Volume 10 Infinite Scenery in Dangerous Peaks Section 159: The Wonderful Use of One Mind

"Brother Bin, stop, I know what I'm going on,..." Seeing Guo Yuebin glancing at himself with a smile on his face, Lu Weimin had to spread his hands with a wry smile, "I don't want to, but you think I've been a member of the Standing Committee of the Municipal Party Committee for less than half a year, and I've been serving as the Secretary of the Political and Legal Affairs Committee for two or three months. Can I still be able to think about it?"

The executive vice mayor is also a deputy department-level cadre in name, but this position is a little different from other deputy department-level cadres. He is responsible for the daily work of the municipal government. In other words, this position is almost like a deputy secretary in charge of party and group cadres, assisting the municipal party secretary in handling daily work. However, the scope and depth involved in this position is much broader and more complex than that of the deputy secretary of the municipal party committee. Of course, this does not mean that this position is heavier than the deputy secretary of the municipal party committee.

From a popular perspective, the executive vice mayor is second only to the secretary of the municipal party committee, mayor and deputy secretary of the municipal party committee, and is ranked before other members of the Standing Committee, including the Minister of Organization. However, this is just a mentality. According to principles, the ranking of the Standing Committee members does not prevail.

But to be honest, the scope of contact with the Executive Vice Mayor is indeed much wider than other positions. Even the Minister of Propaganda and the Secretary of the Political and Legal Affairs Committee combined cannot cover the work scope of the Executive Vice Mayor. There is no doubt that this also creates the particularity of this position.

More importantly, the executive vice mayor must be in charge of the financial work of the municipal government according to management, that is, a considerable part of the signature power is in his hands. Unless large expenses require the mayor's signature in accordance with regulations, daily expenses are approved by the executive vice mayor.

This power alone is enough to covet other members of the Standing Committee or deputy mayors, which does not include as usual. The personnel approval authority under the municipal government is generally controlled by the executive vice mayor.

Of course, theoretically, the director of the editorial committee is the mayor, and the deputy director of the editorial committee is the director of the organization and the executive vice mayor. However, from the perspective of administration, the responsibilities of the mayor's organization office are more entrusted to the executive vice mayor to perform. Especially when the work of the organization office often needs to be connected with the finance side, the power of the executive vice mayor becomes more prominent.

In a sense, the executive vice mayor is actually a largely acting as an alternate mayor. Lu Weimin has heard of a survey data. According to statistics from some interested people, among the thirteen cities and prefectures in Changjiang, the proportion of executive vice mayors (specialist) who were promoted directly to mayors (including to other municipalities) was as high as 30%, and 70% were promoted to deputy secretary. In the same case, the proportion of organization ministers was promoted to deputy secretary as high as 60%, and the proportion of executive vice mayors (specialist) was as high as 40%.

In other words, the executive vice mayor has the possibility of being promoted to the main hall, but the Organization Minister is directly promoted to the main hall in the local area. It is impossible unless he goes to the National People's Congress and the CPPCC. This is enough to show that this position is extraordinary.

Lu Weimin knew that Guo Yuebin had good intentions, so he said that he had never thought about this aspect of the matter, especially after Shang Quanzhi left him to discuss the strategy of state-owned enterprise reform. He also doubted whether Shang Quanzhi had any ideas in this aspect.

But Lu Weimin also knew that the possibility of becoming the executive vice mayor was relatively small. Although Xu Zhongzhi suffered a defeat, this does not mean that he had a great opportunity. The province can transfer someone from a provincial government or other prefecture-level city, unless Shang Quanzhi clearly told the provincial party committee that the executive vice mayor was born in Songzhou.

The question is, will Shang Quanzhi do this? Even if he is interested in himself, he can withstand the attitude of the province? Lu Weimin is very clear that Shang Quanzhi and Shao Jingchuan are in average, far less close than the time of Hetian Haihua. Can Shao Jingchuan listen to him?

Lu Weimin's rhetorical question made Guo Yuebin ponder.

He did not expect that he would return to Songzhou to serve as a member of the Standing Committee of the Municipal Party Committee and Secretary of the Discipline Inspection Commission. This decision came a bit suddenly. He even did not prepare at all before. It was only after Gong Dezhi made an agreement with Shao Jingchuan and others that he did not ask for his opinion.

Guo Yuebin was not very willing to come to Songzhou before. He enjoyed the condescending feeling he had when he worked in the Provincial Commission for Discipline Inspection. Of course, he also knew that Gong Dezhi was for his own good. He stepped from a department-level cadre to a deputy department-level cadre. Not everyone has the opportunity to overcome this hurdle.

And to be honest, the position of the Standing Committee of the Songzhou Municipal Party Committee and the Secretary of the Discipline Inspection Commission is somewhat different than that of the Secretary of the Discipline Inspection Commission of other cities. After all, Songzhou is a larger city determined by the state. Although it has encountered some difficulties in recent years, it has become a heroic person. Guo Yuebin has always believed in this sentence. It is not a bad opportunity to work as the Secretary of the Songzhou Municipal Commission for Discipline Inspection.

Since the result of coming to Songzhou cannot be changed, what Guo Yuebin needs to consider is how to better carry out his work and achieve results in Songzhou.

Lu Weimin was doing a great job in Songzhou, and Guo Yuebin also realized that Shang Quanzhi valued Lu Weimin more and more, especially the situation facing Songzhou also required a role who had some economic accomplishments. Because of this, Guo Yuebin felt that Lu Weimin could compete for this position.

Of course, he also knew that Lu Weimin's qualifications were a big weakness. He was too young and had a rich work experience for only seven years, but it was just that. No matter how many positions you changed, you stayed in each position too short, which would also be criticized.

From his perspective, Lu Weimin has outstanding advantages and disadvantages. There are two questions that determine whether Lu Weimin can stand out.

One question depends on how Shang Quanzhi looks at it.

According to Guo Yuebin's judgment, Shang Quanzhi should be inclined to choose Lu Weimin. Although Chen Changjun is more trusted by Shang Quanzhi, this executive vice mayor is not entirely a symbol of power. At present, it is more about responsibility and pressure. It requires real swords and guns to solve the problems accumulated over the years.

Another question is what would the province think if Shang Quanzhi chose to recommend Lu Weimin to the provincial party committee.

This is also a problem.

Guo Yuebin also knew that Shang Quanzhi was not the character Shao Jingchuan trusted the most. Many people even thought that Shang Quanzhi was a transitional character. When he solved the problem of the Meihuang party in Songzhou, it might be time for Shang Quanzhi to hand over the power to the next term, but Guo Yuebin didn't think so.

Because he felt that the situation in Songzhou was already quite fragile. If the provincial party committee really wanted to move Shang Quanzhi, no matter who came, the adaptation period would take one or two years. Shang Quanzhi's early arrangements would be basically invalidated, and many arrangements would even have to be pushed back and started again. The impact it brought was self-evident. In this way, I am afraid that Songzhou's sluggishness will last for one or two years. The question is, can the provincial party committee tolerate Songzhou's sluggishness for another two years?

The answer is obviously no.

No one will tolerate Songzhou's continued sluggishness for another two years, especially when the current national reform enters a critical stage of great development, you have to delay it for two years, which is to provide the best target for attacks for political enemies.

Then the provincial party committee had to carefully consider the opinions put forward by Shang Quanzhi. This does not mean that the provincial party committee must recognize the candidates recommended by Shang Quanzhi. However, if the provincial party committee rejected the candidates recommended by Shang Quanzhi and arranged the candidates on its own, then the situation in Songzhou in the future is not optimistic, then Shang Quanzhi can at least find a suitable excuse to defend himself.

"For the people, Xu Zhongzhi fell down and was placed here. I guess the candidate for executive vice mayor will cause some controversy, but the situation in our Songzhou is very clear. It is either you or Chen Changjun." Guo Yuebin said calmly: "If Secretary Shang was interested in Chen Changjun, I probably had some movements long ago, but I feel that Secretary Shang does not seem to be inclined to Chen Changjun to take over this position. This is my intuition, so you are the only one. Of course, the province will send another message to the province."

"You also said that the province has sent a delegation to the province, I think it is more likely that the province has sent a delegation." Lu Weimin also thought for a while, and he didn't hide it much in front of Guo Yuebin. "If I had come to Songzhou last year, maybe I could still compete for the Executive Vice Mayor, but I have only been to Songzhou for less than half a year, and my position adjustments are a bit frequent. If I adjust again now, I think it's a bit of a joke?"

"This is not a reason." Guo Yuebin shook his head and denied, "As the work needs to be adjusted, the length of time will not be affected, and anyone can understand."

"I know, it is indeed the case under normal circumstances, but this will give the leader an impression after all. Whether it is this impression or feeling, it is very subtle. Perhaps the leader will feel that it is not harmful to let Lu Weimin exercise in this position. Too frequent adjustments are not conducive to his growth." Lu Weimin smiled and said lazily.

Guo Yuebin also laughed, "This is your own feeling, and there is no basis."

"Yes, I admit it, but you have to admit that the factor I mentioned may exist." Lu Weimin was very rational. Not everyone should be your turn to eat it.

Of course, if possible, he will work hard to fight for it. The key is that he feels that he has no idea what Shang Quanzhi thinks, but he is not clear about what he thinks. It is naturally not appropriate to find Shang Quanzhi. At this time, he seems to be a little too hasty through other channels, and may even have side effects.

"Then what are you going to do?" Guo Yuebin also understood Lu Weimin's current dilemma. The magic of using it lies in one's heart. Now you don't understand how the leader thinks and how to act?

"It may be the best to respond to changes in the same way as the unchanging one's own. "Lu Weimin smiled, "I think if Secretary Shang's attitude is clear, everything will be much easier."

Guo Yuebin's eyes lit up. This kid had seen through this long ago, and he was still worried about him.
