Section 68 Intelligence

In the following days, Zhuang Jihua was looking at the documents. These documents included orders from the Guangzhou Marshal's Office, situation reports and telegrams. Chiang Kai-shek usually only ordered Yu Jishi to do anything, and went out to inspect the troops, and only took Yu Jishi to attend the rally. Yu Jishi always "envied" his "leisure" every time he saw Zhuang Jihua, and finally he simply called himself the chief supervisor of the Great Inner. Zhuang Jihua also knew Yu Jishi's thoughts. After Yu Jishi graduated, he came to Chiang Kai-shek's side, but he wanted to go out to the army to lead the troops, but Chiang Kai-shek just refused to let him go.

Many people in the school headquarters also felt strange. They thought that after Zhuang Jihua was promoted to the principal and adjutant, they would always follow Chiang Kai-shek, or go to various places to "publicize the imperial edict" as an "instruction officer". The adjutants and secretary around the big shots were all very honorable positions.

After a comprehensive analysis of these documents, Zhuang Jihua wrote two analysis reports: "Dynamic Analysis of the Gui Army", "Analysis of the Situation in Guangzhou and Guangdong"; and two suggestions: "Proposal to Establish a Military Intelligence Office" and "Suggestions on Expanding the Work of the General Staff". Zhuang Jihua spent a lot of effort on the latter two suggestions.

The Huangpu School Army has no intelligence department now. Zhuang Jihua can write these two analysis reports because the current warlords are not scruples in doing things. Yang Ximin not only publicly sent a telegram to support Tang Jiyao, but also blatantly mobilized military mobilizations, and did not take the Grand Marshal's Mansion seriously at all. There are public reports in the newspapers. The same action is also the Fang Benren, a native of Zhou Yin, Fujian, and Sun Chuanfang from Zhejiang.

Many of the basis of Zhuang Jihua's analysis report came from newspapers, which made him feel a little unsure. He was anxious to feel the lack of accurate intelligence and distress. Not only the Gui army, but also the military and political information of the surrounding provinces. This reminded him of the CIA in the United States and the KGB in the Soviet Union in his previous life. If he started to establish an intelligence unit now, it would undoubtedly be of great help to the future Northern Expedition, and in the long run, the war of resistance will also be helpful.

In his suggestion, Zhuang Jihua explained the functions and organization of the Military Intelligence Service in detail. For this reason, he also specifically asked Soviet Russian consultants about the organizational issues of Cheka, but these Soviet consultants were very secretive, and Zhuang Jihua was disappointed and found nothing.

Unable to get the KGB situation, Zhuang Jihua had to think about the CIA. He was neither a military fan nor an intelligence fan in his previous life, but could only rely on a knowledge of only half-understanding to propose the organizational structure of this organization.

Six, information content

Intelligence is divided into military intelligence, political intelligence, and economic intelligence.

1. Military intelligence includes information such as troops mobilization, composition, commanders, equipment, morale, combat deployment, etc.

2 Political intelligence includes….

3 Economic information, including taxes, fiscal expenditures, military pay, whether officials are embezzled, etc.

4 Foreign military intelligence also includes military, politics, economy, and technology (Zhuang Jihua said it in more detail). This part of Zhuang Jihua detailed the impact of the economy on the decisions of foreign governments. Western governments to a certain extent determine politics and politics determine military. He even analyzed the economic reasons for the outbreak of the European War (World War I).

Regarding scientific and technological intelligence, Zhuang Jihua estimated that people of this era had basically no understanding of this, so he said it in more detail. He recorded the huge improvements in production and military equipment caused by technology, which promoted the combat effectiveness of the army and its role in promoting strategic and tactical development.

"The emergence of machine guns and heavy artillery places has caused countries to completely abandon Napoleon's soldier group charge tactics, and the collection of scientific and technological information can promote the development of our army's military equipment."

"Science and technology information can shorten the research and development process of our equipment, and civilian aspects can also promote the development of science and technology in my country. Therefore, collecting such information is beneficial but not harmful."

....

In another suggestion to improve the work of the General Staff, Zhuang Jihua secretly expanded the current school military staff. The current school military staff was only the size of a division staff. Zhuang Jihua expanded him into the General Staff. For this reason, he added two departments on the basis of the existing site: the Logistics Department and the Training Department.

For the training department, he proposed that the work of the training department is to formulate and check the training standards of the entire army, and at the same time propose a training manual for the entire army. This manual is summarized based on the training of the Seventh Company. It has no experience in previous lives.

In the manual he stipulates training requirements, including marching,

Techniques, squad platoon tactics, assassination, shooting performance, and grenade throwing distance are clearly stipulated. There is also a mountain combat training manual, which is a summary of the training of the Third Battalion some time ago.

Regarding the Logistics Department, Zhuang Jihua just wanted to include him in the jurisdiction of the General Staff Headquarters and adjust the work of the existing Logistics Department. The existing school military logistics department is mainly responsible for transporting military supplies to the front line, but Zhuang Jihua also included the management of hospitals and military factories in the Logistics Department. The Military Equipment Department and the Transport Department were added to it, and the Logistics Department was also required to undertake the work of organizing the front line during wartime.

Originally, Zhuang Jihua wanted to write the reserves into the plan, but the implementation of the reserves must be coordinated by the government administrative departments. For the current Huangpu, or for Chiang Kai-shek, it surpassed his abilities, so Zhuang Jihua gave up.

After writing these documents, Zhuang Jihua felt scared again. The statement that Chiang Kai-shek liked to rule the spy came to his mind, which made him want to tear off the suggestions about the Intelligence Department, but if the Intelligence Department had any benefits to the country and the territory were obvious. This made it difficult for Zhuang Jihua to choose. After several ideological struggles, Zhuang Jihua sighed and put the documents into the folder.

When he came outside Chiang Kai-shek's door, Yu Jishi stopped him and told him that He Yingqin and Director Zhou were inside. He asked him to come back later. Zhuang Jihua put the documents on Yu Jishi's table and asked him to hand them over to Chiang Kai-shek and go back to rest by himself. Yu Jishi did not refuse.

Damn, Zhuang Jihua felt like the kind of person who was hiding in a dark corner and specializing in planning a conspiracy. He felt a little depressed. When he returned to the room, he lay on the bed and went to bed without hesitation.

I don’t know how long it took, but the knock on the door outside woke Zhuang Jihua up. When he opened the door, it was Yu Jishi. Zhuang Jihua asked him what he was going to do with a sleepy look. Yu Jishi blamed him, why are you asleep? The principal is waiting for you. Zhuang Jihua muttered and tried to take it for two days without sleeping.

Then he washed his face and tidied it up in front of the mirror before following Yu Jishi to see Chiang Kai-shek. When Zhuang Jihua made this move, Yu Jishi waited on the side with understanding. Chiang Kai-shek was a man who paid great attention to military appearance. No matter who he was, he would be scolded when he went to see him in disheveled clothes.

"Cultural Revolution, you must hand over your future report directly to me. Don't let Yu Jishi pass it over; Yu Jishi, you must also remember that you cannot read his report."

After Zhuang Jihua entered the house, Chiang Kai-shek called Yu Jishi in at the same time. They didn't expect that the first sentence Chiang Kai-shek said was actually this. They didn't have time to think about it and agreed in unison. Then Chiang Kai-shek asked Yu Jishi to go out and guard the door. He did not see anyone during this period.

After Yu Jishi went out, Chiang Kai-shek smiled and said to Zhuang Jihua: "Sit." "Yes." After Zhuang Jihua finished speaking, he sat down on the sofa next to him, and then added: "Let's rest now." Chiang Kai-shek smiled as he heard this.

"Where do you think the Intelligence Department should start from first?" Chiang Kai-shek asked.

"Students believe that if you want to manage a military force, you must first choose the general. First, you must determine the intelligence director, and then recruit intelligence officers." Zhuang Jihua's heart sank, thinking that it seems that the rumors are not bad, and you really like to play with spies.

"Don't talk about this first, talk about the region first, start with which region."

"The situation in Guangdong and Guangxi is currently complicated, and the future direction of Guangxi is not sure. After Chen Jiongming fled to Fujian, the actual controller of Fujian Sun Chuanfang was unclear. In the next few months, changes in these places will have a significant impact on the revolution." Zhuang Jihua thought about his analysis of the Gui army.

"Students believe that the Gui army will rebel in the middle of the next few months. The General Staff Office should conduct battlefield deductions to suppress the rebellion, and the troops should also conduct political mobilization in the rebellion and deploy certain forces."

"Well, you continue." Chiang Kai-shek leaned against the chair without expression.

"It is now very timely to start planning to collect the military deployment of the Gui army in Guangzhou, but the difficulty is not very high, because Yang Ximin is too arrogant and all actions are almost carried out publicly. Intelligence collection is only verified from a micro perspective, but this just gives the Intelligence Department time and learning opportunities."

"After pacifying Yang Ximin, the main work of the Intelligence Department should be placed in Shanghai and Wuhan, select intelligence commanders from the Whampoa Military Academy and Guangzhou universities, conduct short-term training and then send them to Shanghai, Nanjing and Wuhan; try to let them enter the upper level of warlords in various places to carry out activities and develop intelligence officers within the enemy's land. In this way, 1-2 years later, we:: It will be of great help to the future Northern Expedition."

"In the Cultural Revolution, I have read all the articles you published in "Friends of Soldiers" and "Revolutionary Youth". Zhuang Jihua was surprised why Chiang Kai-shek suddenly changed the topic. He couldn't figure out what Chiang Kai-shek wanted to say.

"What do you think of the internal struggles of the revolutionary camp?" Chiang Kai-shek said slowly, his eyes slightly closed, as if they were casual.

The sweat on Zhuang Jihua's back flowed down his back, but he still insisted: "Students believe that the cooperation between the Kuomintang and the Communist Party is the foundation of the national revolution and cannot be destroyed. The contradictions within the revolutionary camp should be resolved politically, rather than using force."

"I'm not saying **."

Zhuang Jihua was shocked. It was not ** but someone else. He was wrong. Who would it be? Zhuang Jihua quickly recalled the documents he had read. Yang Ximin, it would not be him. If it were him, Chiang Kai-shek would never be so hesitant. It should be in the Kuomintang. Hu Hanmin? Regardless of the military and political affairs, there is no big conflict with Chiang Kai-shek; so who? Suddenly Zhuang Jihua thought that Hu Hanmin appointed Chiang Kai-shek as the supervisor of the eight counties of Chaomei in the qualifications to replace the Grand Marshal. Chiang Kai-shek has announced his appointment. Is it Xu Chongzhi? But Xu Chongzhi and Chiang Kai-shek are loyal friends, although political

His face was faster than reading books, but there was no sign that Chiang Kai-shek and Xu Chongzhi had a discord.

"What the principal is talking about... Commander Xu?" Zhuang Jihua asked in a low voice, and felt relieved when he saw that Chiang Kai-shek did not deny it.

"Commander Xu has been with the Prime Minister for a long time and has a deep relationship with the principal; and the Guangdong Army is strong and has no suitable borrowing... I am afraid that it cannot be dealt with rashly," Zhuang Jihua said carefully.

"It's not that I want to deal with him, it's that he wants to deal with me." Chiang Kai-shek said, taking out a letter from the drawer and put it on the table: "Look at it."

Zhuang Jihua took it over and took out the letter paper, and saw it said: "Jieshi's brother: I heard that my brother had received the eight counties of Chaomei, and my brother was happy. Since the Eastern Expedition, our soldiers fought bravely and began to expel Chen Ni and restore Dongjiang. My brother was ambitious and I was ashamed of it. In the past, I and I had nothing to say. I have no words to say. I have never concealed everything. Now I want to show my great intentions, so I should help myself. My brother took it away from the eight counties of Chaomei, and I dare not hear it..."

He said it very politely, but it contained indignation and sarcasm. The lines alluded to Chiang Kai-shek's plan to seize the eight counties of Chaomei, which was a betrayal of Xu Chongzhi. However, in Zhuang Jihua's opinion, this letter was at most venting resentment. Before he could break up, Chiang Kai-shek was so nervous that he puzzled.

"It seems that Commander Xu's letter shows that he is dissatisfied with the appointment of the principal as the supervisor of the eight counties of Chaomei, but he is not as good as he wants to deal with the principal." Zhuang Jihua said.

"Cultural Revolution, you don't know Commander Xu. My elder brother must have done something when he has everything arranged before he can take action. You can't take risks, I have to prepare in advance." Chiang Kai-shek sat upright and explained to Zhuang Jihua calmly.

Zhuang Jihua thought for a moment before saying, "Principal, the rebellion of the Gui army is imminent. Commander Xu is somebody in the revolutionary camp, and there is no obvious rebellion. The conditions for taking action are not ripe now, so you can't take action now, but you can make pre-deployment."

Chiang Kai-shek nodded, as if he agreed with Zhuang Jihua's words.

"Students suggest that it is best for the principal to make it clear to Commander Xu in person that the eight counties of Chaomei were appointed by Hu Hanmin, not what you want; in fact, in the eyes of the students, the eight counties of Chaomei are just useless, so how can the principal's goal be limited to this? What Commander Xu wants, the principal can agree to it."

"What will he want?" Chiang Kai-shek asked with a frown.

"Of course it's taxes," Zhuang Jihua said in a mocking tone: "Maybe there are county-level officials and the principals who can agree. Commander Xu's thoughts are still in the territory, army, larger territory, and more military. However, he did not know that Guangdong has changed now, and students believe that after pacifying Yang Ximin, the political situation in Guangdong may change."

"How do you think it will change?" When Chiang Kai-shek heard Zhuang Jihua say that he would give both taxes and local officials to Xu Chongzhi, he felt ache. He almost demanded these taxes. The funds of the Huangpu School Army were actually very difficult. In the Battle of Mianhu, he achieved such a great victory. Liao Zhongkai's reward on behalf of the Grand Marshal's Headquarters actually had only 1,000 oceans per regiment. On average, every change of troops, and the subsequent land war should not be fought.

Since then, Chiang Kai-shek really wanted to have a piece of land, at least the troops would not be so embarrassed. So this time he returned to Guangzhou, he learned that aftermath of the eight counties of Chaomei through Liao Zhongkai. Of course, he knew that Xu Chongzhi really wanted these eight counties, but he also wanted to ignore this elder brother Xu. Unexpectedly, Xu Chongzhi actually wrote him such a letter, which made him a little worried. If Xu Chongzhi and Hu Hanmin joined forces to deal with him and Liao Zhongkai, he might have to go back to Fenghua again.

"Who will inherit the position of the Prime Minister when he dies? After pacifying Yang Ximin, he will fight south again; Guangdong will be basically stable. I think the National Government should be established. After the National Government is established, the taxes in various places will probably be recovered by the government. At that time, the taxes in the eight counties of Chaomei will also be returned to the government, so the principal does not have to fight with him. If he wants it, he will give it to him. On the one hand, he can let him relax, and on the other hand, outsiders can know that you and Commander Xu are still the same."

Zhuang Jihua's later words completely relieved Chiang Kai-shek's hesitation. Chiang Kai-shek suddenly realized that the political situation in Guangzhou would definitely change. Whether it was the establishment of the National Government or the reorganization of the Grand Marshal's Office, he could take a step forward. No matter how big this step was, he would probably rely on Xu Chongzhi to speak for him.

"Okay, let's do as you say. We'll go to see Commander Xu tomorrow." After untiing this knot, Chiang Kai-shek felt much better: "Who would you say the director of the Intelligence Department should be the director?"

"It's best for the principal to decide this, and students dare not say much."

"It's nothing, tell me." Chiang Kai-shek was relaxed now, and neither of them seemed to take Gui Jun seriously.

"Principal, students should not talk too much about this matter. Although the position of Director of Intelligence is small, it has a great relationship. Not only should one be super talented, but one should also be strong and loyal." Zhuang Jihua was not without a candidate in his heart, Director Zhou was the best candidate, but he dared not mention it.

"Haha, you're right, but I have a candidate." Chiang Kai-shek said with a smile.

"That's good. There's nothing else, I'll go back to bed. In order to write these documents, I haven't closed my eyes for almost two days." Zhuang Jihua yawned very presumptuously.

"Don't you want to know who the candidate is?" Chiang Kai-shek asked with interest.

"It's not me anyway, let that person worry."

"Wrong, my candidate is you."

Zhuang Jihua looked at Chiang Kai-shek inexplicably and thought to himself, "No, I'll do it, what will Dai Li do in the future?"
