Chiang Kai-shek also re-adjusted the deployment. Heavy Artillery Regiment, the 10th Artillery Regiment, the 3rd Artillery Regiment, the 8th Artillery Regiment, the 1st Artillery Regiment, the 8th Regiment, the 1st Department of the Teaching Corps, and the Taihu Joint Defense Forces were organized into the Ninth Army. The Seventh Artillery Brigade (equipped with Chongqing-made 105 Howitzers and 150 Howitzers) were directly under the jurisdiction of the Military Commission to strengthen the army to besiege Shanghai and Japan by the commander of the Army Zhang Zhizhong.

The 54th Army was commanded by Huo Kuizhang to defend the south bank of the Yangtze River. The 16th Regiment of the 54th Army's local artillery was temporarily assigned to the Ninth Group during the attack. The 111th Division commander Chang Enduo commanded the 111th Division and the 2nd Regiment of the Jiangsu Security Regiment was responsible for defending the north bank of the Yangtze River. The 8th Army was commanded by Zhang Fakui. It is under the jurisdiction of the 61st Division, the 62nd Division, the 57th Division, the 55th Division, the 45th Brigade, and the 2nd Artillery Regiment. It is responsible for defending the north bank of Hangzhou Bay.

Chen Cheng dispatched Luo Zhuoying's troops, Liu Heding's 39th Army, and Yu Jishi's 74th Army to form the 15th Army and arrived in just six days.

In addition to the 74th Army of Yuji, there were also the First Army of Hu Zongnan. The First Army of Hu Zongnan was fully equipped with German equipment. It was originally going to Shanxi. However, when the troops walked near Taiyuan, they received an order to transfer to Shanghai. The Shanxi Railway was a narrow-gauge railway. When they left the province, they had to change cars again. Hu Zongnan therefore landed behind Yuji. These two military vehicles were transported to Shanghai. The 74th Army was also equipped with all German equipment. Yu Jishi was Chiang Kai-shek's direct lineage. But his army was too late. Only the 57th Division and the 51st Division of Wang Yaowu's realm were still newly formed. Before the Xi'an Incident, he was a brigade commander. During the Xi'an Incident, he took the risk of leaving the Ziwu Valley to save his horse and moved Chiang Kai-shek. He expanded it into a division in an extraordinary manner. At the same time, he gave priority to equip German equipment. However, the German equipment was insufficient. Therefore, part of the troops were bought from Chongqing. Liu Jianxu was the commander of the 10th group of the Hunan Army, and was under the command of the 11th Preparatory Division, the 45th Division, the 128th Division, the 52nd Division. The 11th, 12th Brigades and the 37th Brigades were temporarily organized. They also rushed to the vicinity of Shanghai. The officers and soldiers of this army were very strong in fighting, but they were poor in equipment and had low combat power. Chiang Kai-shek arranged it in eastern Zhejiang to guard Xiaoshan, Hangzhou and Ningbo.

In addition to these troops, a large number of troops from further away were rushing to the Songhu area. The 21st Group of the Gui army, the 22nd Group of the Sichuan army, and the 19th Group of the Guangdong army arrived in Nanchang, Changsha, Wuhan, and the 58th Army composed of the Yunnan army. Under Lu Han's leadership, he was struggling to walk among the mountains and ridges of Guizhou. Behind him was the 60th Army commanded by Du Yuming. A little further north, the Chaotianmen Wharf in Chongqing, and the first batch of troops from the Third Army (the number of the New First Group Army was changed to the Third Group Army) boarded the ship by the river in the jangling and drum of Chongqing citizens; a little further north, the 23rd Group of the Army commanded by Deng Xihou was crossing the Qinling Mountains and entering Guanzhong. Their mission was to go to the battlefield in Shanxi and assist Yan Xishan in defending Shanxi.

On the 21st, after the Japanese government rejected the proposal of the Three Kingdoms, Chiang Kai-shek ordered the resumption of the attack. The soldiers of the Ninth Group, who had been impatient, immediately launched an attack on the Japanese occupied areas in Shanghai.

The joining of the heavy artillery brigade gave the Chinese team the ability to destroy the Japanese stronghold. Twelve 150 howitzers and twelve 105 howitzers fired at the same time. In an instant, the ground was shaken, the Japanese position collapsed and the ground was broken, and the solid building was riddled with holes. In addition to the heavy artillery brigade, four artillery regiments and division artillery also fired at the same time. Hundreds of cannons bombarded violently. The Japanese army had never been exposed to such fierce artillery fire.

The Japanese commander hurriedly called for the fleet's artillery suppression and air support. The Chinese team had no choice but to the Japanese fleet, but the Chinese Air Force was in the sky. After winning two consecutive air battles, the Air Force Commander Zhou Zhirou (agent) concentrated two-thirds of all aircraft in the country to the Songhu battlefield, and equipped them with sixteen surrounding radar stations to comprehensively monitor the sky in the Songhu area.

Bombers taking off from the Saddle Islands and the Kikakatsu Air Force sixteen heavy bombers taking off from Kyushu and eighteen Kashima heavy bombers taking off from Taiwan were captured by radar as soon as they took off. Sixty P40s, twenty four BF109s, and thirty-eight Hawkes took off to intercept.

The Chinese Air Force, guided by radar, gained the upper hand at the beginning of the battle. Japanese aircraft often discovered the Chinese Air Force after being attacked. Gao Zhihang ordered two P40 squadrons and Hawke squadrons to entangle the Japanese fighter jets that were escorted, and he led a P40 squadron and BF109 squadron to attack the bomber.

This air battle opened a decisive battle between the Sino-Japanese Air Force in the Songhu area. More than 200 aircraft on both sides were entangled, fighting from high altitude to low altitude, fighting from low altitude to high altitude, and planes with black smoke fell from time to time.
