In December 1883, Huang Sande joined the Hongmen Zhigongtang, the largest community among overseas Chinese in the United States. This was two years earlier than Situ Meitang joined Zhigongtang.
Perhaps due to the influence of his own experience after arriving in the United States a few years ago, Huang Sande believed that foreigners needed more powerful strength to protect them. Due to the repeated fundraising for Sun Yat-sen, Huang Sande and the Tongmenghui became closer and closer. In June 1911, Sun Yat-sen launched the establishment of the Hongmen Fundraising Bureau of the Americas (also known as the China Revolutionary Army Fundraising Bureau and the National Relief Bureau), and named Huang Sande and Li Shinan as the general supervisor, responsible for the specific preparations.
