Chapter Thirty-six Expansion of Imperial Examinations
As soon as Nanjuyi was released, the candidates recommended by the ministers of the subsequent departments were a bit dissatisfied. Although the Ming Dynasty has expanded significantly in recent years, there are not many civil servants above the third rank who have actually dealt with foreigners, because many times the Ming Dynasty is using fists to negotiate with foreigners. If they find military generals above the third rank who have fought with foreigners, they can bring a lot of them with just one pull, but there are not many civil servants.
Finally, by raising his hands, Nan Juyi was elected as the new Minister of Foreign Affairs with thirteen votes. Next, as long as he reports to the emperor for instructions and issue an imperial edict, he can take office immediately.
Zhu Youjian was still very concerned about this matter because this was his first time to preside over the election of court officials, so he naturally wanted to have a perfect result. As soon as the meeting ended, he went straight to the Ganqing Palace and asked the emperor for an order.
If someone else was elected, Zhu Cijiu would definitely ask the Dongchang and Jinyiwei to investigate. He didn't want to delegate power for the first time and let the cabinet elect a mediocre official, a stupid official or even a corrupt official, but Nan Juyi didn't need to be investigated. Xu Guangqi said it was right. He really appreciated Nan Juyi. He was quite satisfied with Nan Juyi's performance in the southeast. It was naturally no problem to promote him to be the Minister of Foreign Affairs.
In this way, the new Minister of Foreign Affairs, Nan Juyi, elected by the cabinet, quickly received the emperor's approval. On the morning of the same day, the emperor issued an order to transfer the former Governor of Southeast, Nan Juyi, to Beijing to serve as Minister of Foreign Affairs.
The candidates for the three new yamen are confirmed, but one yamen cannot have only the yamen, especially the big yamen who are responsible for daily affairs. There are at least ten officials such as the left and right assistant ministers, doctors, and official widows. There are dozens of officials in charge of specific affairs. It is normal for a large yamen to have hundreds of officials. This is still the configuration that the Ming Dynasty did not expand before.
In the current Ming Dynasty, the territory has expanded by more than three times, and the provinces have been almost three times the original. Next, the number of provinces has been conquered Siberia, and the number of provinces has even exceeded the original four times. In other words, at least two or three hundred talents are enough for each major yamen. Not only the new yamen, but also the old yamen. When the Ministry of Commerce and the Ministry of Education were established last time, the officials of each yamen had already expanded by almost one times. Until now, it seems that it is a bit insufficient.
Calculated in this way, the number of people required is a bit terrifying. The three newly established yamen alone require six or seven hundred people. The original eight major yamen also need to expand 6 or seven hundred people, which adds up to more than one thousand people!
There seems to be a small number of more than a thousand people, because the population of the Ming Dynasty is more than 100 million, but the problem is that more than 1,000 people must have fame and fame. Moreover, ordinary scholars are not good enough. At least they must be Juren. According to the previous rules, it is difficult for Juren to be an official in Beijing. The heads of each department are generally from Jinshi, let alone Yuanwailang, Langzhong and Shishoulang.
This made Zhu Youjian and Yang Sichang very worried. Zhu Youjian was a little better because he was only responsible for senior officials of the fifth rank or above, and there were only two ministers in one yamen, four doctors, and four ministers and widows in the fifth rank or above. There were all old yamen, and there were only thirty new yamen. The problem was not very big, but it was just that it took more time to choose.
Yang Sichang is different. He needs to select more than a thousand officials in Beijing here, and at least he must have the reputation of a Juren. Where can he find so many Juren and Jinshi?
Why did he say that he couldn't find so many juren and jinshi? You can tell by calculating the admission rate of the imperial examination in the Ming Dynasty.
According to convention, the admission rate of Jinshi in the Ming Dynasty was about 20, which means that only one of the twenty juren could pass the Jinshi, while the maximum number of Jinshi selected for each imperial examination was about 200. In this way, the maximum number of Juren who took the imperial examination was about 4,000.
This 4,000 people does not mean that four thousand juren will be generated every three years, but that there are four thousand juren who participate in the imperial examination every time.
There are about 200 Jinshi students every three years, but Juren is not. Many books say that they fail to get a exam repeatedly. In other words, many Juren have participated in many world exams, but they failed to get a Jinshi in the end. Combined with the admission rate of the exam, one thing can be proved, that is, at most, there are only 4,000 Juren who participate in the imperial examination every time, and sometimes even less than 4,000.
Are there any people who pass the exam but do not take the exam? There must be such people, but there will definitely not be too many. Most of them are old and weak and unable to take the exam. Anyone who is in his prime doesn’t want to be on the list? In other words, there will definitely be no more than 8,000 Juren who have made great achievements in the same period of the Ming Dynasty.
After this calculation, the problem arises. Even if the Jinshi and all the Juren in the tenth imperial examination were in the court, the total number of Jinshi and Juren was less than 10,000. How many officials are there in the Ming Dynasty now?
If you don’t know, it’s even more scary. The number of provinces in the Ming Dynasty is almost forty, each province has about eight to ten prefectures, and each prefecture has about eight to ten counties. In other words, there are now three to four thousand seventh-rank county magistrates in the Ming Dynasty. There are more than two thousand officials above the seventh-rank rank, including the left and right governors, prefects, prefects, and co-magistrates at all levels. In addition, officials from various Zhili prefectures and government offices in the capital, all the Jinshi and Juren in the Ming Dynasty, as long as they are not old and in poor moral character, they are basically all officials.
It was already a standard for a juren to be a county magistrate and a scholar to be a county minister in the Ming Dynasty. The Jinshi were basically sixth ranks or above!
Jinshi and Juren who can be officials are basically all officials. Where did Yang Sichang pick out more than a thousand people? Zhang Pu, Wu Jianye, and Nan Juyi are all powerful officials. They are so popular when doing things. The yamen has been established, but they are not qualified to be subordinate officials, so they naturally quit.
As a result, the threshold of the Ministry of Personnel was almost trampled by them. Yang Sichang was blocked by them almost every day. In addition to asking for people, they also wanted people. One came after one came after another, and the other came after one came after another. Sometimes two came together, and sometimes three came together, which drove him crazy.
He was forced to do nothing, so he had to go to the emperor. There was no one, so he couldn't recruit some scholars to be officials in the capital!
Zhu Cijing did not consider this issue. In the past, all dynasties were waiting for officials, but it would be better if he arrived at him, and even the Juren could not get it.
What else could he do? He could only recruit Xu Guangqi and Huang Daozhou to discuss the expansion of the imperial examination.
In fact, the imperial examination has been expanded once. Since the Dingchou degree in the tenth year of Chongzheng, the Jinshi admitted to each subject has doubled to nearly 400 people, but the number of Juren has not doubled, and there are still so many.
In fact, Zhu Cijiu cannot blame him. He presided over the palace examination, not the provincial examination or the college examination. He could only select more than 400 Jinshi. How could he think about the many juren in the Ming Dynasty?
This happened to be the case. This August is the annual college entrance examination, which is the examination for scholars to take the juren.
What else should I consider when I am so angry? Zhu Cijing issued an order directly to double the number of juren in various places!
