confident that the number of refugees entering the northwest would increase in the second half of the year was because of the Sino-Japanese War that was about to break out later.
"Do you have any specific instructions on the development and construction of Shannan? We will be able to distinguish between priorities at that time." Lin Chenglou asked.
"Okay, I'll talk about it first." Zhao Zhenzhong nodded in agreement, "The relevant information will be sent to you later, and you will take a closer look at it."
Zhao Zhenzhong has made comprehensive considerations about the development and construction of Shannan.
The coal and oil reserves in Assam are both 1 billion tons, and the annual tea production in the area is also worth hundreds of thousands of tons, and it contains a large amount of limestone, granite and other urgently needed building materials. This area will become a natural petrochemical, building materials and tea base in Shannan. Of course, the Assam region on both sides of the Bumalaputra River is also an important grain-producing area.
Pagan in northern Myanmar not only contains rich jade and jade, but also a high-grade iron ore with a storage capacity of more than 200 million tons, which is an indispensable resource for the development of heavy industrial construction in Shannan. Although there are millions of tons of coal reserves in Momao area in northern Myanmar, considering that the area may suffer from war in the future and the resources of open-pit coal mines in the Assam area are richer, Zhao Zhenzhong decided to build an iron and metallurgical base in the Dimapur area of the Assam area railway line to transport Pagan's iron ore there for smelting and processing. Of course, to achieve this goal, it is necessary to build a channel that goes west from Pagan and crosses the Qindun River to the area, reaching more than 200 kilometers. If it extends to Myitkyina, it will be added to more than 100 kilometers.
In addition, in order to provide material supplies to the People's Army currently stationed in Myitkydin and connect Myitkydin and Assam, and also provide convenience for the future domestic war of resistance, it is also necessary to open a material channel from northeast Assam to Myitkydin and extend to the frontier of the People's Army-controlled area - the Taiping River.
Although the road to Myanmar from northeast Assam is opened to the valley in the direction of Myanmar, which will be closer along the Mailikai River to Myanmar, it is only about 300 kilometers. Later Myanmar did open a road from Myanmar to the northern part of Grape, but northern Myanmar is now a rare wild man mountain forest. It is too difficult to open a railway. Zhao Zhenzhong still chose the same direction as the original China-Indian highway in history to build the road. Of course, the route that Zhao Zhenzhong now determined is much straighter than the original China-Indian highway, and the distance is much shorter.
The historical Sino-Indian highway is 500 kilometers from Redo to Myitkyina, India. The "Momidi" channel planned by Zhao Zhenzhong now from Momao to Digboy in the Assam region is wider than that of the Milei channel, but the total length is less than 500 kilometers, of which only about 400 kilometers from Myitkyina to Digboy.
Considering the future transportation of iron ore and other materials, Zhao Zhenzhong demanded that the two channels leading from northern Myanmar to Assam region be built into heavy-duty railways, and Myitkyina is used as the intersection of the two lines. For rivers such as Taiping River, Qindun River, river transportation will be sorted out, and connected with the railways to be built in northern Myanmar to improve material transportation capacity and strengthen the People's Army's effective control over the occupied areas.
The construction of Assam and northern Myanmar is very important, and the Chittagong area is not neglected. Although the Chittagong area does not have important industrial resources like Assam and northern Myanmar, there are excellent ports in this area. It is an important channel for using foreign resources to accelerate the construction of Shannan and provide material support for the northwest. Through the port, Shannan can obtain sufficient food from Myanmar and other places, obtain important materials such as steel, copper, and aluminum from Huamei's bases in the Philippines, Australia and other places, and also obtain sufficient rubber resources from Lanfang and Malaysia. In addition, the many mechanical equipment produced by Huamei in the United States and Australia can also enter Shannan and the northwest of the mainland through ports.
Moreover, the mountains in northeastern Chittagong and southern Assam, as well as the southern part of the Chinton River in Myanmar controlled by the People's Army, the Galadan River Basin and other places, have suitable climates and can be planted with rubber.
Although rubber trees are mainly distributed within 10 degrees north and south latitudes, they can be found in Yingjiang County, Yunnan, which is located within 24 degrees to 25 degrees north latitudes, but rubber trees have been introduced since the late Qing Dynasty. In addition, rubber trees are also planted in the Assam Tripura Tuwangbang area. The rubber production in Myanmar in later generations is not low. If the Tropic of Cancer is a suitable area for rubber tree growth, then a large area of places suitable for rubber trees can be found in the Shannan area of the People's Army.
Zhao Zhenzhong naturally would not let go of the opportunity to achieve self-production of rubber. Even if it starts planting now, you can still gain in 5 or 6 years. Previously, Huamei had opened rubber plantations in the Philippines and Dutch India to absorb domestic victims. Now, it is completely fine to let the People's Party members who have returned from Nanyang resume their old business in Shannan.
In addition to the current slight shortage in population, Shannan has all the resources that are crucial to the development of a force! Moreover, with the oil processing and smelting equipment, port equipment, railways, highways and other infrastructure left by the British, Shannan's start is much better than everything from scratch that was staggering in the northwest back then!
All resources and conditions are met, and Zhao Zhenzhong has also considered the development ideas.
Since the British relaxed the blockade of coastal areas such as Chittagong, Shannan could rely entirely on external imports in the early stage of development, obtain resources and equipment from Nanyang, the United States, Australia and other places, and quickly establish a complete set of industrial systems. While using foreign resources for production and construction, Shannan should also rebuild and transform railways and road transportation as soon as possible, organically link Assam, Chittagong and Myanmar occupied areas into a whole, and connect them with the mainland through the Qinghai-Tibet Highway extending to the east of Asia.
In the industrial construction of Chittagong area, the focus is on the development of shipbuilding, especially naval ships that conform to the future development direction of naval warfare, laying a solid foundation for the development of the People's Army Navy.
In addition, in the area of Cox Bazar, we must take advantage of the natural advantages there to build a super-large comprehensive naval base and open a special naval academy. This place will not only be the growth and growth of the People's Army Navy, Piao Tianwen, but will also be the first base of the future Indian Ocean Fleet. Under the radiation of this large naval base, military terminals will also be built in Chittagong and Achabu Ports.
Considering the future wars in Myanmar and the petrochemical advantages that Assam has, Zhao Zhenzhong decided to build a large military factory in the Gaohati area deep in the Shannan control area and located in the railway line to provide military supplies to the People's Army, Navy and Air Force stationed in Shannan. In the defense construction, in addition to the western Shannan and the central region maintaining the original defense line unchanged, the eastern defense line will advance to the Taiping River-Gangao Mountain-Dangdonglong Mountain in northern Myanmar, and the west bank of the Chinduan River in western Myanmar. In the next few years, the corresponding permanent fortifications will be built based on the mountain and river geographical advantages.
...
After listening to Zhao Zhenzhong's plan for the construction of Shannan, Lin Chenglou and others were shocked. This was no longer just the so-called instructions, but a whole blueprint for the construction and development of Shannan! Only then did Lin Chenglou and others have a clear understanding of Zhao Zhenzhong's previous layout intention in Shannan. Everyone was immersed in their understanding and thinking about this blueprint.
"I have been to Shannan for several months, but I never thought that I could develop and build like this." After a moment, Yu Zhenshan broke his silence with a wry smile, "It seems that it will be impossible not to study more. Sir, after Shannan settles down, I want to come back to university to learn something."
If a military commander cannot understand the combat intention well through the tasks assigned by the level, even if he completes the task, in most cases it will be mechanically executed, and it will be difficult to adapt to it once an emergency occurs. Those famous generals who can stand on their own in ancient and modern times, both at home and abroad, all have the excellent ability to judge the situation and achieve power and change. On the contrary, those who do not have talents but have entered the position of generals based on the appreciation of senior or high-ranking people have only the fate of being eliminated in the face of the test of a real war. This can be seen from the fact that some Soviet generals were demoted and dismissed after the outbreak of the Soviet-German War in history.
Although Zhenshan didn't understand these, he knew that he should learn more. At least, he had never understood Zhao Zhenzhong's true intention for the People's Army's combat operations in northern Myanmar. Yu Zhenshan was worried that he would not only be far behind by former peers such as Zhang Mingrui, Yang Tianming, Chen Zhiyuan, etc., but also be overtaken by Cheng Weiyuan and other latecomers. Soldiers all said to be competitive. If they are really willing to be mediocre, it has shown to a certain extent that this person is no longer suitable for being a soldier. Yu Zhenshan has always wanted to be a good soldier.
In the more than two years since its establishment, the Military and Political University has trained a large number of backbone forces for the People's Army and the government. Even Gu Haichuan, Zhang Gongyuan, Jiang Yishan and others in the Yimeng base have studied systematically for two years. In April this year, Liu Jifeng, Xu Chaoyuan, Chen Hailan and others who returned to the northwest of Yimeng also entered the university to study. Lin Chenglou originally graduated from Qingdao University and has undergone many training. He has no problem in all aspects and does not need to go back.
For the heads of the Northwest columns, due to heavy combat tasks, they basically led troops. Except for the three columns that were finally established, most of them had not received systematic training. This also became a regret for Yu Zhenshan and others.
"Zhenshan is seeking progress, it is a good thing. I agree." Zhao Zhenzhong smiled, "Zhenshan has also seen this time in Shannan that the war ending brought by combining new equipment with new combat concepts and combat methods beyond the imagination of most people. In the future, the main leaders of each unit will also go to universities or professional schools for systematic study and gradually expand to battalions, companies, and platoons. Without strengthening learning, the British today may become our tomorrow."
Because Zhang Chong and other non-military personnel are here, Zhao Zhenzhong has not said much about the military affairs at the moment.
"Sir, it is not enough to rely solely on a construction team composed of disaster victims for such a large scale. The machinery and equipment and vehicles transported from overseas cannot be operated without enough professional personnel. The vast majority of disaster victims do not have this ability." Zhang Chong thought that he wanted to take a group of disaster victims to rebuild, and building a new railway of more than 3,000 kilometers was a big deal.
"This is indeed a problem. However, there are not many equipment shipped overseas and are operated by personnel returning overseas. The early construction has little impact." Zhao Zhenzhong said thinking, "My opinion is to draw some backbones from the overseas returnees to form technical schools to train talents for subsequent large-scale construction. In addition, in a few months, the Qinghai-Tibet Line will be connected to Asia East, and 12 engineering corpses will be transferred to the Shannan Comprehensive Construction Committee together. With these backbones, the problem should not be too big."
During the previous process of building the railway, Zhang Chong had worked with the Engineering Corps under the People's Army Logistics Department many times, knowing that most of the officers and soldiers of the Engineering Corps could operate construction machinery transported overseas to the northwest. At this time, I was very relieved to hear Zhao Zhenzhong say this.
"Sir, do we also follow the standards of the Shannan Highway construction according to the standards of the Qinghai-Tibet Highway? Leave conditions for laying asphalt?" Cheng Kaishan asked.
"It is not reserved, but directly build asphalt roads." Zhao Zhenzhong explained, "Shannan has abundant rainfall. If it is a dirt or gravel road, the road area will be muddy after water, which seriously affects traffic. Since the production of Shannan oil fields is not low and there is enough asphalt, we will directly build asphalt roads! The specific construction standards will be given to you before going to Shannan."
As long as the drainage project is done well, you don’t have to worry about the asphalt roads being muddy. Moreover, Shannan is warm enough in winter, without any troubles of ice and snow. Direct asphalt roads can greatly improve driving speed and improve road utilization efficiency.
"Is there any problem with Chenglou?" Seeing Lin Chenglou keep silent, Zhao Zhen pointed at the middle and said.
"No problem!" Lin Chenglou laughed, "Mr.'s layout arrangement is equivalent to setting up a carriage and helping us. We promise to take about five years to turn Mr.'s grand blueprint into reality!"
Chapter completed!
