Programmers and demand analysts are always unable to fully meet the needs of users. There are both technical reasons and demand analysis problems. Some users are clear about their needs but cannot describe them clearly, some can clearly describe them but have no idea about what specific needs, and some users' needs change three times a day. More users are not clear about what functions they have in mind. After the software is developed, they are not happy with them. Unfortunately, the users of combat system software requirements are a group of naval officers and soldiers who cannot explain their needs and have no idea about how to realize information-based combat operations and have extremely strict requirements on software applications.
