On the top of the intermediate layer is the command layer, which has a special structure. This layer is not the bottom of a square. Its bottom is a regular octagon with a side length of 3 kilometers, but the top is a square with a side length of 2,500 meters. The outer vertical height of the command layer is 650 meters, and the interior is divided into three layers.
Of course, the bottom layer of the command layer is still the mechanical layer. To ensure that the command layer can act independently after the city leaves, those power equipment is essential. The command layer has only 36 track propulsion equipment, and the steering machine has only one track, but because this layer is relatively small, these are enough.
