...

In Suiyuan, except for the Hetao area, most other places are deserts with a cold and dry climate. In addition, the development and construction of this era were seriously backward, which can be regarded as a barren land in the Republic of China era.

Since 1919, floods and droughts have occurred frequently in Suiyuan, and the people's lives have been extremely hard. But what pushed the people of Suiyuan to the brink of death was the three consecutive years of severe droughts that began in 1928.

Regarding the drought in Suiyuan in 1928, the "Republic of China Daily" once described in a report on July 8 of that year: "Since spring and summer, the rain has not yet fallen, the wheat has not been harvested, the autumn crops have not been planted, and there are no green grasses in the naked land for thousands of miles." In the reports of the "Ta Kung Pao" in July and September of that year, it said that "the households in Guyang, Wuchuan, Qinghe and Baoxi counties... have been displaced more than half, and the two hungry eagles gathered in Suiyuan and Baotou, which have increased for several days." "Quansui is already in a place where food is cut off." In hunger, the people even picked up grass seeds from cattle and horse manure and entered their stomachs.

There are 17 counties affected by the disaster in Suiyuan, roughly counting the population of Han and Mongolia is more than 2.4 million. During the severe drought that spread throughout Suiyuan in 1928, there were more than 1,498,000 victims, accounting for more than 62% of the total population.

Under the disaster, bandits were still responsible for the disaster. The horse bandits and bandits in Hetao and Daqingshan area not only controlled the places where materials were transferred, such as Baotou and the Yellow River mouth, and plundered by robbery, but also gathered people to besiege Wuyuan and Linhe counties, and robbed tens of thousands of stones of grain. Due to the rampant bandits, the food could not be transferred from other places to the disaster area, and the situation of the victims was even more miserable.

She Tai and Dongsheng counties are hundreds of miles in a radius, and the population is cut off. When people fleeing famines in the distance pass through the two counties, they are mostly starved to death because they have no way to find food. It is common for men, women, young and old to die with ropes and belts, or more than ten people in the family to commit suicide on the same day. More than 20,000 people in Guyang County escaped seven or eight out of ten. Sarazi and Tokto counties are prosperous areas, but food is difficult to find under natural disasters, and cattle used for foot strength when they are hungry.

Horses and camels were also exhausted. Some people were infected with the disease due to digging and eating field mice, cats, and dogs. Some people were sick due to eating alfalfa and thorns. Some people died due to eating bark and grass roots. About 50,000 people fled to Gansu and Outer Mongolia. Baotou is an important town in Suixi, with convenient transportation and disaster victims gathered. Many young women sold their bodies to survive and were carried out by train. There were no less than hundreds of people every day. The crying sounded and the ground was terrible.

After 28 years of severe drought, Suiyuan suffered consecutive earthquakes, droughts, mountain torrents, wind and frost in 29 years. The disaster was so severe that it ranked first among the provinces in North China.

In January 1929, two strong earthquakes occurred in the western part of Guisui. Bikeqi and Guisui areas suffered serious losses and the Pingsui Railway was interrupted. However, the drought that began in 28 years was still developing. In hunger, the victims tried every means to survive. Some people dug rat holes and seized food from rats to eat, which caused the plague. A grass growing on the saline-alkali land in the Hetao area was called 白 onion. The seeds were poisonous and would cause swelling after eating them. However, even this toxic grass seed was raised to 8 cents per bucket by the hungry people.

The consequences of the drought have not yet ended. At the turn of summer and autumn in 29, Suiyuan suffered another severe flood. More than 700 hectares of green seedlings were flooded in Baotou alone, nearly 800 hectares of high-quality fields were silted, and more than 7,000 houses were lost. In addition, all villages in the southeast of Saraqi County were flooded, and Guisui, Tokto, Liangcheng, Xinghe, Wuchuan, Taolin and other counties were flooded.

Before the flood, the frost disaster came again. On August 25 and 26, various routes in northeast Suiyuan suffered early frost, causing serious losses in autumn grain. Among them, the worst affected counties were Guyang, Wuchuan, Taolin, Xinghe, Jining and other counties. Jining passed through the underworld to Guisui line, and was also flooded and frost, and the losses were the most severe. In December 1929, the "Current Affairs Monthly" had a rough statistics on the losses caused by this frost disaster: "The autumn crops planted in Wuchuan, Taolin, and Guyang were completely frozen and withered.

The particles were not harvested, and the disaster score was calculated at 600. The fields and wheat in Fengzhen, Liangcheng, Dongsheng, and Dashe Tai counties were half frozen to death at the same time. The disaster score was calculated at 500. Guisui, Tokto, Sarachi, Qingshuihe and other counties were also frozen in four out of ten. Jining had many mountainous fields, and the freezing situation was especially serious than other counties. When the drought had passed and the flood had not been completed, and the frost disaster was followed, not only did there be no hope of harvest in summer, but the buckwheat, squid and wheat planted in Akita also withered."

Regarding the harsh 29-year Suiyuan disaster, the "Current Affairs Monthly" published a description in November of that year: "The people's livelihoods here have reached the end of the country. The population of Suizhou Province is about 2.5 million, and now the victims have reached 1.9 million, accounting for 80%. ... Even adults eat children, living people eat dead bodies, and bark and grass roots. It is not surprising in Suizhou Province. Former central government dispatched personnel and missionaries from various countries have investigated one after another, and recognized that the province's disaster situation is so serious that it is actually the first in North China."

With the years of natural disasters and man-made disasters, the disaster victims have struggled to survive. The trend of human trafficking in Suiyuan is growing day by day, causing the population structure of Suiyuan to be seriously unbalanced. The investigation by the Suiyuan Red Cross Society stated: "All indigenous disaster victims have not been able to go far away and have to endure the pain, sell their wives and daughters, and try to survive... It is estimated that there are as many as 100,000 people in the province, and they are all there to see. It is legitimate to marry the counties in northern Shanxi. Later, a large number of human traffickers were sold and profited. Some even sold their wives as capital and brought them to the traffickers. Women from mainland China, who are a little rich, can be sold.

If you get 300 yuan to 100 yuan, the only one hundred yuan you buy in the disaster area is enough. In addition, those who have the so-called human teeth are controlled by the inside, and the family who sells the people only get dozens of yuan. They also buy a woman, with one or two young girls, some resell her daughter, and some resell her daughter, and some resell her daughter, and some resell her daughter, and those who get her daughter for nothing. Among them, thirteen or four-year-old young girls will be resold and then join the house after buying it. These weak female compatriots are innocently damaged and insulted, which is the saddest thing in the world. Now, the population survey of the province is 90% of the men and one-tenth of women, and the population will be reproducible in the future, which will be a major impact."

The consequences of the 29-year disaster are still continuing, and 30-year disasters are coming one after another. On January 9, the Ta Kung Pao published "Suiyuan Communications" saying that due to the extremely cold weather, more than 15,000 people died of cold and hunger in 17 counties in Suiyuan within a few days.

In a few days, so many people were frozen to death. Although the weather was cold, there were other reasons. First, after years of wasteland, the food had already been exhausted, and the victims could use grass roots in their stomachs and fill their barks became a luxury, and their body's resistance to severe cold was almost zero; second, after famine, survival became a problem, so they were unable to buy cotton coats. Most victims lay a few broken sheepskin and lie down with red bodies, not enough clothes and bedding to keep the cold; third, the freight fee on Pingsui Road was too heavy, the coal price increased, and the victims could not afford coal, and lacked other heating fuel.

...

After Li Yuntianyu introduced the disaster in Suiyuan with a desolate way, he said: "Uncle Master, we have taken in orphans in Shandong over the years and rescued victims, but I never thought that the disaster in Suiyuan would be so severe. It is not an exaggeration to describe it as hell on earth."

After hearing this, Zhao Zhenzhong felt like a heavy rock was pressed into his heart, and Zhu Qinglan also looked solemn.

"I saw the bark of the tree along the way and the adobe houses in many villages collapsed. But I didn't expect the disaster to be more serious than I thought. Then the Suiyuan authorities didn't care at all?" Zhao Zhenzhong asked in a deep voice.

"I don't know what Chairman Li in Suiyuan is doing. However, in the past two days, I have seen with my own eyes that in several disaster-stricken counties along the way, police and soldiers, human traffickers and usury, have joined forces to make a fortune in refugees. And I found that some counties are not without food, but the food is controlled by the powerful and powerful people, taking advantage of this disaster to squeeze out more benefits." Li Yuntian said angrily, "Look at the victims who have frozen to death from the twelfth lunar month to now, and then look at the officials' food and drink as usual. I really understand what it means to be 'the rich and the meat smells smelly, and the road is frozen to death'."

"Oh... Yan Xishan, Yan Xishan, aren't he worried that this will make people lose all their hearts?" Zhu Qinglan shook his head in disappointment and said nothing more.

"Mr. Zhu, I'm afraid China can't find a second person like you who are not tempted by high officials and are committed to helping the victims. In the eyes of those big names, ordinary people are just a bargaining factor for their own rights and interests. The people in power are clamoring for democracy, but how many people are willing to really let the people be the masters of their own country? Not to mention anything else, just say that when the domestic disaster was serious last year, the Nanjing government, the Guangxi clan, Feng Yuxiang, Tang Shengzhi and others were busy fighting and killing them. Has anyone ever considered the interests of the people?" Zhao Zhenzhong sighed, "No wonder Brother Situ and others could not trust the people in the government."

Disasters are linked to politics. The ability of a regime to prevent and resilient disasters is an important symbol of its ability to govern the country. The National Government disregards the victims on the brink of death, but fights to death for the sake of power struggle between factions, aggravates the fact that the national famine is frightened and awakens from its fantasy. These people who have a clear understanding of the National Government include not only some people in the country, but also some international people.

Edgar Snow, an American journalist who entered the disaster area in Suiyuan in 1929, admitted that "...In northwest China, I witnessed thousands of children die of famine. This famine eventually claimed more than five million lives. This is an awakening point in my life..."

What surprised Snow was not just the disaster, but the things behind the disaster he saw in Suiyuan: "All this is not enough to be surprising. What is surprising is that in many such cities, there are still some rich people, merchants who hoard rice, loan sharks and landlords, who are protected by armed guards and make a fortune. What is surprising is that in these cities, officials are still dancing and playing cards with singing girls."

"We are all descendants of China. We will do our best to save in this troubled times." Zhu Qinglan patted Zhao Zhenzhong's shoulder, "Don't forget your original intention and original intention because of a momentary anger."

"I understand." Zhao Zhenzhong smiled bitterly, "I'm afraid I'll have to entrust Mr. Zhu to the specific rescue of the victims in Suiyuan. There are also many victims in Shandong, and they also have to build a wharf in Tianjin, organize the transportation of food and disaster relief materials, and be busy with the establishment of an industry. I may not be able to stay in Suiyuan for how long."

"Don't worry, Mr. Zhao, with me and all my colleagues from the North China Charity Federation, I will definitely do a good job in helping the victims. However, Mr. Zhao must also transport food and other materials as soon as possible. If you can arrive one day earlier, you can save more lives." Zhu Qinglan said solemnly.

"No problem, I will hurry up." Zhao Zhenzhong answered and asked Li Yuntian again: "How many orphans under the age of 12 have been taken in these days?"

Li Yuntian shook his head and sighed: "I haven't seen any orphans in the past two days. With such disasters, it's difficult for orphans to survive. Sometimes they even become food in the mouths of others."

Zhao Zhenzhong stood silent for a moment.

"Mr. Zhao, don't be too sad," Zhu Qinglan comforted, "This way, our North China Charity Federation will help you pay attention. If there are young orphans, please take them in first and notify you to take them away."

Zhao Zhenzhong thought that he could not stay in Suiyuan for too long, so he nodded and agreed: "Then I'll trouble Mr. Zhu and the gentlemen of the Charity Federation." Then, he took out a check from a close-fitting pocket and handed it to Zhu Qinglan: "There must be a lot of money here. Mr. Zhu accepted the check for 40,000 US dollars first, so that it can be used to take in orphans and rescue the victims."

After taking the check, Zhu Qinglan said, "Don't worry, Mr. Zhao, I promise that every penny will be used on the victims."

"There are many disaster victims in China, but there is only one person like Mr. Zhu." Zhao Zhenzhong said seriously, "In my opinion, it is more important for Mr. Zhu to take care of him. With you, the disaster victims will have more hope."

"Haha, it's not as exaggerated as you said." Zhu Qinglan smiled discontently, "Don't worry, I'm fine with my health."
