In just one year in 2005, there were 18 pieces of land in the first and second ring roads of the Nancheng New District, that is, between the South First Ring Road and the South Second Ring Road, and almost every piece of land attracted competition from countless developers. The land within the South First Ring Road has become the gold in the eyes of real estate giants.

The municipal government also intends to list and bid for the land between the South First Ring Road and the South Second Ring Road first, and temporarily put some of the land within the First Ring Road. In the eyes of real estate developers, this is obviously the municipal government is deliberately waiting for a price to gain more benefits.

This speculation is not wrong. The city has indeed deliberately slowed down the listing and sale of better land in the area, because everyone has seen such a hot real estate market, which must have brought about the soaring land prices. The better the location, the more powerful the land prices will rise.

But in general, the focus of the Songzhou Municipal Government is still not on real estate, which is also the principle established by Lu Weimin when he came to Songzhou.

Songzhou is first an industrial city, manufacturing is the foundation of Songzhou, and secondly it is a transportation hub and a commercial distribution center. These two points are the fundamental reason why Songzhou maintains its own competitive advantage. Only above this can other things be discussed.

Is the real estate industry important or not? Of course it is important, but the primary attribute of the development of the real estate industry is to meet the housing needs of ordinary people. Secondly, the real estate industry should develop healthily and provide strong competitiveness for the urban development of Songzhou. This also determines that the development of the real estate market in Songzhou should be synchronized with the urban development of Songzhou, and it is not advisable to increase the status of the real estate industry too much.

Of course, this is just a principle determined within the Songzhou Municipal Party Committee and Municipal Government. It can only be said to play a certain guiding role. Under the influence of the market economy, the guiding significance of this guiding principle is quite limited, mainly relying on land supply to stabilize land prices and housing prices.

Lu Weimin also knew that this was not a problem that a local government could solve, but as a first-level party committee and government, we should have such a posture. As for how much effect it can have, we can only say that we can do our best.

Newly developed properties are one after another. For example, four or five pieces of land can be built in the Nancheng New District within a month. However, even with such a large supply, they are still sold out by surging home buyers. This cannot be said that the market economy cannot be controlled by any level of government.

The Nancheng New District is mainly based on residential development, but the renovation in the old towns of Shazhou and Songcheng is mainly based on commercial districts.

When Lu Weimin was the executive vice mayor of Songzhou seven years ago, he was cautious about the renovation of the old city of Songzhou. On the one hand, there were many ancient ruins and sites in the old city of Songzhou, and many old buildings with historical value. Now that Songzhou's finances are relatively abundant, there is more room for development and transformation of the old urban area.

However, Lu Weimin still holds a relatively conservative view on the development and renovation of the old city, which also makes many cadres in the city puzzled, believing that Lu Weimin's thinking is quite open and forward-looking in many work, but he is extremely conservative in the renovation of the old city. The explanation given by Lu Weimin is that the renovation of the old city should have a scientific plan, and it should be based on the premise of protecting the old historical style of the old city. Songzhou is a national-level historical and cultural city. The historical and cultural resources in the old city are extremely rich. Once these things are destroyed, there is no possibility of recovery. This loss will be irreparable, so you must be cautious.

This view was repeatedly emphasized by Lu Weimin within this municipal party committee and government, so the transformation efforts in the old city were relatively small and the progress was slow.

Of course, the transformation is small, and it is not without transformation. Given that the environment of the Nancheng New District is more superior and the large number of urban populations move south, the transformation of the old city is more about the structure of building a commercial center. Lu Weimin had also conceived the willingness to build a city CBD, but he also knew that the city CBD could not be built just by wanting to build it, and there was no sufficient industry as the confidence. To put it bluntly, without strong GDP and fiscal revenue as support, and without relatively mature tertiary industry support, even if this CBD is put on the shelf, it is still boneless, flesh and blood, and it is an empty shell.

As for Songzhou at present, the development of the secondary industry is quite healthy and smooth. The city's GDP has exceeded 180 billion this year. According to the common saying, if the GDP of a city is less than 300 billion, then building a CBD is a castle in the air. Of course, some scholars have lowered this standard to 100 billion. However, Lu Weimin believes that 300 billion is the basic number. Of course, before reaching 300 billion, you can have your own planning and initial construction, but you must let the CBD of a city truly play the role of CBD and become a real central business district. A GDP below 300 billion is incomplete or unsuccessful.

In addition to the total GDP, CBD also has high requirements for the development of the city's tertiary industry.

In Lu Weimin's view, according to the current development trend, it is no problem for Songzhou to exceed 260 billion in GDP in 2006, and it is possible to even find 280 billion. That is to say, the GDP can easily exceed 300 billion by 2007 at the latest. At that time, Songzhou will have to consider the development of the city's central business district, which is also an inevitable requirement for a city to develop into a higher form.

However, in terms of the current development of the tertiary industry in Songzhou, it is still far from enough. Not only is the scale of the tertiary industry insufficient, but the proportion of the tertiary industry is too low. In addition, some high-end industries in the tertiary industry such as industrial design, e-commerce, exhibitions, entertainment and media, cultural and creative services and high-end creative industries are still lacking. These are all weaknesses in creating CBD in the future.

On this point, Lu Weimin felt that he might have paid too much attention to consolidating the industrial foundation and focused on the development of the secondary industry. It is not too late to make adjustments now, so he attached great importance to the action of Songcheng and Shazhou focusing on the development of the tertiary industry when renovating the old city.

Songcheng District and Shazhou District are very enthusiastic about vigorously developing industries such as hotels, catering, entertainment, leisure, department stores and retail. The rise of Luxi District occupies the commanding heights of the trade and distribution industry, which has a huge stimulation for Songcheng and Shazhou. However, Luxi has left Shazhou and Songcheng far behind. Now, if Shazhou and Songcheng want to catch up, they must take their own path.
