Since the Second Zhi-Feng War in the autumn of 1924, although the Fengtian clique was the dominant one, it could not digest the vast area north of the Yangtze River that it had seized. After the Fengtian clique came to power, it was not yet full for a year, but it was abandoned by Sun Chuanfang's sudden attack on local warlords from five southeastern provinces. Then it lost Zhili because of the National Army's robbery. Even Shandong occupied by Zhang Zongchang almost changed hands. In addition, the Fengtian clique was launched around the end of 1925 and other incidents such as Guo Songling's rise to rebel against Fengtian.
As the Fengtian clique was weakened, warlords in China launched a melee for many years for their respective interests.
In the first half of 1926 alone, during the wars in northern China, the warlords were fighting between the warlords for half a year. The warlords of Zhang Zongchang, Li Jinglin's Zhilu coalition, Li Jinglin's Zhilu coalition, and the Fengtian warlords and the National Army occupying the Beijing-Tianjin area; Jin Yune, under Wu Peifu, led his troops to attack Henan and fought fiercely with Yue Weijun's troops of the Second National Army; Liu Zhenhua and the troops of the National Army Li Huchen and Yang Hucheng fought in Xi'an for nearly 8 months; Yan Xishan, the Jin army, and Wu Peifu, the troops of the Zhili army, jointly attacked the National Army of Feng Yuxiang, and so on.
In addition to the warlords' melee, Shandong alone has a riot war that lasted for three months by Zhang Zongchang's troops.
Compared with the north, there seemed to be less war in the south, but it did not stop.
Since the beginning of spring, there have been constant conflicts between the Kuomintang and the Communist Party. On March 7, someone on the streets of Guangzhou openly posted leaflets against Chiang Kai-shek; on March 12, Soviet Russian adviser Ji Shanjia opposed Chiang Kai-shek's Northern Expedition against Chiang Kai-shek's plan for the Northern Expedition, and had a fierce debate with Chiang; on March 20, Chiang Kai-shek announced temporary martial law, arrested Li Zhilong, director of the Political Department and acting director of the Navy Bureau, detained the Zhongshan ship, confiscated the firearms of the Provincial Port Strike Committee, and the firearms of the Dongshan Russian Consultant Guard. Zhou Enlai, the Officer School and Director of the Political Department of the First Army, was also under house arrest for the Zhongshan ship incident.
Subsequently, a series of intrigue activities were held between the two parties and between the Kuomintang and the Soviet Union. On May 17, the Second Plenary Session of the Executive Committee of the Kuomintang Central Committee passed the sorting of party affairs cases.
On May 20, Ye Ting's Independent Regiment was ordered to enter Hunan as a pioneer of the Northern Expedition to assist Tang Shengzhi, who was defeated by the direct warlords and supported the National Government, and opened the prelude to the Northern Expedition.
On June 5, Ye Ting's Independent Regiment conquered You County, Hunan and achieved a brilliant victory in the first battle of the Northern Expedition. On June 6, Chiang Kai-shek was appointed commander-in-chief of the Northern Expedition Army.
Just when the Northern Expedition began to advance toward victory, the top leaders of the Communist Party of China, under the influence of Soviet advisers, made voices one after another and did not approve of the Northern Expedition. On June 30, the "Guide" weekly published an article by Zhang Guotao, expressing his disapproval of the Northern Expedition; on July 7, the leader of the Communist Party of China, Chen Duxiu, published "On the Northern Expedition of the National Government" in the "Guide" weekly, and did not approve of the Northern Expedition on the grounds that the opportunity for the Northern Expedition was not yet ripe at this time.
Just when the outside world was in chaos, Zhao Zhenzhong and the guards hid in the Yimeng Mountains to develop with peace of mind.
At the end of April, the Red Gun Association riots in Wenshang and Ningyang were suppressed, and Zhang Zongchang transferred the troops of Wang Hanming, the 11th Army stationed in Linyi to the north to participate in the war against the National Army. There was not much government force around the Yimeng Mountains. In May, in Ju County, which was adjacent to the east of Yishui County, the Red Gun Association organization appeared in Zhucheng area. The guards of several counties were even more careful in the county town and were not interested in the guards appearing in the mountainous areas. In the minds of several county governors, the guards were only one, two or three hundred bandit armed, so there was no need to worry. But they didn't know that the insignificant team in their eyes was growing rapidly.
After completing the personnel selection of the training camp in April, Zhao Zhenzhong asked Zhang Mingrui to form 36 recruit companies in more than 5,400 trainees who passed the training. Each time, the recruits from 10 companies were dispatched, led by 200 veterans in the training camp, and took turns to the Yimeng Mountains outside the control area to carry out activities. In addition to eliminating the remaining bandits from all over the country and pretending to be bandits to launch crackdowns on some landlords, bullies, local tyrants, evil gentry, they were to take in orphans in the Yimeng Mountains and surrounding areas, rescue disaster victims, and bring some orphans and reliable people back to the control area.
By the end of May, another 2,800 teenagers waiting to receive training were added to the training camp.
On this day, Zhang Mingrui found Zhao Zhenzhong and put forward his own opinions: "Sir, you can't let the more than 200 veterans lead the new recruits to train. This task should be handed over to each garrison company. The training camp should only be responsible for training new recruits, and the training and training of new recruits should be handed over to each garrison company. Now there are more than 2,800 new recruits in the training camp waiting to be trained, but the veterans are still taking five new recruits from the company to train outside."
"I know this approach is a bit difficult for the training camp." Zhao Zhenzhong patted his forehead and continued: "But the garrisoned companies are cooperating with the working group to carry out grassroots construction in each village, and they will not be able to spare time to hone the new recruits for the time being."
"How about this, I will adjust: the 200 veterans in the training camp will still go back and you will lead the training of newcomers; separate the more than 5,400 new recruits who have passed the training; in addition to selecting some good seedlings from them and giving them to Yang Tianming for further training, the others will be assigned to five guards and your training camp; each company will first arrange these new recruits to cooperate with the working group to learn how to carry out rural work, and at the same time, each company can also train these new recruits in turn." Zhao Zhenzhong adjusted the current arrangement according to Zhang Mingrui's suggestion.
"Sir, will these more than 5,400 new recruits be distributed equally according to each unit?"
"First let Yang Tianming choose according to the strictest standards of our previous Rangers, but not more than 600 people; then you can choose those who are suitable for staying in the training camp to assist in training newcomers, and the number of people cannot exceed 400; the remaining 4,400 people will be distributed evenly to 5 companies, and they will lead them to training."
"Sir, if so many people go down, I'm afraid Yishan and Jifeng will not be the company, and they can almost be called teams." Zhang Mingrui quipped with a smile.
"The number of personnel is almost the same, but what about the command personnel at all levels? Among you who are leading the team now, except for Gu Haichuan from Dazhu Mountain, who has accumulated a lot of experience in leading the team because of being responsible for the operation of the entire base, the others are Zhang Mingrui, Liu Chengshan, Li Yunhai, Liu Haidong, and Yang Tianming who have the experience of leading more than one company because of training newcomers in the training camp. Jiang Yishan, Du Yishan, Liu Jifeng, Zou Degui, and Xu Chaoyuan, all five of them used to lead a company of No. 100 people, and they have never brought a battalion of troops. Now they have brought more than 1,000 people at once. It is still a question whether they can lead them well. Don't give them the team hat first, and wait for a while to see the results of leading the recruits company." Zhao Zhen has his own considerations in the center.
"I originally asked the veterans in your training camp to lead the new recruits to train, but after the training is over, they will draw backbones from each company to form 36 new companies. Then several companies will randomly combine to form a battalion, forming a total of 8 battalions, and then from battalion to regiment steadily develop from battalion to regiment. Now, it is irresponsible to let people who only lead one company to lead a regiment at once. After all, the requirements for command personnel between companies and teams are obviously different, and the combat tasks of companies and teams are even more obvious."
After listening to Zhao Zhenzhong's explanation, Zhang Mingrui realized that there was so much knowledge in it. He said in a little embarrassingly: "Sir, why don't you do it according to your previous arrangements. The more than 2,800 people in the training camp asked them to stop for a while before talking."
"Forget it, from mid-April to now, three batches of recruits have been honed. 30 connections have been subjected to a comprehensive training period of more than half a month. The remaining 6 recruits in the company will be dispersed to the garrison companies and then trained. In this way, they can basically be arranged as I originally expected."
"Sir, how are the grassroots work in each village now? Otherwise, I will send the recruits assigned to the training camp to cooperate with each working group at that time, so that they can learn more about rural work experience." Zhang Mingrui suggested.
"As long as you don't delay the training of newcomers in the training camp, you can coordinate with the working groups for other things. As for the grassroots construction in the villages, the progress is pretty good. We initially select prestigious young backbones from each village, and then select from them who have a certain level of culture, at least not illiterate, to serve as village chiefs, women's directors, security directors, accounting and other positions. We also open rural work study classes to educate the personnel selected in each village on relevant work policies and other aspects. We enable them to clarify their responsibilities and requirements and be able to carry out work in accordance with our policies and requirements."
"In this way, through the grassroots organizations in each village, we can promptly understand the various situations in the region and take countermeasures. Only then can we truly take root among the people and realize our purpose of protecting the people."
"What's the name of the grassroots organizations in each village?"
"I have now given this organization a name called 'Village Committee', referred to as 'Village Committee'. Those prestigious backbone selected from the people are village committee members, and the village chief, women's director, public security director, accountant and other positions are selected from the villagers' committee members. However, there are not many people in each village who can write calculations now, and most of them need to send personnel from the working group to temporarily act as an accountant for a period of time. It takes about a year to wait for the youth in each village to basically complete the crash course of primary school classes before they can solve the shortage of accounting."
"Then I will also select some people with good education from the staff assigned to our training camp to help the work group." Zhang Mingrui decided.
Zhao Zhenzhong nodded in agreement.
At the end of May, village committees had been initially established in more than 800 villages in the area after adjustment, covering about 80% of the villages in the control area. Originally, there were more than 1,200 villages in the control area, but many of them were natural villages formed by some people fled to the mountains to avoid the war and gathered dozens or hundreds of acquaintances. After spring plowing and spring planting, after the persuasion and mobilization of the working group, and living in the deep mountains was indeed inconvenient, many small villages with less than 100 people moved from the deep mountains to the areas arranged by the working group. In addition to establishing some new villages in suitable areas to resettle the people who moved from the deep mountains, most of the others were placed in the existing villages nearby. After adjustment, the total number of villages in the controlled area was about 1,000.
Through a series of measures, the guards not only stood firm in the Yimeng Mountains, but also swept away all kinds of reactionary and corrupt forces and ignorant styles in the control area, bringing new hope to the people here and forming a vigorous and upward new atmosphere.
